HomeMy WebLinkAboutAgenda Report - February 16, 2000 E-16CITY OF LODI COUNCIL COMMUNICATION LL 9<�Foac� AGENDA TITLE: Revision to United States Department of Energy Western Area Power Administration Contract 92 -SAO -20056 MEETING DATE: February 16, 2000 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council authorize the City Manager to execute Exhibit A, Revision 3 to United States Department of Energy Western Area Power Administration Contract 92 -SAO -20056 with the City of Lodi. BACKGROUND INFORMATION: Western Contract 92 -SAO -20056 allocates power from the Central Valley Project to the City of Lodi. Of the 13.236 megawatt Western allotment, only 5.173 megawatts are designated Long -Term Firm Power. The remainder is designated Westlands Withdrawable Power. Western has been informed by Westlands that withdrawals will begin this calendar year. In order to help alleviate the impact, Western is offering to provide replacement power as shown in Exhibit A (attached). The new Diversity Power allotment will be 4.276 megawatts and will be available to help meet City load from March through July this year as long as Western can meet its maximum load level limit. Dixon Flynn - City Exhibit A, Revision 3 City of Lodi Contract 92 -SAO -20056 EXHIBIT A (Contract Rate of Delivery) 1. This Exhibit A, Revision 3, to be effective under and as a part of Contract 92 -SAO -20056 (Contract) shall become effective March 1, 2000; shall supersede the current Exhibit A; and shall remain in effect until superseded by another Exhibit A or upon termination of the Contract. 2. The Contract Rate of Delivery shall be as follows: 3. In accordance with Western's Final 1994 Power Marketing Plan published in the Federal Register on October 5, 1992, Western will convert a portion of City of Lodi's Westlands Withdrawable Power to Diversity Power effective on the dates and in the amounts specified in Section 2 above. Diversity Power requires a customer, at the request of Western, to reduce its Western schedule during the times of Western's simultaneous peak demands in order to maintain Western's maximum load level, currently set at 1152 MW. Diversity Power will be subject to a one (1) year written notice of termination. Western's dispatchers or schedulers may call upon Diversity Power with a minimum of one (1) hour's notice. 4. Energy Entitlements, including minimum annual requirements, and Maximum Coincident Allocations, under Contract DE -M065-85 WP59098 between Northern California Power Agency and Western, will not be affected by curtailments of Diversity Power.
