RECOMMENDED ACTION: Adopt resolution authorizing City Manager to execute Task Order
No. 46 with West Yost Associates, Inc., of Walnut Creek, for
engineering services related to PCE/TCE plume management, in
the amount of $84,500, and appropriating funds in the amount of $84,500.
BACKGROUND INFORMATION: Five groundwater contaminant plumes have been identified within the
City of Lodi. One of these plumes, considered the Central Plume
Source Area (CPSA), began operating a Groundwater Extraction and
Soil Vaper Extraction (SVE) System in April 2011. That system, along with a variety of cleanup facilities
since 2003, has removed over 17,500 pounds of PCE. The City, along with Varinder Oberoi, Principal
Hydrologist, formally with Langan Treadwell Rollo and Associates, has been working closely on cleanup
activities with the Central Valley Regional Water Quality Control Board (CVRWQCB). Mr. Oberoi, now with
West Yost Associates, Inc. (West Yost), has helped the City develop a work plan and protocol for attaining
system closure for the CPSA. The remaining plumes (Northern, Southern, and South Central/Western
Plumes) are currently part of the ongoing monitoring and sampling program administered by CVRWQCB.
This Task Order will allow Mr. Oberoi and West Yost to provide an array of environmental consulting
services on the City's groundwater contamination plumes that are currently in monitoring and cleanup
phases and to address any issues that may arise that are not currently covered by active task orders.
The scope of work will consist of a SVE system operation evaluation, technical oversight of the Lodi
Central Plume Mid -Plume Groundwater Extraction and treatment system startup activities, evaluation of
PCE in the Northern Plume, preparation of a revised Groundwater Monitoring and Sampling Plan for the
Central, Southern, Western, and Northern Plumes, and on-call environmental consulting services for
Citywide plume management.
Staff recommends authorizing City Manager to execute Task Order No. 46 with West Yost Associates,
Inc., of Walnut Creek, for engineering services related to PCE/TCE plume management, in the amount of
$84,500, and appropriating funds in the amount of $84,500.
FISCAL IMPACT:
Revising the monitoring and sampling plan to reflect a semi-annual versus
quarterly sampling schedule is expected to save approximately $25,500 per
year. This work does not impact the General Fund.

City of Lodi — Plume Management Activities

In accordance with the Task Order Agreement between City of Lodi (Client) and West Yost
Associates, Inc. (Consultant), dated January 13, 1999, Consultant is authorized to complete the
work scope defined in this Task Order according to the schedule and budget defined herein.
WORK SCOPE
Task 1. SVE System Operation Evaluation
Based on the continued presence of relatively high soil vapor concentrations of VOCs at SVE wells
in the alleyway, including tetrachloroethylene (PCE) concentrations exceeding the residential
Environmental Screening Level (ESL), West Yost recommended that operation of the SVE system
focus on reducing PCE concentrations in the alleyway using the same sampling protocol described
in our Proposal for Sampling SVE Well Pairs, dated April 17, 2017. The proposed sampling
schedule of May and August 2017 was approved by the Water Board in a letter to the City dated
April 13, 2017.
As part of this Task, West Yost shall perform the following activities:
• A feasibility -level cost evaluation of alternatives for soil remediation in the LCP
source area;
• Prepare a Technical Memorandum summarizing our evaluation and recommendations
for the selected alternative;
• Meet with the City to discuss our recommendation for the selected alternative; and,
• Prepare a letter report to the Water Board to summarize the May and August 2017
sampling results and recommend future work to obtain closure of the LCP SVE
system.
We have assumed that the City would provide one round of comments on the draft report and that
the final letter report shall be submitted to the Water Board on the City's behalf and uploaded to
GeoTracker.
Task 1 Deliverables: One (1) electronic copy (in PDF format) of the Technical Memorandum and
draft letter report. One electronic copy of the final letter report (in PDF format).
Task 2. Technical Oversight of the LCP Mid -Plume Groundwater Extraction and Treatment
System Startup Activities
As part of mitigating the groundwater plume downgradient of the LCP source area, the City
installed an extraction well EW -7 and a groundwater extraction and treatment (GWET) system on
the Needham School property, located at 531 Church Street (intersection of Church Street and

Tokay Street). However, during the startup activities, the extraction rate of EW -7 was observed to
be significantly lower than the design extraction rate required to hydraulically contain and capture
groundwater contamination in the LCP mid -plume area. Following a review of existing data from
previous and current groundwater investigations, it was determined that a replacement extraction
well EW -7R would be installed at a location approximately 20 feet north of monitoring well G -25A.
West Yost shall provide technical oversight of EW -7R installation activities in accordance with our
Proposal for Technical Oversight for Installation of Lodi Central Plume Mid -Plume Replacement
Extraction Well EW -7R, dated April 17, 2017. These activities also include the performance of a
step -drawdown test at EW -7R to obtain its maximum pumping rate. The proposed location of
EW -7R was approved by the Water Board in a letter to the City dated April 20, 2017. Following
completion of EW -7R installation activities, West Yost shall perform the following activities:
• Perform GWET system startup activities which shall include continuous monitoring of
groundwater levels using pressure transducers at nearby monitoring wells G -25A,
G -25B, and G -25C for two days prior to and 10 days following commencement of
pumping from EW -7R. Data collected shall be reduced, tabulated, and analyzed using
AQTESOLV to estimate the aquifer properties near well EW -7R, including hydraulic
conductivity and extent of the radial capture zone. These aquifer parameters and water
level measurements shall be used to evaluate potential hydraulic communication
between the different aquifer units (i.e., A, B, and C);
• Collect and analyze a groundwater sample from EW -7R following completion of
startup activities; and,
• Prepare a letter report to the Water Board summarizing the installation of EW -7R and
GWET system startup activities.
The letter report shall include as -built construction drawings of the GWET system as well as the
boring log and well construction details of well EW -7R. We assume the City shall provide this
information to West Yost and have not included costs related to these in this proposal. We have
assumed that the City would provide one round of comments on the draft report and that the final
report shall be submitted to the Water Board on the City's behalf and uploaded to GeoTracker.

Task 3. Evaluation of PCE in Lodi Northern Plume Nested Monitoring Well NMW-1C
Groundwater monitoring data collected from the Lodi Northern Plume (LNP) nested monitoring
well NMW-1C, which is screened at a depth of 305 to 315 feet below ground surface (ft. bgs),
indicates the presence of PCE and trichloroethylene (TCE) at concentrations of 15 micrograms per
liter (µg/L) and 14 pg/L, respectively. PCE has not been detected above the maximum contaminant
level (MCL) of 5 µg/L in the shallower nested wells NMW-1A and NMW-1 B, which are screened
from 182 to 192 ft. bgs and 230 to 240 ft. bgs, respectively. Previous investigations in the LNP area
have indicated that TCE is the primary VOC in the plume with minimal concentrations of PCE and
other VOCs, including daughter products. TCE has been previously detected below 300 ft. bgs in
the southern portion of the LNP area studied, whereas, PCE has not been detected over the MCL
below 70 ft. bgs in the LNP area. Additionally, PCE has not been detected below 150 ft. bgs in the
LCP up gradient of or near the NMW-1 nested wells.

The Water Board suggested at the March 29, 2017 meeting that all available monitoring wells,
supply wells, and boring logs should be evaluated to determine the cause of PCE detected above
the MCL in NMW-1 C. As part of this evaluation, we will review data from previous investigations
and perform a statistical trend analysis of the data to evaluate the possible pathway for PCE
migration to NMW-1C. We will present the results of our evaluation in a technical memorandum
(Memo) to the City. We have assumed that the City would provide one round of comments on the
draft report and that the final report will be submitted to the Water Board on the City's behalf and
uploaded to GeoTracker.

Task 4. Prepare Revised Groundwater Monitoring and Sampling Plan for the Lodi Central,
Southern, Western, and Northern Plumes
Based on the Water Board's suggestions to obtain closure for the various VOC plumes within the
City, West Yost will revise the current monitoring and sampling plan (Plan) to reflect changes in
VOC concentrations and migration pathways of the various VOC plumes in the City. The revised
Plan shall be a first step to collect the necessary data to support a "Monitored Natural Attenuation
(MNA)" remedial approach to the Lodi Southern Plume (LSP) and Lodi Western Plume (LWP)
plumes. As part of this Task, West Yost shall perform the following:
• Prepare an analysis of the monitoring and supply well data, including performing
statistical analysis of the trends in VOC concentrations for the LCP, LSP, LWP, and
LNP;
• Prepare a revised Plan, which shall include revising the monitoring and sampling
schedule from quarterly to semi-annual for the LCP wells; and
• Meet with the Water Board to present the revised Plan and request Water Board
approval.
We have assumed that the City would provide one round of comments on the draft report and that
the final report shall be submitted to the Water Board on the City's behalf and uploaded to
GeoTracker.
Task 4 Deliverables: One electronic copy (in PDF format) of the draft report. One electronic copy
of the final report (in PDF format).
Task 5. Provide On-call Environmental Consulting Services for City -Wide Plume
Management
As part of this Task, West Yost shall continue to provide environmental consulting services to the
City for the several groundwater contamination plumes that are currently in monitoring and cleanup
phases, and to address issues that continue to arise and are not currently covered by active Task
Orders. We are being asked by the City staff to provide input to the City and to the various
environmental contractors on their work, and this Task shall provide a mechanism for us to continue
this support.

COMPENSATION
Compensation shall be in accordance with the provisions of the Task Order Agreement between
Client and Consultant and the billing rate schedule as shown in Attachment A.
The compensation limit for services performed under this task order shall not exceed $84,500. If
additional funds are required to complete the services defined herein beyond this limit, Consultant
shall notify Client in writing prior to reaching the authorized limit, and shall not proceed with work
in excess of the limit without the prior written approval of Client.
SCHEDULE
Work shall commence immediately upon receipt of Notice to Proceed. We anticipate completing
the proposed scope of work within approximately six months.

• Technology and Communication charges including general and CAD computer, software, telephone,
routine in-house copies/prints, postage, miscellaneous supplies, and other incidental project expenses
will be billed at 6% of West Yost labor.
▪ Outside Services such as vendor reproductions, prints, shipping, and major West Yost reproduction
efforts, as well as Engineering Supplies, etc. will be billed at actual cost plus 15%.
Mileage will be billed at the current Federal Rate and Travel will be billed at cost.
• Subconsultants will be billed at actual cost plus 10%.
• Expert witness, research, technical review, analysis, preparation and meetings billed at 150% of
standard hourly rates. Expert witness testimony and depositions billed at 200% of standard hourly

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING
THE CITY MANAGER TO EXECUTE TASK ORDER NO. 46 WITH
WEST YOST ASSOCIATES, INC., OF WALNUT CREEK, FOR
ENGINEERING SERVICES RELATED TO PCE/TCE PLUME
MANAGEMENT, AND FURTHER APPROPRIATING FUNDS
WHEREAS, in accordance with the Task Order Agreement between City of Lodi and
West Yost Associates, dated January 13, 1999, West Yost Associates is authorized to complete
the scope of work defined in Task Order 46; and
WHEREAS, Task Order No. 46 includes engineering and groundwater monitoring
services related to PCE/TCE plume management; and
WHEREAS, staff recommends authorizing the City Manager to execute Task Order
No. 46 with West Yost Associates, Inc., of Walnut Creek, for engineering services related to
PCE/TCE plume management, in the amount of $84,500; and
WHEREAS, staff further recommends that the City Council appropriate funds as follows

BE IT FURTHER RESOLVED that the Lodi City Council does hereby authorize an
appropriation for Task Order No. 46 in the amount of $84,500, as set forth above.
