AGENDA TITLE: Adopt Resolution Approving Amendments to the Job Description, Title, and Salary
Range for the Position of Information Systems Manager

RECOMMENDED ACTION: Adopt resolution approving amendments to the job description, title,
and salary range for the position of Information Systems Manager.
BACKGROUND INFORMATION: The Information Systems (IS) Manager serves as a Division
Manager within the Internal Services Department (ISD) and is
responsible for managing and maintaining the City's information
technology (including hardware, software, network, telecommunications, systems and infrastructure).
The IS Manager is an integral position requiring the incumbent to possess the necessary knowledge,
skills, and abilities to keep the City's computers, networks, programs, and telecommunications systems
operating efficiently and to minimize system failures. Over the past several years, the IS Manager has
experienced significant challenges with antiquated and failing hardware, software and poorly maintained
equipment that had not been upgraded in years. In addition, the City converted to a new Enterprise
Resource Planning (ERP) system resulting in significant challenges implementation challenges to the IS
Manager and his team. The IS Manager now serves as the Project Manager for the ERP conversion.
The ISD Director wishes to amend the title from Information Systems Manager to Information Technology
Manager, consistent with the name of the Division (Information Technology) and to update the job
description to reflect the full scope of work that is being performed. Additionally, the ISD Director wishes
to amend the salary range to align it with the other ISD division managers and to compensate the IT
Manager commensurate with the responsibility, authority and level of work that is being performed. The
proposed salary range is $95,937.61 - $116,612.82, which is an increase of approximately ten percent.
City staff discussed the proposed changes with representatives from the Lodi City Mid -Management
Association (LCMMA) and they support the proposed amendments.
Staff recommends Council approve the amendments as proposed.
FISCAL IMPACT:
The annual increase from this action is estimated not to exceed $11,000
based on the top step of the new salary range. Actual increase in
expenditures in FY 17/18 above the budget will be absorbed within the
existing budget authority. The recommended action creates an on-going
obligation to operating funds the Risk Manager supports. In FY 17/18 fifty-
five percent of Risk costs were born by the General Fund. It is anticipated
that in future years the General Fund will bear a similar percentage of cost.

INFORMATION TECHNOLOGYSYSTEMS MANAGER
Job descriptions are intended to present a broad and general range of duties which
includes, purpose, responsibilities, and scope of work. Job descriptions are not intended
to reflect all duties performed within the job.
DEFINITION:
Under general direction, develops and recommends long term plans and strategies for
effective utilization of information technology systems and the security of same systems
manages the day-to-day operations of the Information Technology Division; serves as
the City's Information Security Administrator; provides highly technical and responsible
staff assistance to City staff the City Manager, and City Council in the areas of
information and communication systems, management, and organization; overall
responsibility for the City's computer-based operations including mini computerdesktop
personal computers, virtual infrastructurernicro computer, physical hardware and
enterprise level software programs, networks and communication systems; and
performs related work as required.
SUPERVISION EXERCISED AND RECEIVED
Reports to higher level personnel. Exercises direct and indirect supervision over lower
level supervisory, professional, technical, and/or clerical personnel.
EXAMPLES OF DUTIES
Duties may include, but are not limited to the following:
Develops and recommends long-term plans and strategies for effective utilization of
information technology systems and the security of same systems from accidental or
deliberate actions to access city data -files in a malicious fashion.
Develops management systems, procedures and/or standards for prioritizing projects,
allocating resources, accessing system hardwareselecting systems, and evaluating
existing programs and security measures to be taken to protect and secure city data
files; conducts needs analysis, researches and recommends hardware/software
systems and applications, which will interface with existing computer systems and
comply with policy standards and user needs. Procures and maintains adequate
systems, applications, and technology to provide continuous and uninterrupted
operations within the City.
Analyzes technical reports and legislation; evaluates impact upon City operations;
recommends and implements equipment, policy and procedural improvements;
negotiates and administers final contract agreements with vendors for implementation,
maintenance and training for City staff, modifies such agreements as needed.
Works closely with City departments; coordinates the development and implementation
of information systemstechnology, including the security of and protection from
accidental or deliberate access to City data files by external or internal persons to
achieve City-wide goals, objectives, and policies.
Performs diagnosis of hardware and software problems; installs, repairs or arranges for
repair or replacement of faulty equipment and software; performs general inspection
and internal analysis of system security measures taken to ensure that a high level of
security is maintained for hardware and datas throughout the City. Performs and
arranges for the maintenance of hardware and software systems.
Coordinates the selection, purchase and installation of computer hardware, peripheral
equipment and program applications; coordinates the installation of cabling and other
installation requirements. Coordinates the information security measures to be followed
by Information SystemsTechnology staff and staff in other departments throughout the
City.
Maintains or coordinates with City --wide departmentsdata backup systems for files from
all critical applications; maintains program documentation (including appropriate security
elements associated with all systems) on all computer systems and applications;
prepares basic instructional guides on various applications, as needed.
Prepares the operation's budget, including budgeting for City-wide information
technology and communication systems needs and assisting in the forecast of
additional funds needed for staffing, equipment, materials and supplies; administers the
approved budget.
Plans, organizes and directs the work of division personnel; directs the day to day
operations of the Information Technology Division.
Coordinates training sessions and assists users in learning the use of computer
equipment and peripherals and related security procedures and policies.
Maintains system hardware inventory and maintenance agreements and licenses for all
Ccity owned software.
Develops, implements, and maintains a City-wide Strategic Plan for Information
Technology.
Develops, implements and maintains Service Level Agreements with all customers
Performs other duties related to the operation of the department and the City including
additional duties that enable the department and City to meet the diverse needs of its
community.
MINIMUM QUALIFICATIONS:
Knowledge of:
Principles and practices of information technology systems used in a municipal
government setting, including but not limited to: state of the artvirtualization, SAN and
server hardware, peripheral desktop equipment and software, and _applications,. for mini
and micro computernetworking strategies, telephone and radio data communication
systems.
Principles and techniques of project management, systems analysis, design and
programming.
Requirements and procedures for setup and minor maintenance of computers and
peripheral equipment; and techniques for troubleshooting basic computer problems and
restarting jobs.
Principles and practices of organizational policy and goal setting; program development,
implementation and administration; budgetary techniques and controls; and supervision
of personnel.
Pertinent local, State, and Federal laws, rules, and regulations.
Ability to:
Develop and recommend long-term plans and strategies for effective utilization of
information technology systems and the security of same systems from accidental or
deliberate actions to access city data_iles in a malicious fashion; serves as the City's

Establish realistic work priorities, develop and achieve long and short term goals and

EDUCATION AND EXPERIENCE:
Any combination equivalent to education and experience that would likely provide the
required knowledges and abilities would be qualifying. A typical combination is:
Education:
Equivalent to a Bachelor's Degree from an accredited college or university with major
course work in computer science, information systems management, or a closely
related field.
Experience:
Four years of increasingly responsible experience performing complex and
sophisticated information technology services, systems analysis including system
security features and programming in a governmental or business computer system
operation setting, two years of which shall have been in a supervisory or lead capacity.
LICENSES AND CERTIFICATES:
Possession of a valid Class C Driver's License from the California Department of Motor
Vehicles.
WORKING CONDITIONS
Willingness and ability to work scheduled and emergency overtime and be available on
call as required.
Mobility: frequent crawling, bending, stooping, and reaching.
Lifting: frequent lifting and maneuvering of equipment weighing up to 75 pounds.
Vision: essential duties require the mental and/or physical ability to read fine print on
labels, manuals, maps, and diagrams and with no color deficiencies to work with color -
coded wires.
Dexterity: frequent grasping, holding, reaching, and repetitive hand movement and fine
coordination when using a computer keyboard.
Hearing/Talking: frequent hearing and talking in person.
Emotional/ Psychological: frequent coworker contact; occasional working alone.
Environmental: Work is generally performed in an office setting with frequent
