RECOMMENDED ACTION:
Adopt resolution transferring $36,000 from Parks, Recreation and
Cultural Services Fund Balance to Parks Capital and Appropriating
Funds for Lodi Lake Park repairs and reappropriating $15,000 in
project savings from the Legion Park basketball repairs project to
the Lodi Lake park repairs project.
BACKGROUND INFORMATION: The Fiscal Year 2017/18 adopted budget includes $50,000 allocated
to pavement repair at Lodi Lake Park. Existing budget authority was
based on a project scope that included only pothole repairs to the
roadway and parking lots. The City plans to contract with A.M. Stephens, as a change order to an
existing paving contract, to execute the pothole repair project. In reviewing the parking lot with A.M.
Stephens, staff has determined a better use of funds is to reconstruct the roadway from the east end of
the boat ramp project to just east of the RV, aka "Rotary," Area, and reconstruct the RV Area parking lot.
The new pavement is needed and longer lasting than pothole repairs. In addition, enhancements to the
parking lot and roadway area are recommended to improve the usability and reduce maintenance costs
of the site.
Full reconstruction and additional enhancements for this segment requires additional budget authority
totaling $36,000. Of the $36,000 requested, $29,000 will be used for additional paving, tree removal, and
construction of concrete pads to permanently locate refuse bins in the project area. The bins are currently
placed on asphalt, which is damaged when the bins are serviced. Adding the concrete pads underneath
will reduce long term maintenance costs. Five cottonwood trees in poor health are adjacent and
damaging the existing asphalt. Several of them have hollow and dead limbs and are a hazard, their roots
pose a threat to the integrity and lifespan of the new pavement, and removal is needed. This removal will
reduce the City's maintenance costs from tree root damage as well as reducing the City's exposure to
potential claims from hazards that may materialize over time due to rising tree roots.
The remaining $7,000 requested is to replace worn out dock components at the boat house. This
element is not part of the pavement project scope in the adopted budget. However, the ramp leading
from the boat house to the floating dock, purchased in 2009, is deteriorating due to heavy use and poses
a hazard for users (see attached). Replacement parts are needed.
The resolution also approves reappropriating $15,000 in project savings from the Legion Park basketball
repairs to Lodi Lake. Staff was able to reduce the cost of replacing the backboards and standards from
the estimated $25,000 to $10,000 by using in-house labor, along with unanticipated savings in purchase
costs.

A RESOLUTION OF THE LODI CITY COUNCIL
AUTHORIZING THE TRANSFER AND APPROPRIATION OF
$36,000 FROM PARKS, RECREATION AND CULTURAL
SERVICES FUND BALANCE TO PARKS CAPITAL FOR
LODI LAKE REPAIRS, AND REAPPROPRIATING $15,000 IN
PROJECT SAVINGS FROM THE LEGION PARK BASKETBALL
REPAIRS PROJECT TO LODI LAKE PARK REPAIRS
WHEREAS, Parks, Recreation and Cultural Services has ongoing maintenance and
repair projects at Lodi Lake Park; and
WHEREAS, Council has recently appropriated $50,000 for pavement repairs; and
WHEREAS, the transfer of $36,000 from the Parks, Recreation and Cultural Services
Fund Balance to Parks Capital would allow for additional paving, tree removal, construction of
concrete pads to permanently locate refuse bins and replacement of worn-out dock
components at the Lodi Lake boat house; and
WHEREAS, the City Council appropriated $25,000 for replacing basketball standards
and backboards at Legion Park on June 21, 2017, from Parks Capital, but only $10,000 is
needed, resulting in $15,000 in savings; and
WHEREAS, staff recommends that the City Council authorize the transfer and
appropriation of $36,000 from Parks, Recreation and Cultural Services fund balance to Parks
Capital for Lodi Lake Repairs, and re -appropriate $15,000 in project savings from the Legion
Park Basketball Repairs Project to Lodi Lake Park Repairs.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the transfer and appropriation of $36,000 from Parks, Recreation and Cultural
Services fund balance to the Parks Capital Fund for Lodi Lake Park repairs, and further re -
appropriating $15,000 in project savings from Legion Park basketball repairs to Lodi Lake Park
repairs.
