AGENDA TITLE: Adopt Resolution Authorizing City Manager to Execute Master Agreement with
Department of Transportation and all Related Documents for Federal Aid Projects

RECOMMENDED ACTION
Adopt resolution authorizing City Manager to execute Master
Agreement with Department of Transportation and all related
documents for Federal aid projects.
BACKGROUND INFORMATION: Department of Transportation (CalTrans) requires the City of Lodi to
enter into a Master Agreement to establish terms and conditions
before federal funds will be made available for a specific project. In
addition to the Master Agreement, the City must submit and execute a project -specific Program
Supplement for all federal -aid projects.
In 2001, Council adopted a resolution authorizing the City Manager to accept and sign all agreements
and related documents for Federal aid projects. A Master Agreement with CalTrans was executed in
2009. Recently staff was advised that CalTrans is requiring the City to update the existing Master
Agreement in order to continue to receive Federal funding.
CalTrans policy requires a resolution authorizing execution of the Master Agreement prior to CalTrans
providing the actual document to the City. Execution of the Master Agreement is subject to review and
approval by the City Attorney.
Staff recommends authorizing City Manager to execute Master Agreement with CalTrans and all related
documents for Federal aid projects, pending review and approval by the City Attorney.
FISCAL IMPACT: Failure to execute the Master Agreement would result in loss of federal
funds for transportation projects within the City of Lodi.

A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE
CITY MANAGER TO EXECUTE A MASTER AGREEMENT WITH THE
CALIFORNIA DEPARTMENT OF TRANSPORTATION AND ALL
RELATED DOCUMENTS FOR FEDERAL AID PROJECTS
WHEREAS, the California Department of Transportation (CalTrans) requires the City of
Lodi to enter into a Master Agreement to establish terms and conditions before federal funds will
be made available for a specific project; and
WHEREAS, in addition to the Master Agreement, the City must submit and execute a
project -specific Program Supplement for all federal aid projects; and
WHEREAS, staff recommends that the City Council authorize the City Manager to
execute a Master Agreement with CalTrans and all related documents for federal aid projects.
NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
authorize the City Manager to execute a Master Agreement with the California Department of
Transportation (CalTrans) and all related documents for federal aid projects.
