A RESOLUTION OF THE LODI CITY COUNCIL WAIVING THE BIDDING
PROCESS; AUTHORIZING THE PURCHASE OF FIVE 26 -FOOT,
COMPRESSED NATURAL GAS, LOW -FLOOR CUTAWAY BUSES FROM
A -Z BUS SALES, INC., OF COLTON, UTILIZING CALIFORNIA ASSOCIATION
FOR COORDINATED TRANSPORTATION/MORONGO BASIN TRANSIT
AUTHORITY PROCUREMENT COOPERATIVE; AND FURTHER
AUTHORIZING THE PUBLIC WORKS DIRECTOR TO EXECUTE ALL
NECESSARY DOCUMENTS
WHEREAS, the City of Lodi currently operates and maintains 24 vehicles to provide the
GrapeLine fixed -route service, VineLine Americans with Disabilities Act (ADA)/Paratransit
service, and the Dial -A -Ride service; and
WHEREAS, four of the vehicles in the fleet are 2009 Ford Starcraft cutaways, which
have exceeded their useful life in both mileage (over 100,000 miles) and age (six years), in
accordance with Federal Transit Administration vehicle useful life schedules and are
increasingly more expensive to maintain and repair and are being taken out of service
frequently for extended periods for major repairs; and
WHEREAS, in anticipation of this vehicle replacement timeline, a grant application was
submitted to the San Joaquin Council of Governments and the California Department of
Transportation in 2016 for Congestion Mitigation and Air Quality (CMAQ) funds to purchase
replacement buses; the City was awarded $630,000 in CMAQ funds, with a $420,000 match in
Local Transportation Funds, for a total grant amount of $1,050,000; and
WHEREAS, per Lodi Municipal Code Section 3.20.045, State and Local Agency
Contracts, the bidding process may be waived when it is advantageous for the City, with
appropriate approval by the City Manager and City Council, to use contracts that have been
awarded by other public agencies, provided that their award was in compliance with their
formally -adopted bidding or negotiation procedures; and
WHEREAS, staff recommends purchase of five 26 -foot, compressed natural gas, low -
floor cutaway buses from A -Z Bus Sales, Inc., of Colton, in the amount of $993,133, utilizing the
California Association for Coordinated Transportation/Morongo Basin Transit Authority
Procurement Cooperative; and
WHEREAS, staff also recommends authorizing the Public Works Director to execute all
necessary documents.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby waive
the bidding process and authorize the purchase of five 26 -foot, compressed natural gas, low -
floor cutaway buses from A -Z Bus Sales, Inc., of Colton, California, in the amount of $993,133,
utilizing California Association for Coordinated Transportation/Morongo Basin Transit Authority
Procurement Cooperative; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize the
Public Works Director to execute all necessary documents.
