RECOMMENDED ACTION: Adopt resolution authorizing purchase of one 35 -foot compressed
natural gas, low -floor trolley from Gillig, LLC, of Livermore, in the
amount of $663,269, utilizing Livermore Amador Valley Transit
Authority Contract (RFP No. 2015-08), authorizing Public Works Director to execute all necessary
documents, and appropriating funds in the amount of $114,000.
BACKGROUND INFORMATION: The City of Lodi currently operates and maintains 24 transit
vehicles for the GrapeLine, Dial -A -Ride, and VineLine transit
systems. In 2010, City Council approved submittal of the
Program Expenditure Plan to San Joaquin Council of Government and Caltrans for the Proposition 1B
transit program funds. The Program Expenditure Plan included trolley replacement in Fiscal Year
2013/14; however, due to delays in transportation bond sales, funds were received in February 2017.
The existing 45 -foot Champlain trolley was purchased in 2001 with Federal funds. In 2015 the vehicle
was taken out of service because the compressed natural gas (CNG) fuel tanks became obsolete.
CNG tank replacement costs are approximately $15,000. In addition, the existing trolley is equipped
with a John Deere engine to which parts are no longer available. Finally, the trolley would require new
paint, has multiple Teaks in the roof, and is equipped with an outdated wheelchair lift. For these
reasons, the trolley is being recommended for replacement.
The new 35 -foot, low floor, CNG fueled trolley is made by the Gillig Company and is equipped with a
well -supported engine made by Cummins. The trolley is also equipped with an Americans with
Disabilities Act (ADA) -compliant ramp instead of a lift. The new ramp designs improve passenger
safety and reduce the time required for loading and exiting the vehicle.
When placed in service, the new trolley will be utilized on all fixed routes, rotating between the five
weekday, three express and four weekend routes. Rotating the new vehicle into regular service will
reduce wear and tear on the City's existing fixed route buses and will increase the availability of spare
buses when one must be removed from service for preventive maintenance or repairs. In addition, staff
anticipates that the novelty of the new trolley will encourage ridership by new and existing passengers.
Per Lodi Municipal Code Section 3.20.045, State and Local Agency Contracts, the bidding process may be
waived when it is advantageous for the City, with appropriate approval by the City Manager and City
Council, to use contracts that have been awarded by other public agencies, provided that their award was
in compliance with their formally -adopted bidding or negotiation procedures.

Total purchase cost is estimated to be $665,000, including delivery and contingencies. An appropriation
of $551,000 (Proposition 1B PTMISEA) is included in Fiscal Year 2017/18 budget. Staff requests an
additional appropriation of $114,000 in Transportation Development Act (TDA) funds for the remaining
balance.
FISCAL IMPACT:
Cost to maintain the new trolley is included in the current transit operating
budget. If the trolley purchase is not approved, the dedicated funds to
purchase the new trolley must be returned to Caltrans with interest. The
existing trolley will be disposed of at public auction. This project does not
impact the General Fund.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
PURCHASE OF ONE 35 -FOOT COMPRESSED NATURAL GAS,
LOW -FLOOR TROLLEY FROM GILLIG, LLC, OF LIVERMORE,
UTILIZING LIVERMORE AMADOR VALLEY TRANSIT AUTHORITY
CONTRACT (RFP NO. 2015-08); AUTHORIZING THE PUBLIC WORKS
DIRECTOR TO EXECUTE ALL NECESSARY DOCUMENTS; AND
FURTHER APPROPRIATING FUNDS
WHEREAS, in 2010, City Council approved submittal of the Program Expenditure Plan to
San Joaquin Council of Government and Caltrans for the Proposition 1B transit program funds,
including trolley replacement in Fiscal Year 2013/14; however, due to delays in transportation bond
sales, funds were received in February 2017; and
WHEREAS, the new 35 -foot, low -floor, compressed natural gas (CNG) -fueled bus, which
will be equipped with a Americans with Disabilities Act (ADA) -compliant ramp instead of a lift,
making passenger loading and exiting safer and faster, will replace the existing 2001 45 -foot
Champlain trolley; and
WHEREAS, staff recommends authorizing purchase of one 35 -foot CNG, low -floor trolley
from Gillig, LLC, of Livermore, in the amount of $663,269, utilizing the Livermore Amador Valley
Transit Authority Contract (RFP No. 2015-08); and
WHEREAS, staff also recommends authorizing the Public Works Director to execute all
necessary documents; and
WHEREAS, staff further recommends that the City Council appropriate funds in the amount
of $114,000, from TDA fund balance (60199000) for Fiscal Year 2017/18.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize
purchase of one 35 -foot compressed natural gas, low -floor trolley from Gillig, LLC, of Livermore,
California, in the amount of $663,269, utilizing the Livermore Amador Valley Transit Authority
Contract (RFP No. 2015-08); and
BE IT FURTHER RESOLVED that Lodi City Council does hereby authorize the
Public Works Director to execute all necessary documents; and
BE IT FURTHER RESOLVED that Lodi City Council does hereby authorize an
appropriation for the purchase in the amount of $114,000, as set forth above.
