HomeMy WebLinkAboutAgenda Report - September 20, 2017 I-01CITY OF LODI COUNCIL COMMUNICATION TM AGENDA ITEM T -I AGENDA TITLE: Adopt Resolution Approving Amendments to the Job Specification and Salary Adjustment for the Position of Risk Manager and Delete One Management Analyst Position and Add One Risk Manager Position in the City Attorney's Office MEETING DATE: September 20, 2017 SUBMITTED BY: Human Resources Manager RECOMMENDED ACTION Adopt resolution approving amendments to the job specification and salary adjustment for the position of Risk Manager and delete one Management Analyst position and add one Risk Manager position in the City Attorney's Office. BACKGROUND INFORMATION: For the past several years, the worker's compensation and general liability duties have been performed by a Management Analyst; under the direction of the Deputy City Manager. Recently, the oversight of the City's worker's compensation and general liability programs were transferred from Internal Services Department to the City Attorney's Office and the Management Analyst now reports to the City Attorney. With the recent retirement of the Management Analyst, the City Attorney has been evaluating the programs, duties, and responsibilities being performed and is requesting to add one Risk Manager position and delete one Management Analyst position, to update the Risk Manager job description and to adjust the salary commensurate with the proposed job duties and increased management responsibilities. The City Attorney desires to hire a Risk Manager that will administer and manage the various programs such as worker's compensation, general liability, insurance, claims and safety, and who will work under minimal administrative direction. Additionally, the Risk Manager will be required to actively engage City partners and is expected to hold a Board Level position to represent the City with our Joint Powers Authorities for worker's compensation and general liability. The proposed amendments to the job specification include higher level management responsibilities and additional certifications in the field of risk management and disability management. The salary for the Risk Manager position has remained the same for the last eight years. The proposed salary is $95,937.61 to $116,612.82, equivalent to division management positions within the Internal Services Department. The Risk Manager is an unrepresented/confidential position. Staff recommends Council approve the proposed amendments to the job description and salary range for the position of Risk Manager. FISCAL IMPACT: The annual increase from this action is estimated not to exceed $19,000 based on the top step of the new salary range. Actual increase in expenditures in FY 2017/18 above the budget will be absorbed within the APPROVED: Step en Schwer, City Manager existing budget authority. The recommended action creates an on-going obligation to operating funds the Risk Manager supports. In FY 2017/18, 55 percent of Risk costs were born by the General Fund. It is anticipated that in future years the General Fund will bear a similar percentage of cost. DEFINITION: Under administrative direction of the City's Attorney, managesTo manage, directs, and coordinates the activities of the City's comprehensive risk management program including management of self-insured workers' compensation, general liability and property insurance programs;, collision; manages the general liability claims program; manages and administers the City's employee safety program; and unemployment insurance compeisation programs; employee benefits and retirement plan;to coordinates program activities with other divisions and departments; provides guidance on contractual risk avoidance and risk transfer; provides highly complex staff assistance to the City Attorney and/or the Human Resources Manager; assist the Human Resources Director in other aspects of human resource developmcnt such as compensation, classification, policies and procedures, labor relations, and training; performs related work as assigned. MINIMUM QUALIFICATIONS: Knowledge of: Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs; Liability and employee benefits insurance coverages; Principles, practices, and techniques of establishing, maintaining, and modifying a comprehensive risk management program; The records and reports necessary in the insurance and claims field; Workers' compensation law and claims adjustment administration; Records and--pred-uces relating to cCourt actions on insurance and related legal matters; Principles and practices of budget preparation and administration; Principles and practices of organization, administration, and personnel management. Experience working for a public agency is highly desirable. LICENSES AND CERTIFICATES: Possession of an appropriate, valid Driver's License from the California Department of Motor Vehicles. Possession of an Associate in Risk Management (ARM) certificate or Associate in Risk Management for Public Entities (ARM/P) and/or Possession of a Certified Professional in Disability Management (CPDM) is highly desirable.
