A RESOLUTION OF THE LODI CITY COUNCIL APPROVING THE DRAFT
2018-19 ANNUAL ACTION PLAN FOR THE FEDERAL COMMUNITY
DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, the Department of Housing and Urban Development (HUD) has determined that
the City of Lodi, California, is a Community Development Block Grant (CDBG) entitlement
community and will receive a federal allocation for Fiscal Year 2018-19; and
WHEREAS, federal appropriations for entitlement programs, including the CDBG Program,
have not yet been approved through Congress, and, therefore, the City has not received its annual
award allocation and is proceeding with an estimated allocation amount of $630,000, based upon
the previous year's allocation; and
WHEREAS, included within the Annual Action Plan document are certain contingencies for
adjusting final allocations amounts should the actual 2018-19 allocation amount be higher or lower
than estimated; and
WHEREAS, the notice of funding availability for CDBG funds was properly advertised and
noticed in the paper, City Hall, and on the City's website, along with notice of an application
workshop and community needs workshop, which were held on February 13, 2018, at a
regularly-scheduled Lodi lmprovement Committee meeting; and
WHEREAS, the draft 2018-2019 AnnualAction Plan was noticed and made available to the
public for review and comment beginning March 30, 2018, and will be available for a minimum of
30 days; and
WHEREAS, the City of Lodi has held, with proper notification, a public hearing at the
City Council meeting on April 18, 2018, to receive comments from the public regarding the
projected use of CDBG funds and provided the public with adequate information concerning the
amount of funds available for community development activities, the range of eligible activities, and
other important requirements; and
WHEREAS, the City of Lodi, California, has received public input regarding the proposed
use of CDBG funds; and
WHEREAS, the City Council will hold a future public hearing to review and approve a final
2018-19 AnnualAction Plan; and
WHEREAS, staff therefore recommends the following allocations:

coMMUN|TY-BASED ORGANTZATTONS (CBO) SERVICE PROJECTS ($64,500)
o Emergency Food Bank - Mobile Food Truck ($7,000)
o LOEL Center - Meals on Wheels Program ($6,500)
o Second Harvest Food Bank - Food Assistance Programs ($6,OOO¡
. Ready to Work ($17,000). Community Partnership for Families ($28,000)

CITY NON-SERVICE PROJECTS ($392,500)

NOW, THEREFORE, BE lT RESOLVED that the City Council of the City of Lodi does
hereby approve the draft 2018-19 Annual Action Plan which includes the recommended federal
allocaiions of CDBG funds for Fiscal Year 2018-19 to the projects recommended by staff in the
amount of $630,000 as indicated above.
