BACKGROUND INFORMATION: On February 17, 2016, Council approved Task Order No. 39 with West Yost & Associates, Inc., in the amount of $469,300, for the White Slough Water Pollution Control Facility (WSWPCF) 2016 Calendar Year Repairs and Improvement, Engineering Design, and Construction Management Services. The scope of work included design, inspection, and construction management services related to the repair of corrosion damage to various elements of the facility. On June 16, 2016, Council awarded a contract to Western Water Constructors, Inc., for the WSWPCF 2016 Improvements Corrosion Repair Project, to perform repairs to and coating of existing concrete structures and process channels, and the replacement of various corroded hatches and piping components. This work commenced in July of 2016. The main elements of the corrosion repairs are complete, as are a number of City -requested repairs, some of which could only be performed during specific times of the year to accommodate process requirements resulting in the need to extend the contract duration. Amendment No. 1 to Task Order No. 39, in the amount of $57,680, was approved by Council on February 1, 2017 and included a scope of service to perform additional design and construction management services to facilitate work resulting from unforeseen conditions encountered during the contract and additional items requested by the City. The additional items included remote monitoring capability for the facility storage pond levels (required by the State), Digester No. 3 cleaning and interior coating, and the repair of a pipeline that feeds forced air to the aeration basins. Task Order No. 39, including Amendment No. 1, is based on time and materials with a not -to -exceed amount of $526,980. This additional work extended the estimated duration of the construction contract beyond the scope of services identified in Amendment No. 1. The proposed Amendment No. 2 includes construction management services through the September 25, 2017 project completion date ($4,762) and the preparation of as -built drawings to document the repairs associated with the forced air pipeline and Digester No. 3 ($4,000), for a total of $8,762, or 1.7 percent of the current task order amount. FISCAL IMPACT: The additional design and construction management services for this project are needed to facilitate completion of the corrosion repairs and to oversee additional work, requested by the City for State -required improvements, and to improve operations and maintenance of the facility. FUNDING AVAILABLE Funding for Amendment No. 2 is available in the Fiscal Year 2016/17 Wastewater Capital Outlay Fund (53199000.77020). BUDGET The costs for Consultant's services as defined herein shall not exceed $469,300. This scope of work assumes that: • Process elements will be taken out of service between May and September of 2016, when the WPCF treated wastewater is used to Irrigate the City's agricultural fields and treatment requirements are somewhat less stringent. • Concrete structures that must be taken out of service will be inspected and specific remediation measures will be stipulated by the design team during the May - September construction period. WEST YOST ASSOCIATES 1 City ofLodl January 2016 n,`rn Nodi\ip\sod' wwtp ioc Attachment A - Scope of Work City of Lodi White Slough Water Pollution Control Facility 2016 Calendar Year Repairs and Improvements Engineering Design and Construction Management Services 1.3 TASK DESCRIPTIONS 1.3A Task 1 — Design Design documents will define areas of work, work constraints, and detail procedures to be used to repair the various types of corrosion damage expected to be encountered. 1.3.1.1 Subtask 1.1 - Prepare 50% Complete Design Documents The design team will prepare and submit 50% complete design documents for the City's review. Anticipated design drawings are listed In Table 1. The design submittal will also include a preliminary construction cost estimate and preliminary "front-end" specifications. This scope of services assumes: • The City Building Department will not review and comment on the design documents, and therefore the design team will not be required to address such comments. • Digester operating points to be integrated into the facility's RSView system are limited to temperature and level for Digesters 1 and 2 only. A total of four analog inputs will thus be Incorporated Into the SCADA system HMI screens • No process control logic modifications are anticipated. That Is, Integration work Is limited to presentation of the new points on the HMI Screens, Changes to PLC logic other than that necessary to scale the points for presentation at the HMI are not included. • Local I/O cabinet for monitoring digester operations has sufficient spare analog input points to accommodate the additional inputs. • Additional conduit and wire necessary for circuiting the analog variables will be Implemented in the form of performance specifications. It Is assumed that City staff will conduct this meeting and will describe pertinent contracting procedures. ▪ Respond to bidder's Inquiries during the bidding process. Responses will be closely coordinated through City staff. • If it becomes necessary, WY will develop addenda that may be needed to document responses to bidders' Inquiries. An electronic copy draft will be provided to the City for review, Comments will be incorporated and a final electronic copy submitted. V&A's documentation regarding health and safety training of its staff will be submitted with the Safety Plan. erakile• :D,�It l,ipdti�tth 10p6 f63(Plsn • gyri r!_ .: ftp [: .7 • E 1.3.1.5 Subtask 1.5 — Corrosion Repair Assessment The following assessment methods will be used to evaluate the structures and their appurtenances. it should be noted that the assessment of the structures will be limited to safely accessible areas. It is assumed that the assessment will be conducted during four separate mobilizations. Concrete pH Samples: Perform pH tests on the surfaces of the structures. The pH of concrete can substantiate the levels of concrete corrosion attack prevalent within the structures. Samples will only be taken where bare concrete is accessible, a sound coating or lining will not be removed to take a sample. Reinforcing Steel Measurements; Measure the thickness of concrete protecting the reinforcing steel using SPR (surface penetrating radar). The SPR will also be used to verify the spacing of the reinforcing steel in the walls. The measurements will be taken on the walkways of the structures and up to two (2) 0.5 -foot wide by 2 -foot long areas of the influent/effluent channels. Portable Zoom Camera: A portable zoom camera will be used on the two Aeration Basin Influent Channels If an entry is not possible. Penetration Measurements: Perform concrete penetration measurements at two (2) key locations in each structure, as accessed from topside, to find approximate depth to sound concrete. The concrete penetration measurements will be taken by striking the concrete with a handheld chipping hammer and measuring the maximum depth to sound concrete. Penetration measurements will only be taken where bare concrete is accessible, a sound coating or lining will not be removed to perform the test. Sounding: Conduct sounding evaluation on the concrete surfaces of the structures. Sounding a surface refers to tapping the structure surfaces with a chipping hammer and listening for discontinuities within the surface. Locations for sounding evaluation will be selected on the walls and slabs of the structures at the discretion of the evaluator conducting the assessment. Defects such as concrete cracks, spalls, exposed reinforcing steel, metal corrosion, and coating deterioration will be documented. 1.3.2 Subtask 1.5 — Corrosion Assessment Report After the condition assessment of the structures has been completed, a report will be prepared to document findings. The report will include photographic documentation of the existing conditions, field data, a summary of the evaluation data and necessary graphical and illustrative figures, as required, to present the Information gathered during the assessment. The report will identify recommendations that were made to rehabilitate structures and appurtenances. JIVE'�abe ICOR GSIorI•U.�SPSSIIIC^iiR`=l),��r 1.3.3 Subtask 1.5 — Other Engineering Services during Construction 1.3.3.1 Submittal Review The design team will review submittals for compliance with the design concepts and specifications, certificates, samples, tests, methods, schedules, and manufacturers' Installation and other instructions required to be submitted by the Contract Documents. 1,3.3.2 Interpretation and Clarification of Contract Documents The design team will prepare written Interpretation and clarifications of the Contract Documents in response to written requests from the Contractor (RFI's). 1,3.3.3 Chance Order Support We anticipate that there could be changes to the project. Some typical examples are: differences in conditions, Contractor suggestions approved by the City/engineer, additions to the work, changes in methods of construction, omissions, and Contract Document conflicts. As requested by the Construction Manager, WY and our sub -consultants will Issue design engineer Initiated clarifications (DEICs), prepare new or amend contract documents, and provide change order cost estimate input. 1.3.4 Task 2 - Construction Management and Inspection Services West Yost would provide a part time Construction Manager and part time Inspector coordinating with the treatment plant 0&M staff, contractor and design team. The level of effort assumed for the fee estimate is an average of one day a week for the CM and an average of two days a week for the Inspector over the three month project duration. The document tracking system and field office files would be established. Preconstruction photos and video would be taken. Contract administration functions would include conducting biweekly progress meetings, submittal and RFI processing, and progress payment and change order processing. Inspection procedures would include preparing a daily construction progress report, testing logs and taking digital photos. Using West Yost's System Outage Request Procedure (SOR) West Yost's inspector would coordinate upcoming work with the treatment plant O&M staff and contractor. Deficient work would be tracked and corrected using West Yost's non -complying work system. 1.3.4.3 Subtask 2.3 - Protect Closeout The CM and Inspector would conduct a final inspection walkthrough with the City and design team. A final punch list would be prepared adding items from preliminary punch lists and any remaining non- complia nt work for correction by the contractor, A lien release letter would be obtained from the contractor. The CM would assist the City In filing the Notice of Completion and processing the final progress payment. Hard and electronic copies (on flash drive) of all field files would be provided to the City. 1.3.5 Task 3 - Project Management, Meetings, QAJQC 1.3.5.1 Subtask 3.1 - Project Management WY's project manager will conduct regular meetings with the lead designers to monitor progress, and will coordinate quality control review procedures. The project manager will be aware of progress, problems, and information needs for the Protect, and will work to keep City representatives and staff Informed. This structure is not, however, intended to limit beneficial Interaction between the lead designers and City staff or representatives as design concepts and details are developed. In addition, the design team will attend interim meetings with City representatives and staff to discuss technical Issues as appropriate including interim design review meetings. WY will prepare meeting minutes to document design decisions. Construction Progress Meetings: A WY representative will attend periodic progress meetings with City staff, the Construction Manager, and Contractor's representatives. Design subconsultant representative(s) will also attend on an as -needed basis. In addition, at the Construction Manager's request WY and sub -consultant representatives will visit the project site to provide advice and assistance, or to answer any questions that may arise concerning design Intent. Pine Street Lodi CA 95240 SUBJECT: White Slough WPCF 2016 Repair and Miscellaneous Improvements Project Dear Mr. Swim ley: As you are aware, changes during the construction of the subject project have impacted the services that West Yost Associates (West Yost) and our subconsultants are providing. These changes were made to improve the reliability of the treatment plant, and we have endeavored to complete our services within our original staffing budgets, however we have concluded that this is not feasible. Following are descriptions of these changes and their impacts to our services, and estimates of the additional budget necessary to complete our services on this project. ADDITIONAL SERVICES While some contract change orders during construction were anticipated (the additional repairs to the headworks area and repairs to the industrial pipeline are examples), this project has included a number of major changes that significantly impact the duration of construction and our level of effort. These improvements are briefly described below. • Storage Pond Level Monitoring — This change order involves constructing improvements necessary to: (a) monitor water levels in storage ponds 1, 2, 3 and 4; and (b) transmit this information to an existing local control panel at the pond recirculation pump station. West Yost has completed the design of these improvements, obtained a proposal from the Contractor to construct the improvements, and processed a change order for this work. Future work by West Yost includes review of contractor's submittals, construction management/inspection, programming necessary to incorporate monitoring data into the plant's SCADA system, and record drawing preparation. • Digester Temperature Monitoring—This potential change order involved constructing improvements necessary to: (a) monitor temperatures of sludge in recirculation lines from Digesters 1, 2, 3, and 4: and (b) transmit this information to an existing local control panel in the digester control building. West Yost has completed the design of these improvements, obtained a proposal from the Contractor to construct the improvements, and processed a change order for this work. No additional services are anticipated. Mr. Charles Swimley December 12, 2016 Page 2 • Disester No, 3 Cleaning and Coating — This work involved two change orders, one to clean the digester and the second to demolish the existing mixing system and coat the interior cover of the digester. West Yost has inspected the digester cover interior, and has prepared documents necessary to obtain proposals from the Contractor to complete the work. Future work by West Yost includes a review of contractor's proposal and submittals, and construction management/inspection. • Main Aeration Pipe — Leaks have been observed in the existing 24 -inch -diameter steel Air Main pipe between the foundation of the blower building and exterior wall of the aeration basin pipe gallery. West Yost has been asked to implement the replacement of this pipe by change order. West Yost has completed a preliminary design of these improvements, however field explorations are necessary to complete the design. Future work by West Yost includes completing the design, reviewing contractor's submittals, construction management/inspection, and record drawing preparation. SCHEDULE Originally, the contract documents for these improvements required construction to be completed within 110 calendar days (by the end of October 2016), and our estimate of the effort required to perform inspection and construction management services was based on this schedule. As a result of the additional improvements described above, construction is expected to continue through the later part of January 2017, take a three-month hiatus, and then continue through May and June 2017 (a total active duration of about 260 calendar days). ADDITIONAL BUDGET REQUESTED Table 1 summarizes our estimate of the additional costs that West Yost and our subcontractor will incur as a result of the additional services and construction duration described above, Table 1. West Yost Associates (West Yost) endeavored to provide inspection and construction management services within our authorized budget, but have exceeded that budget. Secondly, since the type of repair work that was included in the original construction contract did not warrant record drawings, the preparation of record drawings was not included in our scope of work. However, we believe that several items of work that were added to the construction contract by change order do warrant record drawings. These issues are described in more detail below. ADDITIONAL CONSTRUCTION MANAGEMENT AND INSPECTION SERVICES Our estimate of the effort required to perform inspection and construction management services assumed that construction would be completed by the end of June 2017, however construction was not completed until mid-September 2017. Causes of this delayed completion include: • Additional Work — During replacement of the existing buried 24 -inch aeration pipe it was determined that existing 24 -inch aeration pipe beneath the blower building floor should also be replaced. The time required to obtain the necessary additional materials delayed to the completion of this work. • Wet Weather — A wet spring caused water levels in the WPCF's storage ponds were unusually high during the early summer of 2017, and this delayed completion of improvements necessary to monitor storage pond water levels. We believe that the following items of work that were added to the construction contract by change order warrant record drawings. • Replacement of buried 24 -inch aeration pipe between the blower building and secondary piping gallery • Improvements to monitor storage pond water levels • Improvements to monitor digester temperatures We estimate that the cost of preparing record drawings to document this work will be $4,000. BUDGET REQUESTED In summary, West Yost requests that our budget for services for engineering, construction management, and inspection services be increased by $8,762 to cover the additional services described herein. The additional work extends the duration of the contract and expands the services needed from West Yost & Associates; and WHEREAS, proposed Amendment No. 2 to Task Order No. 39 includes construction management services through the September 25, 2017 project completion date ($4,762) and the preparation of as -built drawings to document the repairs associated with the forced air pipeline and Digester No. 3 ($4,000), for a total of $8,762, or 1.7 percent of the current task order amount; and WHEREAS, staff recommends that the City Council authorize the City Manager to execute Amendment No. 2 to Task Order No. 39 for White Slough Water Pollution Control Facility 2016 Calendar Year Repairs and Improvement, Engineering Design, and Construction Management Services with West Yost & Associates, Inc., in the amount of $8,762.
