HomeMy WebLinkAboutAgenda Report - March 1, 2000 E-08CITY OF I,ODI COUNCIL COMMUNICATION AGENDA TITLE: Authorize City Manager to Execute a Professional Services Agreement for Design Services for Elm Street Improvements, School Street to Sacramento Street ($35,000) MEETING DATE: March 1, 2000 PREPARED BY: Public Works Director RECOMMENDED ACTION: That the City Council authorize the City Manager to execute a professional services agreement for design services for Elm Street improvements, School Street to Sacramento Street, and appropriate funds in accordance with the recommendation shown below. BACKGROUND INFORMATION: As part of the Capital Improvement Program, funds have been budgeted for "Downtown Streets Improvements" (see attached). These funds were intended to provide for street improvements to be done with adjacent projects. Staff is currently working on two major projects—one private (the Downtown Theater) the other public (the Lodi Station Parking Structure). Each will incorporate street improvements along their frontages. However, the intervening block of Elm Street between School and Sacramento streets is also in need of major repairs. Staff proposes to prepare final designs for the concept plan, presented to the Council July 27, 1999, for a reconstructed Elm Street using paving stones, decorative lighting and street furniture to create a shared walking/driving corridor. The corridor would provide two-way travel with some diagonal parking between trees, lights and other street furniture, but would be built without curbs. This provides an enhanced pedestrian environment both when vehicles are permitted and during closures for various events. The firm of Worthington and Associates created this design concept and staff wishes to utilize their services to refine the design (see attached concept sketches). The overall design will be a collaborative effort between Worthington and City staff. Worthington's work is estimated to cost approximately $28,000 and the balance of $7,000 is for testing expenses and contingencies. Dixon Flynn -- City CDESIGN 02/23/00 1999-2001 Financial Plan and Budget Request CAPITAL IMPROVEMENT BUDGET REQUEST ACTIVITY: Transportation REQUEST TITLE: Downtown Streets Improvements Project Description This project consists of repair and enhancements of Downtown streets adjacent to the renovated section of School Street. The work includes street, sidewalk, and curb and gutter repairs, as appropriate; installation of street lighting using the same green poles and globes as used on School Street; installation of trees with an irrigation system; and, placement of the same type benches and trash receptacles as used on School Street. Project Objectives The objective of this project is to: • Rehabilitate the aging streets in the Downtown; • Provide pedestrian amenities as identified in the Downtown Revitalization Program; • Continue the incentive for Downtown property owners to renovate their buildings; Existing Situation The existing Downtown streets and sidewalks consist of a mixture of design types and ages. While the Downtown Revitalization catalyst project on School Street included some work on the adjacent blocks of Pine and Oak streets, there is a need for sidewalk improvements on these blocks, and other adjacent streets were untouched by the project. In the normal course of street maintenance, these streets would receive various pavement and drainage improvements; however, these would not normally be done in a manner that would provide the enhancements called for in the Downtown Revitalization Program. This project, if approved, would set the standard at this higher level. Project Work Completed Based on the Downtown Revitalization Program, budget estimates, including the items in the project description, have been prepared by City staff. Community Development Block Grant funds for FY 99/00 have been approved for some of the landscaping and streetscape enhancements. The transfer of street lighting to the Electric Utility Fund will provide funding for the streetlight portion of the program. The program would be implemented at blocks adjacent to major public or private projects, such as the Downtown theater or park-and-ride structure. Thus, the first year of the program includes two blocks on Elm Street, plus Sacramento Street between Pine and Elm streets, on the assumption that both those projects will occur in that year.
