Facility Field 5 Levee Repair

RECOMMENDED ACTION: Adopt resolution rejecting all bids for White Slough Water Pollution
Control Facility Field 5 Levee Repair.
BACKGROUND INFORMATION: Council approved the specifications, authorized the advertisement
for bid, and authorized the City Manager to award the contract (not
to exceed $75,000) on August 16, 2017. The City Manager had
been authorized to award the construction contract to expedite completion of the work prior to the Giant
Garter Snake (a state and federally protected species) hibernation period that begins on October 1, 2017.
This project had a mandatory pre-bid meeting that was attended by five contractors. The City received
only one bid on August 30, 2017 as follows:

The only bid received exceeded the City Manager's award authority of $75,000, making it impossible to
complete the project prior to the October 1, 2017.
Staff followed up with the contractors regarding the substantial difference between the preliminary estimate
and the bid received. According to the single bidder, the additional costs were centered around the Giant
Garter Snake mitigation measures and overtime required to complete the work within the project timeline.
Other contractors cited the short construction window and the current workload as reasons for not submitting
a bid.
The levee repair project will be rebid over the winter with construction anticipated during the spring of 2018 to
allow for a longer construction window. Until the levee is repaired, access to certain land application area
facilities will be limited to standard maintenance vehicles.
FISCAL IMPACT:
Since heavy equipment access may be limited during the winter months,
maintenance/repair work on existing pumping facilities requiring Field 5
Levee road access may be more costly until the levee road is repaired.
FUNDING AVAILABLE: Wastewater Treatment Plant Operations funds would be used.

A RESOLUTION OF THE LODI CITY COUNCIL REJECTING ALL BIDS
FOR WHITE SLOUGH WATER POLLUTION CONTROL FACILITY
FIELD 5 LEVEE REPAIR
WHEREAS, Council approved the specifications, authorized the advertisement for bids,
and authorized the City Manager to award the contract (not to exceed $75,000) on
August 16, 2017; and
WHEREAS, the City received only one bid on August 30, 2017, as follows:

WHEREAS, because the bid received exceeded the City Manager's award authority of
$75,000, it is not possible to complete the project prior to the October 1, 2017, deadline,
requiring the bid to be rejected; and
WHEREAS, staff recommends that the City Council reject all bids for White Slough
Water Pollution Control Facility Field 5 Levee Repair.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby reject all
bids for White Slough Water Pollution Control Facility Field 5 Levee Repair.
