A. Roll Call by City Clerk
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday, April 3,
2018, commencing at 7:02 a.m.
Present: Council Member Chandler, Council Member Kuehne, and Mayor Nakanishi
Absent: Council Member Johnson, and Mayor Pro Tempore Mounce
Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Ferraiolo
NOTE: Council Member Chandler left the meeting at 7:33 a.m.

B-1 Receive Information Regarding Draft 2018 Regional Transportation Plan / Sustainable Communities
Strategy (PW)
San Joaquin Council of Governments Senior Regional Planner Kim Anderson provided a PowerPoint
presentation regarding the 2018 Regional Transportation Plan / Sustainable Communities Strategies. Specific
topics of discussion included background information on San Joaquin Council of Governments (SJCOG),
background information on the Regional Transportation Plan / Sustainable Communities Strategies
(RTP/SCS), the intent of RTP, SB 375 - coordinating land use and transportation, foundational underpinnings,
summary of public input for 2018 plan, importance to Lodi residents, plan investments by mode, plan
investment highlights, plan performance highlights, how Lodi is affected, 2018 RTP/SCS timeline, ways to
comment on draft RTP/SCS, upcoming public hearings, and SJCOG contact information.
In response to Mayor Nakanishi, Ms. Anderson stated she would compile a listing for Council of the various
carbon dioxide (CO2) emission-reducing programs that are offered.
Council Member Chandler left the meeting at 7:33 a.m. Due to lack of a quorum, the meeting ended at 7:33
a.m.; however, an informal discussion continued until 7:56 a.m. with the following members of the public
commenting on the matter:
1. Greg Goehring commented on the amount of money allocated toward transit and the push to encourage
people to rely on transit versus driving cars when the money should instead be spent on enlarging existing
roads and creating new streets;
2. Myrna Wetzel agreed with Mr. Goehring that most people prefer the independence of driving one's own
vehicle instead of relying on public transportation, which can often times be unreliable or a time constraint.

D. Adjournment
No action was taken by the City Council. The meeting was adjourned at 7:56 a.m.

SB 375: Coordinating land use & transportation
Requirements:
•Develop a Sustainable Communities Strategy (SCS) that ties transportation investment with land use patterns
•Meet greenhouse gas reduction targets
•Address state housing goals for all income levels
•Considers potential co-benefits such as impacts to agricultural land and public health
Foundational Underpinnings
•Recent employment and household forecasts
•Local agency professional staff (planning & public works)
•Market demand & economic studies
•Existing plans, including general plans and SJCOG’s smart
growth TOD plan & Bike /Ped Master Plan
Summary of Public Input for 2018 Plan
The poor condition of
roads and the need for
repair and maintenance
was strongly felt across
the region.
San Francisco Bay Area commuters are
struggling with heavy congestion and long
travel times. To address congestion, some
residents favor adding new lanes and
roads, while others would like to see
improved bus and rail transit connectivity
to Bay Area transit systems.
Some residents noted the lack of good
paying jobs nearby and the resulting
need to commute outside the county for
work. Many would like to see more jobs
that pay livable wages brought to the
region.
Some residents commented
on the lack of basic services
nearby, such as groceries,
gas stations, etc. While
others noted concerns with
blight and personal safety
in their communities.
Residents across the region would like
to see improvement in alternative
transportation modes, such as public
transit, biking, and walking. A number
of residents want to ensure mobility for
low income residents, youth, seniors,
and people living with disabilities.
Some residents expressed support for
providing more housing options that are
affordable and safe. One commented on
the lack of housing available for
residents making the median family
income for the region.
Round 1 Input –Transportation Needs Survey
•Identified the top three transportation problems as: (1) lack of
bike/ped options; (2) condition of roads; and (3) road safety.
•Prioritize maintaining highways and local roads, including fixing
potholes
•Support expanding bicycle and pedestrian routes, as well as public
transit services, with a preference for rail
Round 2 Input – Scenario Evaluation
•Ranked Scenario 2a as the first out of the four possible choices, with
Scenario 3 as a secondary alternative

•Lodi’s population is projected to increase steadily in the
next 20 years, adding approximately 17,000 people.
•The 2018 RTP/SCS presents transportation priorities
and investments that focus on maintaining and
improving the existing transportation system, as well as
reducing the impact of development on agricultural
land.
