RECOMMENDED ACTION: That the City Council approve purchase of 50 solid-state time -of -use electric
meters ($57,500).
BACKGROUND INFORMATION: The Electric Utility Department began time -of -use metering and billing for the
City's largest commercial/industrial customers in 1986 using electronic
recording demand meters. These recorders required a separate mechanical
demand meter for operation. After fourteen years of reliable operation, the aging recorders are obsolete and in need
of replacement. The Schlumberger replacement units feature integral electronic demand meters and 28,000 baud
modems (instead of the much older 300 baud modem technology). The new units also meet Independent System
Operator (ISO) standards and are suitable for Automated Meter Reading (AMR) applications.
On August 18, 1999, the City Council approved standardization to Schlumberger demand and time -of -use solid state
electric meters. Schlumberger's distribution center is located in West Union, South Carolina. The new unit has been
tested successfully at various customer locations, including its ability to transmit signals via phone link for possible
AMR applications.

RESOLUTION NO. 2000-17
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
THE PURCHASE OF FIFTY SOLID-STATE DEMAND AND
TIME -OF -USE ELECTRIC METERS

WHEREAS, Lodi Municipal Code, §3.20.070, authorizes dispensing with bids for
purchases of supplies, services or equipment when it is in the best interest of the City to do
so; and
WHEREAS, the Electric Utility Department began time -of -use metering and billing for
the City's largest commercial/industrial customers in 1986 using electronic recording
demand meters; and these recorders required a separate mechanical demand meter for
operation; and
WHEREAS, after fourteen years of reliable operation, the aging recorders are
obsolete and in need of replacement; and
WHEREAS, the Lodi City Council approved the standardization of demand and time -
of -use solid state meters from one manufacturer, Schlumberger on August 18, 1999 by the
adoption of Resolution No. 99-124; and
WHEREAS, the Schlumberger replacement units feature integral electronic demand
meters and 28,000 baud modems, and the units meet Independent System Operation
standards and are suitable for Automated Meter Reading applications; and
WHEREAS, the City Manager recommends the purchase of fifty (50) Schlumberger
demand and time -of -use solid state meters in the amount of $57,500.00.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council hereby
approves the purchase of fifty (50) Schlumberger demand and time -of -use solid state
meters from a sole -source, Schlumberger in the amount of $57,500.00.
