Road

RECOMMENDED ACTION: Adopt resolution accepting The Vine at Vintner's Square
Subdivision, Unit No. 1 (Tract No. 3865) public improvements and
amend Traffic Resolution 97-148 by approving through street on
Westgate Drive between Kettleman Lane and Taylor Road.
BACKGROUND INFORMATION: The Vine at Vintner's Square Subdivision is bounded by Lower
Sacramento Road, Taylor Road, Westgate Drive, and the northerly
property line of the Vintner's Square Shopping Center, as shown on
Exhibit A. The gated development consists of 57 single-family residential lots. All private, interior
subdivision improvements will be maintained by a home owners association. The developer, The Grupe
Company, has elected to construct Unit No. 1 of this two -unit development. The improvements (public
and private) constructed in Unit No. 1 are reflected in Exhibit B and consist of 33 single-family residential
lots.
The public improvements are generally located along Taylor Road and Lower Sacramento Road and
include the installation of masonry wall, curb, gutter and sidewalk, landscape and irrigation
improvements, street lights. Full -width asphalt concrete pavement was also installed on Taylor Road,
between Lower Sacramento Road to Westgate Drive that includes curb, gutter, and sidewalk on the
south side of Taylor Road and asphalt aprons that conform to the existing rural driveways on the north
side. Public underground utilities, including water mains, storm drain pipes, and wastewater pipes, were
installed to serve the subdivision. The public improvements have been completed in substantial
conformance with the subdivision requirements; and photos of the completed work are reflected in Exhibit
C. Staff recommends accepting The Vine at Vintner's Square Subdivision, Unit No. 1 (Tract No. 3865)
public improvements.
Westgate Drive is the major collector street that will be used to access this subdivision, as well as the
future residential development along Westgate Drive north of Kettleman Lane. Staff recommends
amending Traffic Resolution No. 97-148 by approving through street on Westgate Drive between
Kettleman Lane and Taylor Road.
FISCAL IMPACT:
There will be an increase in long-term maintenance costs for public
infrastructure and City services, such as police, fire, and parks. This cost
will be partially funded by proceeds from the Community Facilities District
No. 2007-1.

A RESOLUTION OF THE LODI CITY COUNCIL
ACCEPTING THE VINE AT VINTNER'S SQUARE
SUBDIVISION, UNIT NO. 1, TRACT NO. 3865, PUBLIC
IMPROVEMENTS, AND AMENDING TRAFFIC
RESOLUTION NO. 97-148 BY APPROVING THROUGH
STREET ON WESTGATE DRIVE BETWEEN
KETTLEMAN LANE AND TAYLOR ROAD
WHEREAS, The Vine at Vintner's Square Subdivision is bounded by
Lower Sacramento Road, Taylor Road, Westgate Drive, and the northerly property line
of the Vintner's Square Shopping Center; and
WHEREAS, the developer, The Grupe Company, has elected to construct Unit
No. 1 of this two -unit development; and
WHEREAS, public improvements include the installation of masonry wall, curb,
gutter and sidewalk, landscape and irrigation, street lights, and full -width asphalt
concrete pavement on Taylor Road, from Lower Sacramento Road to Westgate Drive,
that conforms to existing driveways on the north side; and
WHEREAS, underground utilities, including water mains, storm drain pipes, and
wastewater pipes, were installed to serve the subdivision; and
WHEREAS, Westgate Drive is the major collector street leading into this
subdivision and the future residential development along Westgate Drive north of
Kettleman Lane. In order to accommodate future traffic volume and traffic operation,
Westgate Drive is required to be designated as a through street; and
WHEREAS, staff recommends accepting The Vine at Vintner's Square
Subdivision, Unit No. 1, Tract No. 3865, public improvements; and
WHEREAS, staff recommends that the City Council amend Traffic Resolution
No. 97-148, Section 2 — Through Streets, Stop Intersections, and Yield Intersections,
approving a through street on Westgate Drive between Kettleman Lane and
Taylor Road.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
accept The Vine at Vintner's Square Subdivision, Unit No. 1, Tract No. 3865, public
improvements; and
BE IT FURTHER RESOLVED that the City Council does hereby amend Traffic
Resolution No. 97-148, Section 2 — Through Streets, Stop Intersections, and Yield
Intersections, approving a through street on Westgate Drive between Kettleman Lane
and Taylor Road.
