AGENDA TITLE: Adopt Resolution Approving Incentive Pay for Master Municipal Clerk Certification

RECOMMENDED ACTION Adopt resolution approving incentive pay for Master Municipal Clerk
Certification.
BACKGROUND INFORMATION: The City Clerk is an appointed position and serves at the pleasure
of the City Council and is responsible for the operations of the office
of the Clerk; including preparation of the City Council meeting
agendas, packets and minutes; maintenance and indexing of official city records; enforcement of laws
pertaining to public records; administering legal procedures required for Assessment Districts,
annexations and reorganizations, street and easement vacations, etc., and performs duties required by
the City Clerk as set forth by state statute.
In order to provide advancement and development within the municipal clerk field there are certification
programs available that provide advanced educational and professional achievement. These certification
programs are highly regarded within the industry and the City Clerks Association of California (CCAC)
endorses the Master Municipal Clerk (MMC) program as certified by the International Institute of
Municipal Clerks (IIMC).
The MMC program is the more advanced of the two professional designations granted by IIMC. The
MMC program is an advanced continuing education program that prepares participants to perform
complex municipal duties. The program has an extensive and rigorous educational component and a
professional contribution component. The MMC applicant must demonstrate that they have actively
pursued education and professional activities through attendance at approved Academy programs,
educational courses, seminars and training. Additionally, professional contribution requirements include
membership and participation at IIMC, Municipal Clerks Association Committee (MCAC), or Municipal
League Annual Conferences, and/or unique on-the-job performance or achievements outside daily
duties. The City Clerk recently obtained the distinguished certification of Master Municipal Clerk.
The Council wishes to provide the City Clerk with a monthly incentive of five percent for possession of the
Master Municipal Clerk certification. Staff recommends Council approve the new incentive to be paid
retro -active to July 31, 2017, which is the first full pay period following approval.
FISCAL IMPACT: The fiscal impact in FY 2017/18 would be approximately $5,600. There is
minimal on-going impact to the General Fund.
FUNDING AVAILABLE: Increased expenses will be absorbed within existing appropriations.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
INCENTIVE PAY FOR MASTER MUNICIPAL CLERK CERTIFICATION
WHEREAS, the City Clerk is the City's historian with responsibility for recording the
City's official documents, contracts, meeting agendas, packets and minutes; ensuring
compliance with and enforcement of laws pertaining to public records; administering legal
procedures required for Assessment Districts, annexations and reorganizations, street and
easement vacations; and
WHEREAS, the International Institute of Municipal Clerks provides advanced
certification of Master Municipal Clerk for City Clerks who have pursued higher education and
professional achievement in the municipal clerk field; and
WHEREAS, the City does not currently provide additional compensation for possession
of Master Municipal Clerk certification; and
WHEREAS, the City Council desires to provide a five -percent incentive pay for
possession of Master Municipal Clerk certification.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
incentive pay of five -percent to be paid to the City Clerk for possession of certification as a
Master Municipal Clerk.
