RECOMMENDED ACTION: Adopt resolution approving arts grants for Fiscal Year 2017/2018.
BACKGROUND INFORMATION:
Each year the City Council allocates funding to support the arts. In
Fiscal Year 2017/18, the amount is $36,500, the same as the
previous year. The Arts Commission is tasked with reviewing grants
and recommendations for spending the allocated funds, and solicits
applications for grants each spring.
For FY 2017/18 funding, the Arts Commission is recommending the City Council allocate $10,000 to
support City -sponsored community events First Friday Art Hop, Taco Truck Cook -Off, and Blues and
Brews Festival, and allocate the remaining $26,500 to nonprofit organizations to further the arts in Lodi
(see attached grant recommendation summary).
Ten grant applications were received by the April 14, 2017, deadline and reviewed by a panel of Lodi Arts
Commissioners. Eight projects were recommended for funding. On June 14, 2017, the Commission voted
7-0 to recommend the eight applications for funding.
The grants are being submitted for a total of $21,175 for approval by the City Council. They are: Central
Valley Youth Symphony, $4,000; Sandhill Crane Association, $1,500; Breakthrough Project, $1,075;
Valley Community Orchestra, $2,300; Changing Faces Theater Company, $6,000; Stockton Symphony
Association, $3,500; Lodi Community Art Center, two grants totaling $2,800. The remaining $5,325 will
be used for mini -grants throughout the balance of this fiscal year at the discretion of the Arts Commission
with a maximum mini -grant of $1,000.

SUMMARY OF GRANT APPLICATIONS
The non -profits presented here applied for grants with the committee and this summary explains
their projects with an excerpt on how they benefit the community. From the various applicants the
committee decides on how the grant monies will assist each participant. The original allocation of funds
was $36,500. From that amount, $10,000 was earmarked for, The First Friday Art Hop, Taco Truck Cook
Off, and Blues and Brews Festival for Fiscal Year 2017/2018. The rest of the funds, $26,500 were

Project Description: "CVYSA in collaboration with young vocalists and professionals from the Lodi area will
perform selections from pieces chosen to introduce the world of classical music to children and young families. The
concert will be free to all 18 and under, with invitations to Lodi Schools, preschools, and others who offer children's
activities."
Benefit to the Community: "This planned concert will give all of the members of our Lodi community a chance to
enjoy recognizable symphonic and operatic music performed by a symphony orchestra with vocalists both young
and professional. This grant proposal will also make this music available free of charge to all those 18 years and
under. Research shows time and time again that music enhances our lives..."

Benefit to the Community: "The Art Show provides members of the community an opportunity to view artwork
from well-known and talented local artists, at no charge. The art show is also an opportunity for community
members to learn about and appreciate Sandhill Cranes and other local wildlife through art."

Benefit to the Community: "The annual MLK of Unity is free and open to the public. The primary benefit of the
project is exposing the community to new viewpoints and increasing awareness."

Benefit to the Community: "Music is important everywhere. Unfortunately Lodi no longer has a symphony... By
having collaborations with groups from Lodi, the VCO promotes awareness of having a free concert at an indoor
venue and brings awareness to other arts groups."

Project Description: "Changing Faces Theater Company will stage an outdoor production of Alice in Wonderland,
with a cast and crew approximately 80 students from elementary school through college, in the summer of 2017."
Benefit to the Community: "Opportunities to see or participate in live theater are very limited in Lodi, and this lack
of theater exposure is especially pronounced for elementary school -aged children. Local schools offer few theater
arts classes, and several theater groups have disbanded in recent years. CFTC addresses this gap by selecting
plays appropriate for all ages, and offering a role to every elementary-school student who auditions."

Project Description: "San Joaquin students have few opportunities to be exposed to classical music. Steppin' Out
provides youth an introduction to classical music and the symphony. Students visit a concert hall, are exposed to a
symphony orchestra, hear symphonic repertoire, learn the instruments used by an orchestra and learn proper
concert behavior."
Benefit to the Community: "Lodi does not have a professional symphony orchestra. By coming to Lodi to perform,
The Stockton Symphony has a positive impact on the arts in Lodi and increases awareness of the art of symphonic
music... The project may increase participation in the arts by encouraging youngsters to study a musical
instrument."

life. The discipline and commitment ballet requires helps to develop study habits, perseverance, work ethic and self-
confidence."

Center (LCAC) uses the interest to support photographic artists and to provide the Lodi community as well as
central and northern California a well, respected Fine Art Photography Show that has no cost to view and lasts 30
days."

Project Description: "The Lodi Community Art Center was established in the 1940's. Our organization is 120 plus
members strong. The Lodi Community Art Center promotes visual arts, workshops demonstrations and sponsors
public art and craft exhibitions. Our gallery facility is a very attractive opportunity for teachers and students to show
their work to the community at large."
Benefit to the Community: "The Youth Gallery/Scholarship project provides opportunities and resources that
foster outlets for creative expression and promotes reflection and self-expression for aspiring school students
interested in the visual arts... Families, friends, and the community appreciate and enjoy the students' artistic
talent."

Project Description: "The Speaker Series would present/introduce different types of art work to the community
and allow us to bring in well-known accomplished artists to share techniques to a broader audience."
Benefit to the Community: "This project introduces various types of arts bringing together non artists and artists in
a shared appreciation of numerous forms of art, the processing and equipment used to create the art. The event
provokes discussion of the creation of art within the local community and increases appreciation of the work."
RESOLUTION NO. 2017-139
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING FISCAL YEAR 2017/18 ARTS GRANTS
WHEREAS, the Fiscal Year 2017/18 budget includes $36,500 in Arts grants; and
WHEREAS, the Lodi Arts Commission respectfully requests that the City Council
approve the allocation of funds in the amount of $10,000 to support the following Commission -
sponsored events: First Friday Art Hop, the Taco Truck Cook -Off, and the Blues and Brews
Festival, that promote the Arts in Lodi; and
WHEREAS, grant applications were distributed to local nonprofit organizations with a
submittal deadline of April 14, 2017; and
WHEREAS, ten grant applications were submitted and screened by a Lodi Arts
Commission review panel, and eight applications were approved for funding at the Lodi Arts
Commission meeting on June 14, 2017; and
WHEREAS, grant applications submitted and approved total $21,175, with the balance
of $5,325 to be used for mini grants to be determined by the Commission for a total of $26,500,
as shown below:

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the Fiscal Year 2017/18 Arts grants to local nonprofit organizations and Commission -approved
mini grants as delineated above in the amount of $26,500; and
BE IT FURTHER RESOLVED that the City Council does hereby approve utilizing the
remaining Arts grant funds totaling $10,000 from Fiscal Year 2017/18 budget for Commission -
sponsored events, i.e., First Friday Art Hop, the Taco Truck Cook -Off, and the Blues and Brews
Festival that promote the Arts in Lodi.
