BACKGROUND INFORMATION: Staff recently updated the City's Engineering and Traffic Survey (ETS) on Beckman Road. Based on State -mandated requirements, staff recommends decreasing the existing speed limit from 40 miles - per -hour (mph) to 35 mph on Beckman Road, from Lockeford Street to Turner Road. The ETS includes three primary factors when establishing posted speed limits: prevailing speeds (85th percentile speeds), accident rates, and unexpected conditions. Other characteristics, such as residential density, pedestrian and bicycle safety, and roadway design speed, are also considered. The recommended, posted speed limit is based on the prevailing speeds, accident rate, and specific characteristics of this road segment, as shown in the Beckman Road ETS (Exhibit A). The Police Department has reviewed and concurs with staff's recommendations. Staff recommends City Council adopt resolution amending Traffic Resolution No. 97-148, by approving a 35 mph speed limit on Beckman Road, from Lockeford Street to Turner Road. FISCAL IMPACT: FUNDING AVAILABLE: The fiscal impact associated with this action is negligible. Funding for the sign and legend installation is from the Street Maintenance Operating Account (30156002), at an approximate cost of $800. Swimley, Jr. Public Works Director Deputy Public Works Director/City Engineer Transportation Manager/Senior Traffic Engineer Utility Manager APPROVED: c wabaau rdCity Manager K:\WP\TRAFFIC\CspeedsurveyBeckman2017.doc 9/19/2017 September 2017 SPEED ZONE REPORT - Beckman Road o REFERENCE - Speed zone surveys are performed in the City of Lodi following the Federal Highway Administration MUTCD and MUTCD California Supplement in accordance with Section 40802 (b) of the California Vehicle Code. o STUDY CRITERIA - Important factors to consider in determining the speed limit which is most appropriate to facilitate the orderly movement of traffic and that is reasonably safe are: Prevailing Speeds (85th Percentile Speeds) - Reasonable speed limits conform to the actual behavior of the majority of motorists, and by measuring motorists' speeds, one will be able to select a speed limit that is both reasonable and effective. Speed limits should normally be established at the nearest five mile per hour (mph) increment to the 85th percentile speed. However, in matching existing conditions with the traffic safety needs of the community, engineering judgment may indicate the need for a further reduction of five mph. Accidents - Accident records for two recent years were considered in determining the speed zones. Accidents on segments of roadways are classified by their accident rate. Accident rates are determined by the number of accidents occurring within a segment of roadway and the traffic volume within that segment. Accident rates are shown in accidents per million vehicle miles (ACC/MVM). The average Citywide accident rate is 2.7 ACC/MVM. Unexpected Conditions - When roadside development results in traffic conflicts and unusual conditions which are not readily apparent to drivers, speed limits below the 85th percentile are warranted. The following factors were considered: roadway design speed, safe stopping sight distance, superelevation, shoulder conditions, profile condition, intersection spacing and offsets, commercial & residential driveway characteristics, residential density, and pedestrian & bicycle safety. ° STUDY RESULTS Eight radar surveys were performed and the 85th percentile speeds ranged from 35 to 46 mph, as shown below: Street Segment Northbound Southbound Kettleman Lane to Lodi Avenue 46 mph 45 mph Lodi Avenue to Pine Street 38 mph 40 mph Pine Street to Victor Road 35 mph 35 mph Lockeford Street to Turner Road 42 mph 42 mph K:\TRAFFIC\SPEEDZN\2017\Beckman2017.doc Page 1 of 2 Kettleman Lane to Lodi Avenue The 85th percentile speeds on this segment are 45 and 46 mph. The 50th percentile speeds are 40 and 41 mph. The accident rate of 1.0 is lower than the Citywide average and is higher than the 0.4 rate from 2013 survey. Based on 85th percentile speeds, continuing low accident rate at the current speed limit, and bicycle safety, we recommend retaining the 45 mph speed limit in this segment. Lodi Avenue to Pine Street The 85th percentile speeds on this segment are 38 and 40 mph. The 50th percentile speed is 35 mph. The accident rate of 0.0 is lower than the Citywide average and lower than the 0.9 rate from 2013 survey. Based on 85th percentile speeds and continuing low accident rate at this current speed limit, we recommend retaining the 35 mph speed limit in this segment. Pine Street to Victor Road The 85th percentile speed on this segment is 35 mph. The 50th percentile speed is 31 mph. The accident rate of 0.0 is lower than the Citywide average and lower than the 2.5 rate from 2013 survey. Based on 85th percentile speeds and continuing low accident rate at this current speed limit, we recommend retaining the 35 mph speed limit in this segment. Lockeford Street to Turner Road The 85th percentile speed on this segment is 42 mph. The 50th percentile speeds are 36 and 37 mph. The accident rate 5.7 in this segment is higher than the Citywide average and higher than the 3.4 rate from 2013 survey.
