HomeMy WebLinkAboutAgenda Report - February 16, 2000 E-07yOF� CITY OF LODI COUNCIL COMMUNICATION AGENDA TITLE: Purchase of Padmount Liquid Insulated Vacuum Switchgear ($247,387.80) MEETING DATE: February 16, 2000 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council adopt the attached resolution awarding the bid for the purchase of Eleven units of Padmount Liquid Insulated Vacuum Switchgear to the low bidder meeting the specifications, Trayer Engineering Corporation, San Francisco, CA in the amount of $247,387.80. BACKGROUND INFORMATION: On January 5, 2000, the City Council approved specifications and authorized advertisement for bids for this item. Bids were received from two suppliers and opened on February 2, 2000: Bidder Price incl. Tax Comments Trayer Engineering Corporation $247,387.80 San Francisco, CA Cooper Power Systems c/o Western States Electric $203,222.97 Does not meet specifications Portland, OR (Base Bid) Cooper Power Systems c/o Western States Electric $246,460.89 Does not meet specifications Portland, OR (Alternate Bid) Cooper Power Systems proposal does not meet specifications in one critical area as well as in physical dimensions. The specifications call for the equipment to have gang operated visible disconnect switches in series with the vacuum interrupters. This requirement is for personnel safety, isolation during clearances as well as ease and speed of operation during service restorations. The proposals by Cooper Power Systems do offer, in their words, "functionally" equivalent equipment. Cooper's proposed method of obtaining functional equivalency will triple the number of interfaces from 6 to 18 and will add significant time during troubleshooting and service restoration. Past experience has shown that most failures, and thus interruptions, occur at interfaces. The equipment configuration specified is based on several years use of identical equipment with excellent results in both reliability and operation. Other types of switches have been and are in service on the system with less than satisfactory operational and life -expectancy performances. Three of the units purchased here will be used to replace existing units that are failing. Cooper Power Systems (the lowest monetary bidder) has been notified of the recommendation to award this bid to the lowest bidder meeting the specifications including the reasons for this recommendation. Cooper Power Systems has also been informed of the opportunity to address the City Council prior to the award. APPROVED: ` �- ` H. Dixon Flynn - City Manager RESOLUTION NO. 2000-16 A RESOLUTION OF THE LODI CITY COUNCIL AWARDING THE BID FOR ELEVEN UNITS OF PADMOUNT LIQUID INSULATED VACUUM SWITCHGEAR WHEREAS, in answer to notice duly published in accordance with law and the order of this City Council sealed bids were received and publicly opened on February 2, 2000 at 11:00 a.m. for eleven units of Padmount Liquid Insulated Vacuum Switchgear as described in the specifications, therefore approved by the City Council on January 5, 2000; and WHEREAS, said bids have been compared, checked, and tabulated and a report thereof filed with the City Manager as shown as follows: Bidder Price incl. NOW, THEREFORE, BE IT RESOLVED by the Lodi City Council that the award of the bid for eleven units of Padmount Liquid Insulated Vacuum Switchgear, be and the same is hereby awarded to the low bidder meeting the specifications, Trayer Engineering Corporation, of San Francisco, CA, in the amount of $247,387.80.
