HomeMy WebLinkAboutAgenda Report - July 19, 2017 C-14TM CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM C- 14 AGENDA TITLE: Adopt Resolution Ratifying the Police Department's Execution of the U.S. Department of Justice (DOJ) Bulletproof Vest Partnership Grant Application; Authorize the City Manager to Execute Funding Agreement for Purchase of 18 Ballistic Armor Vests, Following Award of Grant; and Appropriate Funds in the amount of $5,337.86 MEETING DATE: July 19, 2017 PREPARED BY: Chief of Police RECOMMENDED ACTION: Adopt Resolution ratifying the Police Department's execution of the U.S. Department of Justice (DOJ) Bulletproof Vest Partnership Grant Application; authorize the City Manager to execute funding agreement for purchase of 18 ballistic armor vests, following award of grant; and appropriate funds in the amount of $5,337.86. BACKGROUND INFORMATION: Enacted in 1998 by the Bulletproof Vest Partnership Grant Act; Public and reauthorized by the Bulletproof Act of 2000, the Bulletproof Vest Partnership (BVP) Program is a U.S. Department of Justice initiative designed to provide critical resources to state, local, and tribal jurisdictions for the sole purpose of purchasing bullet -resistant body armor for sworn law enforcement officers. Administered by the Office of Justice Programs' Bureau of Justice Assistance (BJA) since 1999, BVP has awarded $430 million to more than 13,000 jurisdictions throughout the nation to assist them in purchasing more than 1.2 million bulletproof vests. Through the BVP Program, states, units of local government, and tribal governments are reimbursed for up to 50 percent of the cost of each unit of eligible body armor purchased for law enforcement officers. Under current legislation, jurisdictions with fewer than 100,000 residents receive priority funding, up to 50 percent of the amount they request. Any remaining funds are distributed on a pro rata basis to jurisdictions with more than 100,000 residents. In order to qualify for this reimbursement, body armor must comply with the most current National Institute of Justice (NIJ) body armor standards, as of the date the body armor was ordered. The Police Department requested funding for the purchase of eighteen bulletproof vests. The request will fulfill the need for scheduled replacement vests for existing employees, and equipment needed for new hires. The Police Department has not yet received notification of the BVP grant award decision. If the grant is awarded to the Lodi Police Department we are requesting that the purchase be authorized and the funding be appropriated accordingly. July 19, 2017 Page Two FISCAL IMPACT: FUNDING AVAILABLE: cc: City Attorney Budget for the local match is available in the Fiscal Year 2017/18 adopted General Fund police department appropriations. The local match is $5,337.87. There is no additional General Fund impact from this purchase. Staff is requesting Council to appropriate funds in the FY 2017/18 budget accounts 21600000.56401 (revenue) and 21699000.77020 (expense) ($5,337.86) contingent on the grant award. 044‘&s Andrew Keys Deputy City Manager/Internal Services Director Tod Patterson Chief of Police RESOLUTION NO. 2017-136 A RESOLUTION OF THE LODI CITY COUNCIL RATIFYING THE POLICE DEPARTMENT'S EXECUTION OF THE U.S. DEPARTMENT OF JUSTICE BULLETPROOF VEST PARTNERSHIP GRANT APPLICATION; AUTHORIZING THE CITY MANAGER TO EXECUTE FUNDING AGREEMENT FOR THE PURCHASE OF BULLETPROOF VESTS, UPON AWARD OF THE GRANT; AND FURTHER APPROPRIATING FUNDS IN THE 2017/18 BUDGET WHEREAS, the U.S. Department of Justice Community Oriented Policing Services administered a Bulletproof Vest Partnership Grant; and WHEREAS, the Lodi Police Department staff applied for the grant with the intent to purchase 18 bulletproof vests; and WHEREAS, the Bulletproof Vest Partnership Grant was required to be executed by July 7, 2017, and accordingly, the City of Lodi Police Department executed the grant application subject to the ratification by the City Council; and WHEREAS, staff recommends that the City Council ratify the Police Department's execution of the U. S. Department of Justice Bulletproof Vest Partnership Grant Application, and upon award of the grant, authorize the City Manager to execute the program funding agreement and appropriate funds in the amount of $10,675.73 for the 2017/18 fiscal year budget accounts 21600000.56401 (revenue), 21699000.77020 (expense), and Safety Equipment (10032000.72306) remaining $5,337.87 (expense). NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby ratify the City of Lodi Police Department's execution of the U.S. Department of Justice Bulletproof Vest Partnership grant for the purchase of a 18 bulletproof vests; and BE IT FURTHER RESOLVED, that upon award of the grant, the City Council does hereby authorize the City Manager to accept funding allocation from U.S. Department of Justice Community Oriented Policing Services for Bulletproof Vest Partnership Grant; authorizes the City Manager to execute the Program Funding Agreement; and appropriates funds in the amount of $5,337.86 for the 2017/18 fiscal year budget accounts 21600000.56401 (revenue), 21699000.77020 (expense), and Safety Equipment (10032000.72306) remaining $5,337.87 (expense).
