AGENDA TITLE: Adopt Resolution Approving 2017 Pavement Resurfacing Project for Road Repair and
Accountability Act of 2017 Funding and Appropriating Funds ($1,535,182)

RECOMMENDED ACTION: Adopt resolution approving 2017 Pavement Resurfacing Project for
Road Repair and Accountability Act of 2017 funding and appropriating
funds, in the amount of $1,535,182.
BACKGROUND INFORMATION: The Road Repair and Accountability Act of 2017, Senate Bill 1 (SB1)
will provide the City with State transportation funding through an
increase in the Gas Tax. The new tax commences on November 1,
2017 and the City will begin receiving monthly apportionments in January 2018.
SB1 guidelines require that prior to receiving an apportionment of funds for this fiscal year, agencies must
prepare and submit a list of proposed SBI -funded projects to the California Transportation Commission. All
proposed projects must also be included or amended into the City's adopted budget each year. The City is
proposing to use the Fiscal Year 2017/18 apportionment on the 2017 Pavement Resurfacing Project.
The 2017 Pavement Resurfacing Project programmed for Fiscal Year 2017/18 includes installing rubberized
cape seal on Church Street from Lodi Avenue to Kettleman Lane, Hutchins Street from Kettleman Lane to
Harney Lane, Vine Street from Beckman Road to Cluff Avenue, Cluff Avenue from Vine Street to Industrial
Way, Industrial Way from Beckman Road to Cluff Avenue. The work will also include pavement repair,
pavement striping, and other miscellaneous and related work.
Staff will later request Council action to approve bidding the project and awarding contracts when the plans,
specifications, and estimates are completed.

A RESOLUTION OF THE LODI CITY COUNCIL APPROVING
2017 PAVEMENT RESURFACING PROJECT FOR ROAD
REPAIR AND ACCOUNTABILITY ACT OF 2017 FUNDING AND
FURTHER APPROPRIATING FUNDS
WHEREAS, the Road Repair and Accountability Act of 2017, Senate Bill 1 (SB1) will
provide the City with State transportation funding through an increase in the Gas Tax; and
WHEREAS, the new tax commences on November 1, 2017, and the City will begin
receiving monthly apportionments in January 2018; and
WHEREAS, SB1 guidelines require that prior to receiving an apportionment of funds, the
City must submit to the California Transportation Commission the projects proposed to be
funded each year; and
WHEREAS, the City is proposing to use the Fiscal Year 2017/18 apportionment on the
2017 Pavement Resurfacing Project; and
WHEREAS, staff recommends that the City Council approve the 2017 Pavement
Resurfacing Project for Road Repair and Accountability Act of 2017 funding; and
WHEREAS, staff also recommends that the City Council appropriate funds in the
amount of $350,000 from the fund balance of Road Repair and Accountability Act
(30499000.77020), in the amount of $1,097,182 from the fund balance of Surface
Transportation Program Block Grant (30799000.77020), and in the amount of $88,000 from the
fund balance of Street Fund (30099000.77020) for Fiscal Year 2017/18.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve
the 2017 Pavement Resurfacing Project for Road Repair and Accountability Act of 2017
funding; and
BE IT FURTHER RESOLVED that Lodi City Council does hereby authorize an
appropriation for 2017 Pavement Resurfacing Project for Road Repair and Accountability Act of
2017, in the amount of $1,535,182, as set forth above.
