HomeMy WebLinkAboutAgenda Report - September 6, 2017 C-16TM CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM AGENDA TITLE: Rescind Resolution 2017-12 and Approve Resolution Authorizing Issuance of Procurement Cards to Specified Positions MEETING DATE: PREPARED BY: September 6, 2017 Supervising Budget Analyst RECOMMENDED ACTION: Rescind resolution 2017-12 and approve resolution authorizing issuance of procurement cards to specified positions. BACKGROUND INFORMATION: On September 7, 2011, Council approved Resolution 2011-143 which authorized issuance of procurement cards to specified positions. Council revised the list of positions authorized to be issued procurement cards on February 20, 2013 by Resolution 2013-121, on October 1, 2014 by Resolution 2014-181, on October 21, 2015 by Resolution 2015-185 and on Februaryl, 2017 by Resolution 2017-12. Since the last revision, the operational need to issue cards to an additional position has become apparent. The Police Department recently assigned one of the sworn officers to a new classification; Community Liaison Officer. It has quickly been determined that the Community Liaison Officer needs a Cal -Card for urgent purchases. This officer has already had a great deal of success with his reuniting/relocation efforts; however, most of these situations require the department to purchase bus tickets with short notice. Currently, the Community Liaison Officer is calling the department's Senior Administrative Clerk to meet him at the bus station to pay for the tickets. We would like to streamline this process by providing the Community Liaison Officer his own Cal -Card to pay for these expenses without worry of interrupting workflow or confinement of administrative hours. Staff is recommending that a procurement card be issued to the new Community Liaison Officer position. Additionally, the title of Fleet Services Supervisor was reclassified to Fleet Superintendent at the June 6, 2017 Council meeting. The attached resolution lists the positions that are to be approved to hold procurement cards. New positions are listed in bold face type, while changes to position titles are shown in strike -out format. The City Manager is authorized to issue the cards to the incumbents and set the limits of such cards in accordance with the parameters of the Lodi Municipal Code. FISCAL IMPACT: Staff efficiencies are expected as greater flexibility is granted in our purchasing process. During Fiscal Year 2016/17, existing cardholders completed more than 5,000 transactions totaling more than $2.3 million for goods and services with procurement cards. The City received $33,085 in rebates from the purchasing card program on those purchases. FUNDING AVAILABLE: Expenses charged to procurement cards are included in departmental appprJpriations. Andrew Keys, Deputy'City Manager APPROVED: RESOLUTION NO. 2017-172 A RESOLUTION OF THE LODI CITY COUNCIL RESCINDING RESOLUTION NO. 2015-185 AND AUTHORIZING THE ISSUANCE OF CAL -CARD PROCUREMENT CARDS TO SPECIFIED POSITIONS WHEREAS, the City Council previously approved Resolution Nos. 2011-143, 2013-121, 2014-181, 2015-185, and 2017-12 relating to the issuance of Cal—Card procurement cards to specified positions; and WHEREAS, Lodi Municipal Code Section 3.20.135 specifies that the Lodi City Council will adopt a Resolution setting forth the positions that are authorized to hold procurement cards; and WHEREAS, the City Manager is authorized to approve issuance of procurement cards to incumbents in the positions noted in this Resolution with limits in accordance with the parameters of the Lodi Municipal Code. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the following positions to be issued procurement cards with transaction and aggregate limits in accordance with Lodi Municipal Code Section 3.20.
