RECOMMENDED ACTION:
Adopt resolution rejecting the non-responsive bid from Nevco, and
award the bid for the purchase of four scoreboards from Daktronics
of Brookings, SD ($30,873.26) and further approving plans and
specifications and authorizing advertisement for bids for scoreboard
installation project.
BACKGROUND INFORMATION: On June 21, 2017, the City Council approved spending up to
$60,000 of Parks Capital funds to replace scoreboards at the
Softball Complex. Staff sought bids from leading scoreboard
manufacturers and received three bids for the softball fields, as well as one for Kofu Park. Three of the
scoreboards will measure 5 feet by 14 feet, with one (Kofu) measuring 6 feet by 16 feet, and include LED
lights, mounting hardware, radio transmitters/receivers and sponsor panels.

Nevco's bid, however, did not meet the project specifications. Its bid omitted non -backlit sponsor panels,
commissioning setup of the scoreboards, the digit sizes did not meet the project specifications, and it only
provided a cost for two controller cases.
Installation of the scoreboard will include removing existing scoreboards from their supports, mounting
the new scoreboards on the existing poles, and setting up the transmitters and receivers.
The Council is also asked to approve the plans and specifications and authorize advertisements to solicit
bids for the installation project. Plans and specifications are on file with the Public Works Department.
Estimated cost for installation is approximately $4,000 per scoreboard.
FISCAL IMPACT: New scoreboard provides an opportunity for advertising revenue.

A RESOLUTION OF THE LODI CITY COUNCIL
REJECTING THE NON-RESPONSIVE BID FROM NEVCO;
AWARDING THE BID FOR THE PURCHASE OF FOUR
SCOREBOARDS FROM DAKTRONICS, OF BROOKINGS,
SOUTH DAKOTA; AND FURTHER APPROVING PLANS AND
SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR
BIDS FOR SCOREBOARD INSTALLATION PROJECT
WHEREAS, on June 21, 2017, the City Council approved spending up to $60,000 of
Parks Capital funds to replace scoreboards at the Softball Complex; and
WHEREAS, staff sought bids from leading scoreboard manufacturers and received
three bids for the softball fields, as well as one for Kofu Park; and

WHEREAS, the proposal from the apparent low bidder, Nevco, was deemed non-
responsive as it did not meet the project specifications; and
WHEREAS, staff recommends that the City Council reject the bid from Nevco and
award the bid for the purchase of four scoreboards from Daktronics, of Brookings,
South Dakota, at a total cost not to exceed $30,873.26; and
WHEREAS, staff further recommends that the City Council approve the plans and
specifications and authorize advertisement for bids for the Scoreboard Installation Project.
NOW THEREFORE BE IT RESOLVED that the Lodi City Council does hereby reject the
non-responsive bid from Nevco and awards the bid for the purchase of four scoreboards from
Daktronics, of Brookings, South Dakota, in an amount not to exceed $30,873.26; and
BE IT FURTHER RESOLVED that the City Council hereby approves the plans and
specifications and authorizes advertisement for bids for the Scoreboard Installation Project.
