Operators for possession of Water Distribution Operator
certification.
BACKGROUND INFORMATION: In 2012 the City created new salary ranges for many of the positions
within the Maintenance and Operators Bargaining Unit, creating a
two-tier salary structure. The intent was to provide base salary that
was inclusive of incentive pay for required certifications and to provide transparency of employee
compensation. New employees were assigned to the new salary tier; whereas, existing employees would
continue to receive a base pay and separate incentive pay for certifications and licenses they possessed.
Unfortunately, the creation of the two-tiered salary structure was problematic for City staff and applicants;
and created challenges for Human Resources with recruitments, promotions, and internal equity.
During the 2014/2015 negotiations, AFSCME requested the City work with them to eliminate the second
salary tier for classifications and modify job descriptions to incorporate required certifications. The City
and bargaining unit further agreed to review salaries for the Water Plant Operators and Wastewater Plant
Operators, taking into account required certifications and incentive pay, and agreed to consider any
salary adjustments retro -active to January 5, 2015, subject to City Council approval.
Representatives from the City and AFSCME have been working towards a resolution over the past 24
months and have come to a tentative agreement. The proposed resolution includes:
• Amend/Update job specifications to include all required certifications and licenses and clearly
articulate if the certification/license is required at time of hire, or that it must be obtained within
a prescribed period of time. (job descriptions are on file in the Human Resources office)
• Amend/Update job specifications to include consistent language for required certifications and
license across all job specifications. (job descriptions are on file in the Human Resources
office)
• Eliminate two-tier salary schedules and return to one salary range for base pay only;
incentives and licenses will be paid as separate payments based on the type, level and
quantity of certifications and/or licenses.
• Create a comprehensive incentive chart incorporating all side -letters.
• Recommendation to provide Water Plant Operators with incentive pay for certifications as is
provided to Wastewater Plant Operators.
As a result of the proposed changes to the salary ranges, several employees will be Y -rated at their
current salary until such time as they obtain additional certifications; and, several employees will be
placed in the new salary range retro -actively, upon Council approval. An analysis was conducted on each
impacted employee based on the number of certifications obtained and when the employee obtained the
certification. The analysis found that the increase in compensation for employees who will move to the
new salary is approximately $17 - $40 per pay period.
The City wishes to encourage continuous training and development and to provide employees with
incentive pay as they acquire advanced knowledge and skills through additional certification. Staff
recommends Council approve monthly incentive pay for the Water Plant Operators who possess and
maintain Water Distribution Operator certificates. This incentive provides parity with the Wastewater Plant
Operators and the certifications they possess, and compensates the Water Plant Operators for
possession of additional certifications. The proposed incentive is $40 for each level of Water Distribution
Operator certificate obtained, which is consistent with other incentives for Maintenance and Operator
classifications.
It is staff's recommendation to eliminate the two-tier salary range and move all employees into the single
salary range, Y -rate impact employees, and approve incentive pay for Water Plant Operators who
possess Water Distribution Operator certification, retro -active to January 5, 2015.
FISCAL IMPACT:
The retro -active amount is estimated to be $20,000, and the fiscal impact in
FY 2017/18 would be approximately $7,000. There is no impact to the
General Fund.
FUNDING AVAILABLE: Increased expenses will be absorbed within existing appropriations.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
AMENDMENTS TO VARIOUS AFSCME MAINTENANCE AND
OPERATOR SALARY RANGES BY ELIMINATING THE SECOND
TIER, AMENDMENTS TO JOB DESCRIPTIONS, AND ADDING
INCENTIVE PAY FOR WATER PLANT OPERATORS WHO
POSSESS WATER DISTRIBUTION OPERATOR CERTIFICATES
WHEREAS, Council approved revisions to the Memorandum of Understanding with
AFSCME Maintenance and Operators unit, January 1, 2015 through December 31, 2017, which
included a provision to discuss elimination of the two-tier salary structure for classifications,
modification to job descriptions to incorporate required certifications and consistent language,
and to review and adjust salary for Water Plant Operators; and
WHEREAS, representatives from the City and AFSCME reached a tentative agreement
for elimination of the two-tier salary structure, amendments to various job descriptions to
include required certification, and to add incentive pay of $40 per month, per certificate, for
Water Plant Operators who possess Water Distribution Operator certifications.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
amendments to various AFSCME Maintenance and Operators salary ranges by eliminating the
second tier created in 2012, moving employees into the single salary range, and Y -rating
impacted employees; and
BE IT FURTHER RESOLVED that the Lodi City Council does hereby approve incentive
pay of $40 per month for Water Distribution Operator certifications for Water Plant Operators as
provided in the chart attached hereto as Exhibit A, retro -active to January 5, 2015.
