HomeMy WebLinkAboutAgenda Report - August 16, 2017 C-04TM CITY OF LODI COUNCIL COIVMMUNICATION AGENDA ITEM AGENDA TITLE: Adopt Resolution Approving Specifications, Authorizing Advertisement for Bids, and Authorizing City Manager to Award Contract for White Slough Water Pollution Control Facility Field 5 Levee Repair to the Lowest Responsive Bidder (Not to Exceed $75,000) MEETING DATE: August 16, 2017 PREPARED BY: Public Works Director RECOMMENDED ACTION: Adopt resolution approving specifications, authorizing advertisement for bids, and authorizing City Manager to award contract for White Slough Water Pollution Control Facility Field 5 Levee Repair to the lowest responsive bidder, in an amount not to exceed $75,000. BACKGROUND INFORMATION: The farming operation at the White Slough Water Pollution Control Facility utilizes a number of levees and ditches throughout the property. The levee that runs along the north side of fields 5A, 5B, and 5C (Exhibit A) has been impacted by squirrels in recent years. With the heavy rains this past winter, high water from the adjacent ditch began flowing through squirrel holes in the levee, which regularly flooded the northern portions of fields 5A, 5B, and 5C. The squirrel damage had not been noticed in past years because water levels remained low during the recent drought. The levee road has experienced a number of localized failures as shallow, saturated, squirrel holes began collapsing when maintenance vehicles would drive over them. The majority of the road failures are around one -foot deep, making it difficult for maintenance vehicles to safely access the tail water return pump and the discharge monitoring location. This project will remove the top two -feet of the levee, compact the dirt with vibratory compactors, and build the levee back up to its original elevation. The top of the levee will also be compacted with asphalt grindings currently stockpiled on the facility. Exhibit A also shows the limits of the levee to be repaired. The work is being performed under the San Joaquin County Multi -Specie's Habitat Conservation and Open Space Plan. Due to the work activity potentially disturbing sensitive habitat, the project must be completed by October 1, 2017. Under the City's normal procurement schedule, there will not be enough time for the successful bidder to complete the work by the October 1, 2017 deadline. To expedite the procurement schedule, staff is requesting this Council action also authorize the City Manager to award the contract to the lowest responsive bidder, in an amount not to exceed $75,000. This will save approximately one month and allow the work to be completed by the October 1, 2017 deadline. By authorizing the City Manager to award the construction contract, the Notice to Proceed could be issued within two weeks of the bid opening, allowing the project to start no later than September 15, 2017. The project duration is expected to be less than two weeks. The planned bid opening date is August 30, 2017. The project estimate is $50,000. While not expected, staff is requesting the City Manager be authorized to award a contract in an amount not to exceed $75,000, in case the bids come in above the estimated project cost. FISCAL IMPACT: FUNDING AVAILABLE: The project will have a minimal impact on total maintenance costs and will not impact the General Fund. This project cost is included in the Fiscal Year 2017/18 Wastewater Capital Budget as an element of the Field No. 5 and Catwalk Repair Project. NOW THEREFORE BE IT RESOLVED that the Lodi City Council does hereby approve specifications, authorize advertisement for bids, and further authorizes the City Manager to award the contract for White Slough Water Pollution Control Facility Field 5 Levee Repair to the lowest responsive bidder, in an amount not to exceed $75,000.
