TM CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM C- 13 AGENDA TITLE: Adopt Resolution Ratifying the City Manager's Execution of the U.S. Department of Justice Community Oriented Policing Services (COPS) Grant Application; Authorizing City Manager to Execute Funding Agreement for the Purchase of a Virtra 100 Simulator Training System, Following Award of Grant; and Appropriating Funds in the 2017/18 Budget ($75,000) MEETING DATE: July 19, 2017 PREPARED BY: Chief of Police RECOMMENDED ACTION: Adopt Resolution Ratifying the City Manager's execution of the U.S. Department of Justice Community Oriented Policing Services (COPS) grant application; authorizing City Manager to execute funding agreement for the purchase of a Virtra 100 simulator training system, following award of grant; and appropriating funds in the 2017/18 budget ($75,000) BACKGROUND INFORMATION: On May 22, 2017, the U.S. Department of Justice COPS Office announced it would award $11 million in competitive funding through the 2017 Community Oriented Policing Development (CPD) program. CPD funds are used to advance the practice of community policing in law enforcement agencies through training and technical assistance, and the development of innovative community policing strategies. Community policing is a philosophy that promotes organizational strategies that support the systematic use of partnerships and problem -solving techniques to proactively address the immediate conditions that give rise to public safety issues such as crime, social disorder, and fear of crime. The 2017 CPD program will fund projects related to the following topic areas: • Cooperative partnerships with federal law enforcement to combat illegal immigration • Field -Initiated Law Enforcement Microgrants • Officer safety and wellness resources • Enhancing officer safety through increased respect for law enforcement • Critical response technical assistance • Online training development • Preparing for active shooter situations The police department requested funding for the purchase of a Virtra 100 Simulator System for training and community relations/outreach. The request was for the Field -Initiated Law Enforcement Microgrant totaling a maximum of $75,000 with emphasis on enhancing officer safety through increased respect for law enforcement, and preparing for active -shooter situations. The response to the police scenarios and simulator unit was overwhelmingly positive. The scenarios were eye-opening to the general public, educating them on the tough decisions that our officers face every day on patrol. The City of Lodi Police Department and the surrounding community will benefit greatly from this purchase. Not only will it ready our officers for adverse situations, but the community will also be more educated on police activity. We hope that this purchase will help with the overall attitude towards law enforcement in our City and surrounding communities, with the goal of cultivating trust and harboring understanding. The police department has not yet received notification of the COPS CPD grant award decision. If the grant is awarded to the Lodi Police Department we are requesting that the purchase be authorized and the funding be appropriated accordingly. FISCAL IMPACT: FUNDING AVAILABLE cc: City Attorney Budget for the non -grant funded cost of the Virtra 100 Simulator is available in the Fiscal Year 2017/18 adopted General Fund police department appropriations in the Safety Equipment account (10032000.72306). COPS CPD grant funds will be used to purchase the Virtra 100 Simulator Training System ($75,000). RESOLUTION NO. 2017-135 A RESOLUTION OF THE LODI CITY COUNCIL RATIFYING THE CITY MANAGER'S EXECUTION OF THE U.S. DEPARTMENT OF JUSTICE COMMUNITY ORIENTED POLICING SERVICES GRANT APPLICATION; AUTHORIZING THE CITY MANAGER TO EXECUTE FUNDING AGREEMENT FOR THE PURCHASE OF A VIRTRA 100 SIMULATOR TRAINING SYSTEM, UPON AWARD OF THE GRANT; AND FURTHER APPROPRIATING FUNDS IN THE 2017/18 BUDGET WHEREAS, the U.S. Department of Justice Community Oriented Policing Services (COPS) administered a Community Oriented Policing Development (CPD) program grant; and WHEREAS, the Lodi Police Department staff applied for the grant with the intent to purchase a Virtra 100 simulator training system; and WHEREAS, the Lodi Police Department chose the Virtra 100 simulator training system because of the extensive library of realistic training, capacity to use department -issued equipment, affordable price, and easy mobility; and WHEREAS, the COPS CPD grant was required to be executed by June 23, 2017, and accordingly, the City Manager executed the grant application subject to the ratification by the City Council; and WHEREAS, staff recommends that the City Council ratify the City Manager's execution of the U. S. Department of Justice Community Oriented Policing Services Grant application, and upon award authorize the City Manager to execute the program funding agreement, and further approve appropriation of funds in the amount of $76,944.46 for the 2017/18 fiscal year budget accounts 21600000.56401 (revenue), 21699000.77020 (expense), and Safety Equipment (10032000.72306) remaining $1,944.46 (expense). NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby ratify the City Manager's execution of the U.S. Department of Justice Community Oriented Policing Services (COPS) grant for the purchase of a Virtra 100 simulator training system; and BE IT FURTHER RESOLVED, that upon award of the grant, the City Council does hereby authorize the City Manager to accept funding allocation from the U.S. Department of Justice Community Oriented Policing Services for Community Oriented Policing Development Program Grant, and further authorizes the City Manager to execute the Program Funding Agreement, and hereby approves appropriating funds in the amount of $76,944.46 for the 2017/18 fiscal year budget accounts 21600000.56401 (revenue), 21699000.77020 (expense), and Safety Equipment (10032000.72306) remaining $1,944.46 (expense) for the purchase of a Virtra 100 simulator training system.
