BACKGROUND INFORMATION: The City of Lodi was recently awarded $399,000 in grant funding from the Proposition 1B Transit System Safety, Security and Disaster Response Account (TSSSDRA) program for security fencing and cameras. The Council approved the grant submittal on December 16, 2015 and the City received funds in June 2016 that will provide funding for various safety related Transit projects. Currently, all 24 of the City's buses park in an unsecured area located south of the Transit Station. The buses range in value between $200,000 and $500,000 each, depending on the model. Over the past few years, Transit has experienced vandalism and break-ins at the currently unsecured parking area. This project will enhance the security of the transit buses and consists of installing 630 lineal feet of 8 - foot high wrought iron security fencing, two automated driveway sliding gates, and pedestrian gate equipped with an employee access card reader to secure the Transit Station bus parking area, as shown on Exhibit A. The entry access control has video recording, phone, and speaker capabilities. This project also includes replacing concrete sidewalk and miscellaneous improvements required to facilitate the fence installation. This project also provides for resetting or replacing approximately 900 square feet of damaged or sunken driveway pavers. The plans and specifications are on file in the Public Works Department. The planned bid opening date is August 16, 2017. The project estimate is $450,000. FISCAL IMPACT: There will be an increase in the long-term maintenance costs associated with the installation of the security and safety equipment that will be funded by Transit operations.
