Facilities Grant Funds for Lodi Lake Park Nature Area

RECOMMENDED ACTION
Adopt resolution approving the application for Outdoor
Environmental Education Facilities Grant funds for Lodi Lake Park
Nature Area.
BACKGROUND INFORMATION: The Parks, Recreation and Cultural Services Department desires to
pursue a grant that, if successful, would result in renovations to the
Lodi Lake Park Nature Area amphitheater, new pathways to the
amphitheater, and relocate existing and install new interpretive
panels to help visitors understand the riparian habitat and environment of the park and region.
The California Department of Parks and Recreation is offering approximately $10 million statewide for
development of public outdoor structures and exhibits located in a natural outdoor setting to facilitate
learning about the natural environment and inspire environmental stewardship. The maximum grant
award is $500,000. Funding comes from what remains of Proposition 40, the $2.6 billion California Clean
Water, Clean Air, Safe Neighborhood Parks, and Coastal Protection Act of 2002.
Staff believes the combination of the Nature Area, the amphitheater's need for renovations, new
interpretive panels and the Lodi Lake Docents' 30 -year history of providing educational tours will make
for a competitive application. Staff will seek approximately $245,500 for renovations. The proposed
project has been developed with the assistance of the Lodi Lake Docents at several meetings, including
a site visit. On August 2, PRCS staff attended a grant workshop provided by the State Department of
Parks and Recreation and received encouragement that the potential project meets the grant objectives.
PRCS planned to obtain a recommendation from the Parks and Recreation Commission to adopt the
attached resolution. The August 1, 2017, meeting, however, was canceled due to a lack of a quorum.
Due to the September 1 application deadline, PRCS staff is bringing this matter directly to the City
Council.
FISCAL IMPACT: The grant would provide funds for a project PRCS can't otherwise afford.
FUNDING AVAILABLE: Not applicable.

RESOLUTION NO. 2017-157
A RESOLUTION OF THE LODI CITY COUNCIL
APPROVING THE APPLICATION FOR OUTDOOR
ENVIRONMENTAL EDUCATIONAL FACILITIES GRANT FUNDS
WHEREAS, the State Department of Parks and Recreation has been delegated the
responsibility by the Legislature of the State of California for the administration of the Outdoor
Environmental Education Facilities Grant Program, setting up necessary procedures governing
the application; and
WHEREAS, said procedures established by the State Department of Parks and
Recreation require the Applicant to certify by resolution the approval of the application before
submission of said application to the State; and
WHEREAS, successful Applicants will enter into a contract with the State of California to
complete the Grant Scope project.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the filing of an application for the Lodi Lake Park Nature Area Outdoor Education Project; and
1. Certifies that said Applicant has or will have available, prior to commencement of any work
on the project included in this application, the sufficient funds to complete the project; and
2. Certifies that if the project is awarded, the Applicant has or will have sufficient funds to
operate and maintain the project; and
3. Certifies that the Applicant has reviewed, understands, and agrees to the General
Provisions contained in the contract shown in the Grant Administration Guide; and
4. Delegates the authority to the City Manager to conduct all negotiations, sign and submit all
documents, including, but not limited to applications, agreements, amendments, and
payment requests, which may be necessary for the completion of the Grant Scope; and
5. Agrees to comply with all applicable federal, State and local laws, ordinances, rules,
regulations and guidelines.
