HomeMy WebLinkAboutAgenda Report - March 1, 2000 E-09AGENDA TITLE: Adopt a Resolution authorizing execution of a funding agreement with the California Department of Conservation's Farmland Conservancy Program, formerly known as the Agricultural Land Stewardship Program, for open space/agricultural land preservation efforts. MEETING DATE: March 1, 2000 PREPARED BY: Community Development Director RECOMMENDED ACTION: Staff is recommending that the City Council adopt a Resolution authorizing the City Manager to execute a funding agreement with the State of California's Farmland Conservancy Program. If authorized, the planning grant will be used to pay for consultant services to begin the process of identifying if and how agricultural land between Lodi and North Stockton will be set aside to create a greenbelt. BACKGROUND INFORMATION: One of the major goals identified by the City Council two years ago was the creation of a Greenbelt Policy, to be carried out by the Community Development Department. To further this goal, the Community Development Department, under direction from the City Council, applied for funding of an open space/agricultural land preservation project in February, 1999. The State of California has since notified us that our application has been awarded a $15,000 planning grant. Taking advantage of these grant funds to enable us to retain consultant services is the next step in achieving that goal. The Department of Conservation's contract documents require action by the City's governing body, authorizing execution of the City's agreement with the State of California. Dixon Flynn --&);K4anager M0005.doc 02/22/00 RESOLUTION NO. 2000-29 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING EXECUTION OF A FUNDING AGREEMENT WITH THE CALIFORNIA DEPARTMENT OF CONSERVATION'S FARMLAND CONSERVANCY PROGRAM, FORMERLY KNOWN AS THE AGRICULTURAL LAND STEWARDSHIP PROGRAM FOR OPEN SPACE/AGRICULTURAL LAND PRESERVATION EFFORTS WHEREAS, the Legislature has established the Farmland Conservancy Program within the Department of Conservation, and through a grant program is providing assistance to conserve important agricultural land resources that are subject to conversion pressures; and WHEREAS, the City of Lodi intends to implement general plan policies and goals aimed at more actively preserving agricultural land surrounding the City; and WHEREAS, in order to proceed with the processes of 1) gathering consensus within the community regarding open space, 2) identifying lands most suitable for preservation efforts, and 3) evaluating options for maintaining land in its pre -urbanized state, including purchasing conservation easements, transfer of development rights program, and modifying growth management criteria, the City will be utilizing a policy/planning grant to augment staff. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Lodi does hereby authorize the execution of an agreement for funding from the Farmland Conservancy Program. Funds will be used to evaluate and implement options for conserving agricultural lands south of Lodi between Lodi and North Stockton.
