MEETING DATE: February 16, 2000 PREPARED BY: Community Development Director RECOMMENDED ACTION: That the City Council adopt the attached resolution designating the Survey Area. BACKGROUND INFORMATION: The City Council is required to designate a survey area by resolution as the first planning step to determine whether a redevelopment project within that area is feasible. The resolution designating the area must contain a finding that the area requires study to determine the project's feasibility. The designation of the survey area is important because the final project area for the redevelopment plan must be within the boundaries of the survey area. For this reason, we are recommending an area that is probably larger than what the final plan will encompass. The designation of a survey area does not have any legal impact on properties within the area. The area we are proposing closely follows the area that I have toured the Council through in the past several years. It includes the area bounded by Kettleman Lane on the south, School Street to the west, Turner Road to the north and Highway 99 to the east. In addition, we are suggesting the downtown area to Hutchins Street and the older industrial area east of Highway 99. A map of the suggested area is attached to this report as well as the resolution. After this step in the process, our consultants will finalize the feasibility study and present that to the Agency Board. Dykstra dr Associates Seifel Associates 27 January 2000 RESOLUTION NO. 2000-23 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE DESIGNATION OF A SURVEY AREA PURSUANT TO HEALTH & SAFETY CODE §33310 WHEREAS, the City Council of the City of Lodi established the City of Lodi Redevelopment Agency by the adoption of Ordinance No. 1675; and WHEREAS, in order to proceed under the Community Redevelopment Law, it is necessary to establish a Survey Area in order to arrive at the establishment of a Project Area; and WHEREAS, Seifel Associates has been retained by the City of Lodi Redevelopment Agency to assist in the development of information to facilitate the redevelopment process; and WHEREAS, Health & Safety Code §33310 establishes that a Survey Area Designation is to be made by Resolution; and WHEREAS, a report has been presented to and reviewed by the City Council recommending an area of the City of Lodi which could appropriately be designated a Survey Area. NOW, THEREFORE, BE IT RESOLVED, that the Lodi City Council hereby finds that the area recommended requires study to determine if a redevelopment project or projects within said area are feasible; and BE IT FURTHER RESOLVED, that the Lodi City Council finds that the attached Exhibit A represents the description of the boundaries of the area designated for study.
