RECOMMENDED ACTION: Adopt resolution transferring $335,725 from Parks, Recreation and

and appropriating funds for repairs, maintenance, contract services and marketing; and authorizing the
City Manager to execute Professional Services Agreement with Casey Printing of King City for recreation
activity guide design, printing and distribution services in an amount not to exceed $273,370.
BACKGROUND INFORMATION: In the aftermath of Measure R's defeat last year, reducing positions
and frugal management of resources are the only ways for PRCS to
obtain meaningful funds that can be reinvested in park facilities,
whether for minor repairs and replacements or capital projects. The retirements of two superintendents,
following by the consolidation of those into a new Deputy Director, resulted in approximately $200,000 in
savings for Parks, Recreation and Cultural Services in Fiscal Year 2016/17. Net revenue, unaudited, was
$309,897, for a PRCS fund balance of $697,288 as of June 30, 2017.
In addition to personnel savings from retirements in FY 2016/17, PRCS staff took a conservative
approach to spending on supplies and materials, as well as a resourceful approach to problem -solving.
For instance, the Parks Division saved approximately $15,000 on contract service expenses by felling
storm -damaged trees with in-house labor. At the time the current FY 2017/18 budget was adopted, the
expectation was for a net difference (revenues less expenditures) of a Toss of $162,948 for the PRCS
fund in FY 2016/17, compared to the unaudited net revenue shown above.
This result included transfers out to capital projects. Table 1 shows that the PRCS fund balance is
currently projected to be $472,845 higher than presented to Council with the FY 2017/18 budget.

The FY 2017/18 budget allocated $485,000 in capital reserves to new projects. PRCS also received an
$883,000 State grant for the Blakely Park sports fields overhaul and $150,000 in CDBG funds for the
Enze Pool renovations. The Parks Division lacks the fiscal resources to take on new projects within the
current budget.
Given the financial reality PRCS faces in the current and coming years, PRCS requests the Council
approve the use of unanticipated fund balance for one-time expenses. Expenses include supply
replacement and contract services for various maintenance and repairs to extend the life of PRCS
facilities, with approximately one-third going toward capital projects, as shown in Table 2. Additionally,
PRCS is requesting Council consider authorizing strategic ongoing costs including expanding funding for
the recreation activity guide design, printing and distribution and a part time graphics design position as
shown in Table 3.
The part time graphic design position is budgeted at $22,000 in FY 2017/18, representing equipment
expenses and six months' wages. It is anticipated there will be ongoing costs for these services, in the
amount of $36,000 annually beginning in FY 2018/19. The position is needed so that PRCS materials
such as fliers, signs, the web page and activity guide, have easily understood messages, are visually
appealing and consistent for ease of customer use as well as increased participation and registration in
fee programs.
In addition to unanticipated fund balance from operating efficiencies, PRCS identified additional
resources that were unallocated at the adoption of the FY 2017/18 budget. The 2007 Public Art Policy
allows for the use of 10 percent of the Art in Public Places impact fee revenue collected to be used for
administration of the art program. This transfer has never been executed and the issue of allocating this
revenue to administration has not been discussed with Council since the policy was adopted in 2007.
Based on 10 percent of revenue collected, the historical allocation eligible to reimburse PRCS for past
administrative services to the Art in Public Places program is $46,775. Staff time for commission
meetings and administering the program has far exceeded this amount since the adoption of the policy in
2007. Staff proposes allocating these funds to other one-time uses. Going forward, it is recommended
to continue the practice of budgeting for 10 percent of the revenue to flow into the PRCS fund to offset
administrative costs.
The Parks and Recreation Commission unanimously approved expenditure of these available funds at its
October 3, 2017, meeting.
Part of PRCS' proposed expenditure plan includes additional spending on an enhanced activity guide.
The spending resolution includes authorizing the City Manager to execute an agreement with Casey
Printing for recreation guide design, printing and distribution services. The contract is for three years with
two one-year options. This will come at a cost of $27,500 for two additional issues in Fiscal Year 2017/18,
compared to the $22,400 originally budgeted (not to exceed $49,900 in FY 2017/18), due to PRCS'
desire to print a professionally designed guide on higher -quality paper with more color, increase the
number of copies from 22,000 to 28,000, and mail additional copies. The total not -to -exceed value for
the life of the contract, if both one-year options are exercised, is $273,370 over five years. Staff
anticipates leveraging an enhanced website and social media to a greater extent during the contract term
likely resulting in spending below the not to exceed amount. The Request for Proposals to solicit bids for
this service indicates PRCS will likely reduce printing to between 10,000 and 20,000 copies after the first
year, drastically reducing this expense.
The guide is PRCS' chief method of reaching its customers and generating revenue from programs and
services. The previous printing contract expired at the end of FY 2016/17. Staff entered into a one -issue
contract with Casey Printing for the Fall edition to explore the benefits of higher -quality paper and
professional graphic design, and wishes to continue. Based on unsolicited comments from the public,
PRCS believes the benefits of the higher -quality printing and design are worth the additional cost.
PRCS issued a Request for Proposals for printing and graphic design, sending it to about a half dozen
local and regional printers for consideration, as well as listing it on the City website. Staff reviewed
proposals from the two printers that responded: Casey Printing and Commerce Printing of Sacramento.
Casey's proposal included graphic design services, as well as printing costs, and included samples of
activity guides printed for other parks and recreation agencies. Commerce Printing's proposal was
incomplete because it did not include the requested pricing for graphic design services. Casey Printing
has printed PRCS' activity guide since 2010.
Based on its complete proposal, as well as its experience printing activity guides for Lodi and other
agencies, staff recommends the City Council adopt the resolution awarding a three-year contract for print
and design services to Casey Printing (with a City option for two one-year extensions). Staff anticipates
the actual cost to be Tess, as the contract gives the City the option to reduce the number of copies printed
after the first year, as we consider leveraging social media and our anticipated new website.
At its October meeting, the Parks and Recreation Commission endorsed spending additional funds on
Activity Guide printing, noting the most -recent guide's higher quality.
More details are shown below. With the exception of a proposed transfer to Parks Capital, any unspent
funds will roll toward the fund balance at the end of FY 2017/18.

FISCAL IMPACT:
The expenditure p an as proposed will improve public and employee safety
and comfort, and reduce City liability due to aging and potentially
hazardous infrastructure. There is also a potential for increased revenue
due to enhanced marketing materials. The source of the $382,500 in FY
2017/18 is one time FY 2016/17 savings in the amount of $335,725, and
one-time additional revenue from a historical true up of administrative
revenue from the Art in Public Places impact fee for administration of the
Public Art Policy in the amount of $46,775.
Financial best practice recommends spending one-time resources on one-
time expenditures. The recommended actions include $337,000 in one-time
expenditures and $45,500 in ongoing operational expenses in FY 2017/18.
Ongoing expenses are expected to increase to $63,500 in FY 2018/19.
Approving the expenditure of fund balance resources recommended in this
report would still leave a higher than originally anticipated projected fund
balance in the PRCS fund at FY 2017/18 as shown in Table 4.

AGREEMENT FOR PROFESSIONAL SERVICES
ARTICLE 1
PARTIES AND PURPOSE
Section 1.1 Parties
THIS AGREEMENT is entered into on 2017, by and
between the CITY OF LODI, a municipal corporation (hereinafter "CITY"), and Casey
Printing, Inc. (hereinafter "CONTRACTOR").
Section 1.2 Purpose
CITY selected the CONTRACTOR to provide the services required in
accordance with attached Scope of Services, Exhibit A, attached and incorporated by
this reference.
CITY wishes to enter into an agreement with CONTRACTOR for Recreation
Activity Guide design, printing and distribution (hereinafter "Project") as set forth in the
Scope of Services attached here as Exhibit A. CONTRACTOR acknowledges that it is
qualified to provide such services to CITY.
ARTICLE 2
SCOPE OF SERVICES
Section 2.1 Scope of Services
CONTRACTOR, for the benefit and at the direction of CITY, shall perform the
Scope of Services as set forth in Exhibit A.
Section 2.2 Time For Commencement and Completion of Work
CONTRACTOR shall commence work pursuant to this Agreement, upon receipt
of a written notice to proceed from CITY or on the date set forth in Section 2.6,
whichever occurs first, and shall perform all services diligently and complete work under
this Agreement based on a mutually agreed upon timeline or as otherwise designated in
the Scope of Services.
CONTRACTOR shall submit to CITY such reports, diagrams, drawings and other
work products as may be designated in the Scope of Services.
CONTRACTOR shall not be responsible for delays caused by the failure of CITY
staff to provide required data or review documents within the appropriate time frames.
The review time by CITY and any other agencies involved in the project shall not be
counted against CONTRACTOR's contract performance period. Also, any delays due to
weather, vandalism, acts of God, etc., shall not be counted. CONTRACTOR shall

remain in contact with reviewing agencies and make all efforts to review and return all
comments.
Section 2.3 Meetings
CONTRACTOR shall attend meetings as may be set forth in the Scope of
Services.
Section 2.4 Staffing
CONTRACTOR acknowledges that CITY has relied on CONTRACTOR's
capabilities and on the qualifications of CONTRACTOR's principals and staff as
identified in its proposal to CITY. The Scope of Services shall be performed by
CONTRACTOR, unless agreed to otherwise by CITY in writing. CITY shall be notified
by CONTRACTOR of any change of Project Manager and CITY is granted the right of
approval of all original, additional and replacement personnel at CITY's sole discretion
and shall be notified by CONTRACTOR of any changes of CONTRACTOR's project staff
prior to any change.
CONTRACTOR represents it is prepared to and can perform all services within
the Scope of Services (Exhibit A) and is prepared to and can perform all services
specified therein. CONTRACTOR represents that it has, or will have at the time this
Agreement is executed, all licenses, permits, qualifications, insurance and approvals of
whatsoever nature are legally required for CONTRACTOR to practice its profession, and
that CONTRACTOR shall, at its own cost and expense, keep in effect during the life of
this Agreement all such licenses, permits, qualifications, insurance and approvals, and
shall indemnify, defend and hold harmless CITY against any costs associated with such
licenses, permits, qualifications, insurance and approvals which may be imposed against
CITY under this Agreement.
Section 2.5 Subcontracts
Unless prior written approval of CITY is obtained, CONTRACTOR shall not enter
into any subcontract with any other party for purposes of providing any work or services
covered by this Agreement.
Section 2.6 Term
The term of this Agreement commences on November 2, 2017 and terminates
upon the completion of the Scope of Services or on August 31, 2020, whichever occurs
first.
Section 2.7 Option to Extend Term of Agreement
At its option, City may extend the terms of this Agreement for an additional two
(2) one (1)-year extensions; provided, City gives Contractor no less than thirty (30) days

written notice of its intent prior to expiration of the existing term. In the event City
exercises any option under this paragraph, all other terms and conditions of this
Agreement continue and remain in full force and effect.
The total duration of this Agreement, including the exercise of any option under
this paragraph, shall not exceed five (5) years.
ARTICLE 3
COMPENSATION
Section 3.1 Compensation
CONTRACTOR's compensation for all work under this Agreement shall conform
to the provisions of the Fee Proposal, attached hereto as Exhibit B and incorporated by
this reference.
CONTRACTOR shall not undertake any work beyond the scope of this
Agreement unless such additional work is approved in advance and in writing by CITY.
Section 3.2 Method of Payment
CONTRACTOR shall submit invoices for completed work on a monthly basis, or
as otherwise agreed, providing, without limitation, details as to amount of hours,
individual performing said work, hourly rate, and indicating to what aspect of the Scope
of Services said work is attributable. CONTRACTOR's compensation for all work under
this Agreement shall not exceed the amount of the Fee Proposal.
Section 3.3 Costs
The Fee Proposal shall include all reimbursable costs required for the
performance of the Scope of Services. Payment of additional reimbursable costs
considered to be over and above those inherent in the original Scope of Services shall
be approved in advanced and in writing, by CITY.
Section 3.4 Auditing
CITY reserves the right to periodically audit all charges made by CONTRACTOR
to CITY for services under this Agreement. Upon request, CONTRACTOR agrees to
furnish CITY, or a designated representative, with necessary information and assistance
needed to conduct such an audit.
CONTRACTOR agrees that CITY or its delegate will have the right to review,
obtain and copy all records pertaining to performance of this Agreement.
CONTRACTOR agrees to provide CITY or its delegate with any relevant information
requested and shall permit CITY or its delegate access to its premises, upon reasonable
notice, during normal business hours for the purpose of interviewing employees and

inspecting and copying such books, records, accounts, and other material that may be
relevant to a matter under investigation for the purpose of determining compliance with
this requirement. CONTRACTOR further agrees to maintain such records for a period of
three (3) years after final payment under this Agreement.
ARTICLE 4
MISCELLANEOUS PROVISIONS
Section 4.1 Nondiscrimination
In performing services under this Agreement, CONTRACTOR shall not
discriminate in the employment of its employees or in the engagement of any sub
CONTRACTOR on the basis of race, color, religion, sex, sexual orientation, marital
status, national origin, ancestry, age, or any other criteria prohibited by law.
Section 4.2 ADA Compliance
In performing services under this Agreement, CONTRACTOR shall comply with
the Americans with Disabilities Act (ADA) of 1990, and all amendments thereto, as well
as all applicable regulations and guidelines issued pursuant to the ADA.
Section 4.3 Indemnification and Responsibility for Damage
CONTRACTOR to the fullest extent permitted by law, shall indemnify and hold
harmless CITY, its elected and appointed officials, directors, officers, employees and
volunteers from and against any claims, damages, losses, and expenses (including
reasonable attorney's fees and costs), arising out of performance of the services to be
performed under this Agreement, provided that any such claim, damage, loss, or
expense is caused by the negligent acts, errors or omissions of CONTRACTOR, any
subcontractor employed directly by CONTRACTOR, anyone directly or indirectly
employed by any of them, or anyone for whose acts they may be liable, except those
injuries or damages arising out of the active negligence, sole negligence, or sole willful
misconduct of the City of Lodi, its elected and appointed officials, directors, officers,
employees and volunteers. CITY may, at its election, conduct the defense or participate
in the defense of any claim related in any way to this indemnification. If CITY chooses at
its own election to conduct its own defense, participate in its own defense, or obtain
independent legal counsel in defense of any claim related to this indemnification,
CONTRACTOR shall pay all of the costs related thereto, including without limitation
reasonable attorney fees and costs. The defense and indemnification obligations
required by this Agreement are undertaken in addition to, and shall not in any way be
limited by the insurance obligations set forth herein.

Section 4.4 No Personal Liability
Neither the City Council, nor any other officer or authorized assistant or agent or
City employee shall be personally responsible for any liability arising under this
Agreement.
Section 4.5 Responsibility of CITY
CITY shall not be held responsible for the care or protection of any material or
parts of the work described in the Scope of Services prior to final acceptance by CITY,
except as expressly provided herein.
Section 4.6 Successors and Assigns
CITY and CONTRACTOR each bind themselves, their partners, successors,
assigns, and legal representatives to this Agreement without the written consent of the
others. CONTRACTOR shall not assign or transfer any interest in this Agreement
without the prior written consent of CITY. Consent to any such transfer shall be at the
sole discretion of CITY.
Section 4.7 Notices
Any notice required to be given by the terms of this Agreement shall be in writing
signed by an authorized representative of the sender and shall be deemed to have been
given when the same is personally served or upon receipt by express or overnight
delivery, postage prepaid, or three (3) days from the time of mailing if sent by first class
or certified mail, postage prepaid, addressed to the respective parties as follows:

Section 4.8 Cooperation of CITY
CITY shall cooperate fully and in a timely manner in providing relevant
information it has at its disposal relevant to the Scope of Services.
Section 4.9 CONTRACTOR is Not an Employee of CITY
CONTRACTOR agrees that in undertaking the duties to be performed under this
Agreement, it shall act as an independent contractor for and on behalf of CITY and not
an employee of CITY. CITY shall not direct the work and means for accomplishment of

the services and work to be performed hereunder. CITY, however, retains the right to
require that work performed by CONTRACTOR meet specific standards without regard
to the manner and means of accomplishment thereof.
Section 4.10 Termination
CITY may terminate this Agreement, with or without cause, by giving
CONTRACTOR at least ten (10) days written notice. Where phases are anticipated
within the Scope of Services, at which an intermediate decision is required concerning
whether to proceed further, CITY may terminate at the conclusion of any such phase.
Upon termination, CONTRACTOR shall be entitled to payment as set forth in the
attached Exhibit B to the extent that the work has been performed. Upon termination,
CONTRACTOR shall immediately suspend all work on the Project and deliver any
documents or work in progress to CITY. However, CITY shall assume no liability for
costs, expenses or lost profits resulting from services not completed or for contracts
entered into by CONTRACTOR with third parties in reliance upon this Agreement.
Section 4.11 Confidentiality
CONTRACTOR agrees to maintain confidentiality of all work and work products
produced under this Agreement, except to the extent otherwise required by law or
permitted in writing by CITY. CITY agrees to maintain confidentiality of any documents
owned by CONTRACTOR and clearly marked by CONTRACTOR as "Confidential" or
"Proprietary", except to the extent otherwise required by law or permitted in writing by
CONTRACTOR. CONTRACTOR acknowledges that CITY is subject to the California
Public Records Act.
Section 4.12 Applicable Law. Jurisdiction. Severability, and Attorney's Fees
This Agreement shall be governed by the laws of the State of California.
Jurisdiction of litigation arising from this Agreement shall be venued with the San
Joaquin County Superior Court. If any part of this Agreement is found to conflict with
applicable laws, such part shall be inoperative, null, and void insofar as it is in conflict
with said laws, but the remainder of this Agreement shall be in force and effect. In the
event any dispute between the parties arises under or regarding this Agreement, the
prevailing party in any litigation of the dispute shall be entitled to reasonable attorney's
fees from the party who does not prevail as determined by the San Joaquin County
Superior Court.
Section 4.13 City Business License Requirement
CONTRACTOR acknowledges that Lodi Municipal Code Section 3.01.020
requires CONTRACTOR to have a city business license and CONTRACTOR agrees to

secure such license and pay the appropriate fees prior to performing any work
hereunder.
Section 4.14 Captions
The captions of the sections and subsections of this Agreement are for
convenience only and shall not be deemed to be relevant in resolving any question or
interpretation or intent hereunder.
Section 4.15 Integration and Modification
This Agreement represents the entire understanding of CITY and
CONTRACTOR as to those matters contained herein. No prior oral or written
understanding shall be of any force or effect with respect to those matters covered
hereunder. This Agreement may not be modified or altered except in writing, signed by
both parties.
Section 4.16 Contract Terms Prevail
All exhibits and this Agreement are intended to be construed as a single
document. Should any inconsistency occur between the specific terms of this
Agreement and the attached exhibits, the terms of this Agreement shall prevail.
Section 4.17 Severability
The invalidity in whole or in part of any provision of this Agreement shall not void
or affect the validity of any other provision of this Agreement.
Section 4.18 Ownership of Documents
All documents, photographs, reports, analyses, audits, computer media, or other
material documents or data, and working papers, whether or not in final form, which
have been obtained or prepared under this Agreement, shall be deemed the property of
CITY. Upon CITY's request, CONTRACTOR shall allow CITY to inspect all such
documents during CONTRACTOR's regular business hours. Upon termination or
completion of services under this Agreement, all information collected, work product and
documents shall be delivered by CONTRACTOR to CITY within ten (10) calendar days.
CITY agrees to indemnify, defend and hold CONTRACTOR harmless from any
liability resulting from CITY's use of such documents for any purpose other than the
purpose for which they were intended.
Section 4.19 Authority
The undersigned hereby represent and warrant that they are authorized by the
parties to execute this Agreement.

City's option for number of pages) on 8-3/8" x 10-7/8" paper, three times per year.
2) 28,000 copies of the activity guide in the first year (three issues), and mailing to
approximately 25,000 households per issue, with the remaining copies (approximately
3,000 per issue) delivered to PRCS administrative office. Printing and distribution in
Years 2 and 3, and option years, may range between 10,000 and 20,000 copies per
issue.
3) Mail and postage services as shown in Exhibit B-1 at the City's option.
4) Design consultation of not more than 30 hours.
5) Design and composition of a 32 -page 8.5 -inch by 11 -inch print -ready document of no
more than five stock images.
6) Typographic selection.

8) Up to three revision cycles, where Lodi Parks, Recreation & Cultural Services (PRCS) will
have the opportunity to provide feedback to ensure Casey Printing is able to produce
the final product desired by PRCS.

City acknowledges it must provide timely feedback on design choices; text, images, logos and
other artwork in the format requested by Casey Printing; descriptions of what content should

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE A PROFESSIONAL SERVICES
AGREEMENT WITH CASEY PRINTING, INC., OF KING CITY, FOR
RECREATION ACTIVITY GUIDE DESIGN, PRINTING, AND
DISTRIBUTION SERVICES
WHEREAS, staff issued a Request for Proposals for Recreation Activity Guide design,
printing, and distribution services and received proposals from two printers, Commerce Printing,
of Sacramento, and Casey Printing, Inc., of King City; and
WHEREAS, the proposal received from Commerce Printing was incomplete because it
did not include the requested pricing for graphic design services; and
WHEREAS, Casey Printing has printed the Recreation Activity Guide since 2010; and
WHEREAS, staff recommends that the City Council award a three-year contract for print
and design services to Casey Printing, Inc., of King City (with a City option for two one-year
extensions).
NOW THEREFORE BE IT RESOLVED that the Lodi City Council does hereby authorize
the City Manager to execute a Professional Services Agreement with Casey Printing, Inc., of
King City, California, for recreation activity guide design, printing, and distribution services, in an
amount not to exceed $273,370 over five years.

How essential are parks to your well-being?
Maybe more than you think. The website
Livability.com recently came out with its list of
the 100 top places to live in America, and you know
what they have in common? Excellent park systems.
Most people automatically think of public safety,
maintained streets and working water and sewer
systems as essential services, but a healthy park
system is just as important. As Livability.com points
out, good schools, hospitals, low crime and a good
climate make for good cities. But, "The great cities
differentiate themselves by the quality of their
amenities like parks, golf courses, farmers markets,
arts, culture and infrastructure," the website states.
Palo Alto was the only California city in the top 10, but
plenty of others made the top 100. Again, strong park
systems, trails and the environment were a consistent
theme in places such as Pleasanton, Walnut Creek,
San Mateo and San Luis Obispo, all among the top 50.
We choose where we live. We live close to our work, and
some of us even choose to live close to our families. Few
of us can look at a best -places list and decide to move
to an Irvine or San Rafael, also among Livability.com's
top 100. But we can, as a community, decide on the type
of park system and quality of life we want.
An investment in Lodi's park system is an investment
in our community's quality of life. Strong parks and
recreation systems are among the top three reasons
businesses decide to locate in a community, because
business leaders know they need something other
than jobs to lure a workforce. Other studies show that
homes closer to parks have higher property values.
There's plenty of evidence linking excellent parks with
enhanced economic value. But wait, there's more!
There's the benefit of cleaner water and air from
these green and open spaces. They're places where
a community comes together. And, most importantly,
parks provide physical and mental health benefits.
Even medical experts understand the importance. In
South Dakota, doctors are now writing prescriptions
that instruct patients to visit any state park or
recreation area instead of a pharmacy. Vermont is
in its third year of prescribing outdoor activity for
better health.
So when you consider what is an essential service in
our community, think of those services that provide
you and your family with a high quality of life, such as
police and fire protection, clean water, sanitary sewers
and a well -funded parks and recreation system. •

2 Big Wins for
Blakely Park
The Parks, Recreation and
Cultural Services department
was recently notified of two big
wins that will help transform Blakely
Park back to its glory! The first of the
two wins is being awarded a $882,340
grant from the California Department
of Parks and Recreation to renovate
a large portion of the park.
The 2016 California Youth Soccer and
Recreation Development Program
grant will pay for new turf on the
ball fields, replace a 53 -year-old
irrigation system, and reconstruct
a full-length basketball court where
two half -courts currently exist. The
ball fields will include two dirt infields
with varying base path lengths,
and following baseball and softball
season, the outfield fences will be
removed to allow for a soccer field.
The City of Lodi was one of 25
communities out of 166 that applied
for the grant, which was restricted
to developing baseball, softball,
basketball and soccer facilities in
neighborhoods with little park space
and a challenging socio-economic
environment. Only $16 million was
available statewide out of $135
million requested by all applicants.
The second big win was the award
of a Community Development Block
Grant of $150,000 to renovate the
Enze Pool at Blakely Park. These
two big funding wins combined will
provide a little more than $1 million
in upgrades to this heritage district
park in the upcoming 12 months. W

Swim Lessons
Group classes are held Tuesday & Thursday for a month. Each
session consists of 8 classes, 25 minutes in length. Private Lessons
are Tuesday & Thursday for a Month. Most children remain in the
same level for 2 or more sessions. It is easier to move a child up
a level than it is to move them down. It is a good idea to repeat
the last level that was completed the summer before. No diapers
in the water! Please be on time or early to class.

Levels
Level 1- Minnow
Must be 36" to the chin and willing to get in the water or pass
evaluation by a City of Lodi Swim Instructor. This class helps
students feel comfortable in the water and to enjoy the water
safely. Students learn to submerge face independently and are
introduced to floating and locomotion in a fun and safe setting.
Level 2- Seahorse
Successfully passing Level 1 or is able to fully submerge
independently. Students learn kicking on front and back, basic

breathing, front and back float, primary skills, 10 bobs and
demonstration of alternating arms. This class gives students
success with fundamental skills.
Level 3 -Jelly Fish
Successfully passing Level 2 or able to swim and float
independently on front and back. In this course, students will
explore deep water, front crawl 15 yards, level off, introduction
to breathing combined with a 5 yard stroke. This class builds on
the skills in level 2 by providing additional guided practice.
Level 4- Otter
Successfully passing Level 3 or is able to swim independently on
front and back. Students will retrieve objects, swim 20 yards,
coordinate the components of the front and back stroke, and
tread water. This class develops confidence in the strokes learned
and existing aquatic skills.
Private lessons
Class is designed for the swimmers skill level.
Refund Policy
Refund requests must be submitted 1 week prior to first class
of given session. No make up or credit for missed classes. If a
class is canceled by the Department, full refunds are given. There
will be a $10 processing fee for any class transfers. Exception:
Failure to advance to the next level.

Tennis - Intermediate/Advanced
Students will be performing tennis training, conditioning, mental
training, technical training with video analysis, coordination
studies and high performance training based according to their
level of play and needs. Bio -mechanic program will be performed
along with drill programs and math programs. The goal of this
class is to be able to produce a highly effective and competitive
tennis player using the training philosophy from the instructors
of TaboTabo Tennis Academy.

Chair Yoga to Vinyasa Flow:
This Yoga class starts off with chair yoga then continues to
gentle Vinyasa flow. This class is for someone who is active,
not a competitive athlete. If you play golf, bike or hike this
class is a great addition to your active lifestyle. We all need
to stay flexible and build strength in our backs and abdomen.
We also must maintain balance as it is important to be able
to catch ourselves in a fall, getting up and down from a chair
or in and out of a car. Also, by staying active this helps the
individual to continue to perform daily activities. This class

from Pre -School Ballet. Covered in this class will be ballet foot and arm
positioning, body alignment, basic vocabulary, spatial awareness, timing,

Adult Ballet
This class is perfect for adults who have never had ballet classes or forthose who
would like to begin again after an absence of years. Ballet exercises and steps
will be chosen to enhance the fitness and coordination of the adult dancer, while
stressful steps and positions will be avoided. Adults who enroll in this class will,
hopefully, see an improvement in muscle tone, increase their range of motion
and develop an appreciation for ballet. We will cover basic ballet technique
including barre and center exercises that encourage stretching, strengthening

Each month focuses on one of the ballroom dances. The Night Club
Two Step to accommodate the mid -tempo ballads in the 4/4 time
or quick, quick slow. Ballroom students will learn the Waltz, which
is the dance of Fred Astaire and Ginger Rogers, as you and your
partner move in a circular motion, one step to a beat, and very
graceful. Then try the Cha Cha with its famous count, "One -two -Cha,
Cha, Cha." Also, students will learn the Country Two Step, which is

movements, techniques, combinations and choreography are for

Watercolor Painting -Intermediate

NOAH'S ARK WORKSHOP
During this special Young Rembrandts workshop students will explore the
world of Noah and the Ark he built. On Days 1, 2 and 3, students will draw
a wide variety of animals - some even two by two - in different styles, using
different media. On the fourth day students will take all our animals and

Travis Vega
Rock your six strings In this fun, relaxed and positive learning environment!
Students, beginners to intermediate, will concentrate on chords, chord
positions, progressions, scales, lead patterns, rhythm and basic music
theory. Students will explore guitar theory, music composition and
vocal theory. This course will ignite the songwriters within! Students are
recommended to purchase the book Fretboard Logic S.E.Vo( 1&2 online,
please discuss your options with the instructor.
Travis, is a local performing guitarist with four Smooth Jazz CD's to his
credit is a graduate of Musicians Institute, with 15 years of combined live
performance and studio guitar work. Students should bring their guitar
to class; either acoustic or electric is okay. Students also should plan to
practice at least one hour three times a week at home. Instructor has (4)
four guitars for rent that are available for use only during class time. Please
call our office for details.

Lodi Lake Park has a vast selection of activities for all
ages. Recreational activities include our 58 acre nature
area, Mokelumne River boat tours, picnic rentals, bbq
pits, motorized boat launch, and two playgrounds. At
the boathouse you have the opportunity to rent kayaks,
canoes, stand up paddle boards, and pedal boats. Lodi
Lake also has a seasonal swimming area with lifeguards
on duty to ensure a safe and fun experience.
Lodi Lake Nature Area Needs Docents!
Within the 110 acre Lodi Lake Park there is a jewel.
The 58 -acre Nature Area. This unique space is
home to many animals and plants not usually found
in urban areas. Every year thousands of students
tour the Nature Area with the help of a Lodi Lake
Nature Area Docent. Now, you can become one
of these special, unique individuals. The Docents
share their knowledge of the area as well as support
students' growth as they become the stewards of
their environment. It is not hard to become a Docent:
• Have a desire to share this unique environment with
students who will be the earths future stewards
• Fill out a short application
• Shadow experienced Docents on the trails
• Pass a fingerprint and background check (this is paid for
by Parks, Recreation and Cultural Services)
• Receive a Lodi Lake Nature Area Docent's manual to
study on your own time
• Again, shadow experienced Docents on the trails
• Then lead your own tours two to three times per month
(fall and spring are the busy times)
• Attend the monthly Docent meetings that provide
continuing education with a variety of presentations on
subjects that relate to nature and stewardship
There is no cost for the manual, uniform or training.
Also, it is not necessary to have a science background.
The manual is packed with useful information on
all the plants, animals and habitats in the Nature
Area. Please join this unique and special groups of
individuals. It is a fun and worthwhile way to give
back to your community.
