A. Roll Call by City Clerk
An Informal Informational Meeting ("Shirtsleeve" Session) of the Lodi City Council was held
Tuesday, February 7, 2017, commencing at 7:01 a.m.
Present: Council Member Johnson, Mayor Pro Tempore Nakanishi, and Mayor Kuehne
Absent: Council Member Chandler, and Council Member Mounce

B-1 Receive Report from Altamont Corridor Express (ACE) Train Representatives Regarding
Route Planning for Sacramento ACE Connection (CM)
Dan Leavitt, Manager of Regional Initiatives with the Altamont Corridor Express (ACE) Rail, and
Bryan Pennino, consultant with the Pennino Group, provided a PowerPoint presentation
regarding route alternatives for the planned ACE connection to Sacramento. Specific topics of
discussion included mid -corridor starts/ends (early morning service), Sacramento service
expansion, outreach and coordination, next steps, Connected Corridors Study - North,
ACEforward, new ACEforward Initiative, ACE to Sacramento, Sacramento Service Study,
overview of Sacramento service, potential alignments and stations, Fresno Subdivision - outside
of Union Pacific Rail Road (UPRR) right-of-way, right-of-way impacts to Stockton, right-of-way
impacts to Lodi, right-of-way impacts to Elk Grove, right-of-way impacts to Sacramento, Fresno
Subdivision - inside UPRR right-of-way, Sacramento Subdivision - inside UPRR right-of-way,
travel times - Stockton to Sacramento, travel times - Elk Grove to Sacramento, connections to
Sacramento Valley Station, and Sacramento Subdivision - Lodi. Mr. Leavitt further reported that
Lodi's transit station is the least used and ACE would like to bring more passenger service up the
line with more trains that serve appropriate times of day.
Council Member Johnson pointed out that high speed rail, which is a controversial subject in
California, is a separate matter from this discussion. Mr. Leavitt stated that timing is important on
this issue if ACE wants to be successful in obtaining State funds because it must show
compatibility and that it is a complementary service. He stated that even opponents to high speed
rail are supportive of this effort to improve and expand routes and schedules and he believed
ACE is in a good position to receive State and federal funding.
In response to Mayor Kuehne, Mr. Pennino stated that a potential Lodi station is being
considered near DeVries Road with an entrance off of Highway 12. He stated this station would
be convenient for travelers from as far away as Rio Vista and Antioch. He added that ACE is also
looking at the Downtown transit station because it is conveniently located near the parking
structure, but the final station selection will depend on the results of the ridership survey and the
selected track alignment.
Council Member Johnson stated that former City Manager Rad Bartlam previously indicated that
he felt a transit station west of town would be growth inducing. Council Member Johnson further
stated he requested ACE give this presentation to spread the word that new options are being
explored because it could be sufficient enough to upset the community. One major issue is Union
Pacific's (UP) unwillingness to allow more traffic on its train tracks.
In response to City Manager Schwabauer, Mr. Leavitt stated that ACE is looking into adding
capacity to UP's line and bringing forth a program that could improve its corridor, but UP has

shown little interest, citing that it does not want to increase passenger service on its lines in order
to maintain service for freight traffic.
Mayor Kuehne questioned what would happen to the downtown transit station if ACE selects the
area off Highway 12 for a station. Mr. Leavitt stated that, if increased service is desired along the
Sacramento Subdivision, there could potentially be trains on two different lines, especially if the
State desires a passenger -only line, which would provide unlimited capacity and numerous lines.
The current schedule of two daily round trips to Sacramento is not viable, and there is a market
and an opportunity to move passengers to and from Lodi.
Council Member Johnson stated that the ACE train transports 1.5 million passengers a year,
which keeps vehicles off of the highway and helps decrease the impact on roadways, highways,
and bridges.
City Attorney Magdich suggested that, if the Highway 12 corridor is selected as a station, Lodi
could offer shuttle service to and from the downtown station, which is near the parking garage, to
the new transit station. Mr. Leavitt stated such a connection could be a key component in making
this a success.
In response to Mayor Pro Tempore Nakanishi, Mr. Leavitt stated that ACE has had an interest in
this expansion for quite some time, but the resources to study bringing ACE to Merced from
Modesto, and potentially including Sacramento, only recently came to fruition. The environmental
documentation will be released in the next couple of months. He stated there is a tight timeframe,
the grant applications may be ready by the end of the year, and that realistically it could take
three to five years to get the service going. Mayor Pro Tempore Nakanishi stated that he believed
the travel times quoted in the presentation may be off somewhat, to which Mr. Leavitt stated that
the stops along the train routes were calculated into the train travel times. Mr. Leavitt stated he
believes there is a strong market in Lodi and at other stations for train travel to Sacramento,
including the airport and the downtown area. In further response, Mr. Leavitt stated that there is
no competition with Sacramento Regional Transit, which is also a member of the Joint Powers
Authority, because ACE will offer transportation from Elk Grove with a one-stop ride into
downtown, as well as adding additional stops and a new station at 65th Street in Sacramento, all
of which will have superb connections to Sacramento Regional Transit. Mr. Pennino added the
Sacramento work group felt that service further north, along with a shuttle, could save
Sacramento millions of dollars by making the connection cheaper.
Mayor Kuehne stated that, of the three options -- 1) the Fresno Subdivision outside of the right-of-
way, 2) the Fresno Subdivision inside of the right-of-way, and 3) the Sacramento Subdivision --
he believed the Fresno Subdivision inside of the right-of-way would be the best option for Lodi
because there are fewer impacts, despite the fact it would not be the fastest route.
Council Member Johnson stated he believes there is a need for faster transportation north and
south and that it makes better sense to go west because it will provide faster service and offer
less competition with freight train travel. The drawback is that the downtown Lodi station would
not be utilized, which may cause disappointment among Lodi citizens. He believed a Lodi shuttle
from downtown to a Highway 12 station would not be difficult to accomplish and would be only
mildly inconvenient for travelers.
Mike Lusk stated he worked for UP and Western Pacific for 20 years and is a proponent of high
speed rail and for any proposition that promotes greater passenger rail service. He questioned
why anyone would select an option that has slower rail speeds when there is an option for faster
train travel. He discussed the pros and cons with the various rail lines in Sacramento, stating he
believed the cheapest option is to use the Sacramento line and build a few stations rather than
obtaining rights-of-way.
In response to Mayor Pro Tempore Nakanishi, Mr. Lusk stated that he would choose the option
going west because Lodi residents are likely willing to drive 2.5 miles to the Highway 12 station
instead of parking at the parking structure, but this option would need to be proven with ridership
surveys.

Ed Miller stated his interest is in train commute going west to the Bay Area but with greater
availability in service times. Many Bay Area commuters work odd hours, and the train schedule is
so inconvenient that many commuters gave up on ACE because they could not return home after
work. He believed that, until services run almost 24/7, the train will not be practical for most
commuters.

SJJPA's 2016 Business Plan:
❑ There is a great potential market for the San Joaquins
service to Sacramento if the frequency of service can be
increased and offered at the right time of day.

(CHSRA), CaISTA, Caltrans and the Central Valley Rail
Working Group (CVRWG) to pursue improvements of the
San Joaquins to Sacramento.

Sacramento Service Expansion
There is no agreement to enable additional San
Joaquins service on the UPRR Fresno Subdivision
(Stockton -Sacramento).
UPRR has shown willingness to allow passenger service

CHSRA and ACEforward planning resources have
recently been made available for the purpose of
identifying a path forward for providing additional
