LODI CITY COUNCIL SHIRTSLEEVE SESSION CARNEGIE FORUM, 305 WEST PINE STREET TUESDAY, MARCH 13, 2018 A. Roll Call by City Clerk An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held Tuesday, March 13, 2018, commencing at 7:01 a.m. Present: Council Member Chandler, Council Member Kuehne, and Mayor Nakanishi Absent: Council Member Johnson, and Mayor Pro Tempore Mounce Also Present: City Manager Schwabauer, City Attorney Magdich, and City Clerk Ferraiolo B. Topic(s) B-1 Receive Update on Central Valley Waste Services Recycle Right Contamination Program and State-Mandated Multi-Family and Commercial Recycling Program; and Receive Information on Organics Recycling Requirements (PW) Central Valley Waste Services Vice President and General Manager Alex Oseguera and Joe Cadelago provided a PowerPoint presentation regarding an update on contamination program, multi-family and commercial recycling progress, and organics recycling. Specific topics of discussion included contamination pilot program results and progress, initial feedback and reaction, modifications to program, recycle tag counts, yard/green waste tag counts, contamination levels before and after pilot program, additional ways Lodi can recycle and dispose of trash, mandatory commercial recycling (Assembly Bill 341), mandatory commercial organics recycling (Assembly Bill 1826), other regulations affecting commercial businesses, need for creation of rates and rate mechanisms, and draft regulations applicable to Senate Bill 1383. Mr. Oseguera stated there have been significant changes relating to contamination in recycled materials and the marketability of recycled materials. Mr. Cadelago stressed the importance of continuing with the contamination program so the City can reach the 0.03 percent goal in contamination levels and so residents do not revert back to poor recycling behaviors. Myrna Wetzel stated the lid on her recycling bin does not fit tightly and the cardboard gets wet from the rain, which contaminates the rest of the recyclables. Mr. Oseguera stated that a light amount of precipitation is acceptable and offered to replace the lid on her recycling bin. Ms. Wetzel stated she does not want the bin repaired with a mismatched lid, which she believes is confusing to residents on which bin is for which material. Ms. Wetzel suggested a mechanism for residents to dispose of household hazardous waste (HHW) items more than once a year. Mr. Oseguera stated there is an HHW event each year; residents can drop off HHW items at the Central Valley Waste facility for a fee; and there is an optional "at-your-door service" some cities offer where HHW items can be collected by appointment and for a fee. Mayor Nakanishi stated he would like staff to consider offering the "at-your-door service" for Lodi residents. Council Member Chandler suggested Central Valley Waste offer the HHW event more than one time per year. Mike Lusk stated there should be a program or campaign to educate residents on what can and cannot be recycled as the rules and regulations have changed over the years since this program initially started. Further, he suggested residents be allowed to drop off HHW items at the Central Valley Waste facility on Turner Road at no charge. 1 C. Comments by Public on Non-Agenda Items None. D. State law mandating commercial businesses subscribe to an organics/food waste recycling program Who does it impact and when? April 2016 - Businesses that generate 8 cubic yards of organic waste per week shall arrange for organic waste recycling services. •WM conducted an analysis of customers and concluded there were no customers that met this threshold January 1, 2017: Businesses that generate 4 cubic yards of organic waste per week shall arrange for organic waste recycling services •WM customer analysis concluded that there were no customers that met this threshold January 1, 2019: Businesses that generate 4 cubic yards or more of commercial solid waste per week shall arrange for organic waste recycling services •There are currently 315 customers that will meet the mandatory organics recycling threshold January 1 2019 What is CVWS doing to prepare? •WM has purchased an organics recycling truck and will purchase inventory (carts/bins) in 2018 to prepare for 2019 service initiation •Will submit a program and rate proposal for commercial customers for council to consider and approve Q3 2018 •Will send letters and follow-up phone calls to all customers that meet the threshold in Q3 and Q4 2018 Mandatory Commercial Organics Recycling Page 12 ©2018 Waste Management Month 13, 2018 AB 1826 & SB1383 •Regulations Affecting Commercial Businesses •Need for Creation of Rates and Rate Mechanisms •Draft Regulations Applicable to SB 1383 Page 13 ©2018 Waste Management Month 13, 2018
