Shelter Improvements Project

RECOMMENDED ACTION: Accept improvements under contract for 2017 GrapeLine Bus Stop
Accessibility and Shelter Improvements Project.
BACKGROUND INFORMATION: This project was awarded to Taylor Backhoe Service, Inc., of Merced,
on May 17, 2017, in the amount of $339,334. The contract has been
completed in substantial conformance with the plans and specifications
approved by City Council on March 15, 2017.
This project consisted of removing accessibility barriers near nine GrapeLine bus stops, installing 16 curb
ramps, and associated Americans with Disabilities Act -compliant paths of travel to the bus stop locations
that lacked accessibility. The project also installed advertisement compatible shelters at four bus stop
locations and standard shelters at six locations. Each new shelter includes lighting, a bench, and a trash
can. Photos of the completed work are shown in Exhibit A.
The original contract completion date was September 4, 2017 and the actual contract completion date was
August 30, 2017. The final cost of the project was $354,082.13. The difference between the original
contract amount and final contract amount is due to a slight increase in unit quantities to repair adjacent
concrete panels, improve asphalt transitions at the gutter, irrigation modifications, and to address an
existing, buried concrete slab that required removal.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that
the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold
payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT: There will be a slight increase in the Tong -term maintenance costs associated
with these improvements, which will be absorbed in the Transit Operations
budget.
FUNDING AVAILABLE: This project was funded by Federal Transit Administration (FTA) /
Transportation Development Act (TDA) funds (60199000).
