BACKGROUND INFORMATION: The Mayor received a request from San Joaquin Council of Governments (SJCOG) for a letter of support for its TIGER grant application for San Joaquin Economies of Rail: Passenger, Freight, Port project. There was a need to send the letter immediately in order to make the application deadline. Funding of this request will allow SJCOG to leverage State and private funds to make critical improvements in the region's rail infrastructure to increase the efficiency of freight and passenger movement, provide improved access from the Port of Stockton to national and worldwide markets, and facilitate continued economic growth and competitiveness. The attached letter, electronically signed by the Mayor, was sent on October 4, 2017. A copy of the initial request is also attached. MAGDICH City Attorney Re: Support for San Joaquin Council of Governments' FY 2017 TIGER Grant Application for San Joaquin Economies of Rail: Passenger, Freight, Port Dear Madam Secretary: On behalf of the City of Lodi, I am writing to express our strong support of the San Joaquin Council of Governments' (SJCOG) FY 2017 TIGER Grant application for the San Joaquin Economies of Rail project. Funding of its request will allow SJCOG to leverage State and private funds to make critical improvements in the region's rail infrastructure to increase the efficiency of freight and passenger movement, provide improved access from the Port of Stockton to national and worldwide markets, and facilitate continued economic growth and competitiveness. The Port of Stockton is a major economic asset to the San Joaquin Valley and Northern California megaregion. By completing the new rail connections, the Port and its customers will benefit from greater freight rail efficiency opportunities. These improvements will also help decrease freight interference between the two Class 1 railroads operating in this high-volume area. As a result, this connection will help eliminate traffic delays and improve air quality by reducing locomotive idling throughout the region's intricate rail network. Tens of thousands of residents of the San Joaquin Valley and Northern California rely on the Altamont Corridor Express (ACE), San Joaquin's, and Capital Corridor passenger services as their source of transportation. Construction of these rail infrastructure enhancements will help reduce current delays for these vital passenger rail services and potentially support future expansion. The City of Lodi values its working relationship with SJCOG and strongly supports its TIGER application. Given the many public benefits associated with this project for our region, I urge you to support its application. Thank you for your consideration of investment in this extremely important project.
