RECOMMENDED ACTION: Accept improvements under contract for Lodi Bus Wash Improvements
Project.
BACKGROUND INFORMATION: This project was awarded to Diede Construction, Inc., of Woodbridge,
on May 4, 2016, in the amount of $425,569. The contract has been
completed in substantial conformance with the plans and specifications
approved by City Council on October 21, 2015.
The current transit operations contract requires that the transit buses in operation (20 buses) be washed
one time per week. The City currently shares a bus wash system located at the Lodi Unified School District
(LUSD) Transportation Facility on Vine Street, east of Highway 99. It takes a driver and a LUSD required
"spotter" a total of 1.25 man hours to perform one bus wash, including the round trip travel time using the
LUSD shared system. The new bus wash system is located next to the City's compressed natural gas
fueling station, allowing the drivers to wash buses more efficiently (wash time approximately two minutes
per bus) directly after fueling. This substantial reduction in bus wash time is expected to save the Transit
Division at least $60,000 per year in vehicle wear and tear and fuel costs.
This project consisted of modifications to the existing Municipal Utility Services wash bay by installing a
fixed -gantry, drive-through vehicle wash system. The wash system is suitable for washing the City's smaller
and larger buses with high pressure nozzles and brushes. A touchless wash is also provided to
accommodate the City's heavy-duty and light-duty vehicles. The wash system includes a water recycling
system to save water while reducing discharges to the City wastewater system. Photos of the completed
work are shown in Exhibit A.
The original contract completion date was February 9, 2017 and the actual contract completion date was
July 19, 2017. The final cost of the project was $508,105. The difference between the original contract
amount and final contract amount is due to three change orders, all requested by the City. Change Order
No. 1 included relocating bollards, electrical line, additional asphalt concrete for sewer relocation, and larger
size electrical conduits ($4,424). Change Order No. 2 included additional excavation, asphalt base, grading
and paving, additional lighting in the bus wash area, and relocating existing electrical and mechanical lines
($20,316). Change Order No. 3 included additional bus wash equipment to accommodate washing the front
of buses equipped with bicycle racks, and relocating the equipment to provide access to the operating panel
for safety reasons ($57,796).
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that

the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold
payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT:
There will be an increase in the long-term maintenance costs associated with
these improvements, which will be absorbed in the Transit Operations budget.
However, the new bus wash, will be substantially more efficient, reducing
annual operating costs by at least $60,000 per year in vehicle wear and tear
and fuel costs.
FUNDING AVAILABLE: This project was funded by Transportation Development Act funds
(60199000).
