RECOMMENDED ACTION: Adopt resolution approving downtown shuttle pilot route.
BACKGROUND INFORMATION: At the June 13, 2017 Council shirtsleeve meeting, Public Works
staff provided a bus tour of a proposed downtown shuttle route.
The proposed route is intended to transport downtown employees
and employers to and from the downtown transit parking garage and their businesses while stopping at
various downtown bus stops.
In May 2017, City staff met with Downtown Business Alliance (DBA) board members to present two
proposed routes and determine if the downtown shuttle was worth pursuing and a viable concept. The
DBA board members were in favor of the proposed shuttle route (Exhibit A) and felt it could alleviate
downtown employers and employees occupying core customer parking spaces in downtown. Based on
DBA's parking use surveys, there are approximately 120 downtown parking spaces occupied by
downtown employers and employees during peak times. The parking garage has 330 free parking
spaces with low parking demand except during special events such as the Farmer's Market and Street
Faire. On Sundays, the parking garage has the highest parking demand. Some DBA board members
were interested in providing the shuttle on weekends, however, the city's parking survey showed several
available parking spaces in two of the four downtown Church Street public lots on weekends. In addition,
the Civic Center parking lot is available on weekends.
The DBA board members felt the shuttle service is primarily needed for the downtown employers and
employees, however, downtown customers may also enjoy traveling on the bus to get to their downtown
destination from the parking garage. DBA presented the concept at a recent general board meeting.
There was a general consensus by the DBA members present to move forward with the downtown
shuttle.
As with all transit routes, staff monitors and adjusts routes as needed to improve ridership and use. The
proposed shuttle express route includes 10 -minute runs for three peak -hour times, Monday through
Friday. The initial proposed hours are 7:45 a.m. to 9:15 a.m., 12:00 p.m. to 1:15 p.m., and 3:30 p.m. to
5:15 p.m.. The proposed shuttle will be free to passengers. City staff will install bus stop signs in existing
Americans with Disabilities Act accessible locations and areas with existing no -parking in order to avoid
removal of any existing parking spaces. Also, if the pilot shuttle program is successful, benches will be
installed as needed. The downtown shuttle will be advertised in the local newspaper and added to the
current GrapeLine bus tracking app (lodi.doublemap.com/map). The buses are equipped with automatic
passenger counters providing ridership by route and time. After the holiday season, staff will prepare a
ridership report to determine if the shuttle is providing the intended purpose and has reasonable
ridership. If the pilot shuttle program is successful, it will be included in the City's Short Range Transit
Plan scheduled to be updated in 2018.

FISCAL IMPACT: There will be an increase in the Transit operating budget.
FUNDING AVAILABLE: Funding for the shuttle operations and new bus stop signs will be from the
Transit Operating budget (60054104), at approximately $47,000 per year
($900 per week) for operations and approximately $2,100 for the additional
bus stop signs. No General Funds will be used for this project.

RESOLUTION NO. 2017-138
A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
DOWNTOWN SHUTTLE PILOT ROUTE
WHEREAS, at the June 13, 2017, Council Shirtsleeve Session, Public Works staff
provided a bus tour of a proposed downtown shuttle pilot route; and
WHEREAS, in May 2017, City staff met with Downtown Business Alliance (DBA) board
members to present two proposed routes and determine if the downtown shuttle was worth
pursuing and if it was a viable concept; and
WHEREAS, the DBA board members were in favor of the proposed shuttle route and felt
it could alleviate downtown employers and employees occupying core customer parking spaces
in the downtown area; and
WHEREAS, the proposed shuttle express route, to be provided at no charge, includes
ten-minute runs for three peak -hour times, Monday through Friday, from 7:45 a.m. to 9:15 a.m.,
12:00 p.m. to 1:15 p.m., and 3:30 p.m. to 5:15 p.m., which will be monitored by staff and routes
adjusted to improve ridership and use; and
WHEREAS, following the holiday season, staff will provide a ridership report to
determine if the shuttle is fulfilling the intended purpose and has reasonable ridership; and
WHEREAS, staff recommends that the City Council approve the downtown shuttle pilot
route.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the downtown shuttle pilot route.
