HomeMy WebLinkAboutAgenda Report - June 21, 2017 C-13TM CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM Cq3 AGENDA TITLE: Accept Improvements Under Contract for Lodi Lake Nature Area Emergency Levee Repair MEETING DATE: June 21, 2017 PREPARED BY: Public Works Director RECOMMENDED ACTION: Accept improvements under contract for Lodi Lake Nature Area emergency levee repair. BACKGROUND INFORMATION: This project consisted of placing quarry stone and rock within the river, placing earth fill to rebuild the levee crown and other incidental and related work to provide emergency repair of the existing levee along Mokelumne River, all as shown on the plans and specifications for the above project. On April 19, 2017, Council declared a local emergency and authorized the City Manager to execute the required documents to perform the repairs. After conducting an informal bid, the City Manager executed a contract with Ford Construction Company, Inc., of Lodi, in the amount of $94,010, on May 10, 2017. The contract has been completed in substantial conformance with the plans and specifications. The contract completion date was June 1, 2017. The final contract price was $165,194.45. The difference between the original contract price and the final contract cost ($71,184.45) is due to one change order which includes additional rock material needed to fill a large and unknown hole on the waterside of the levee, remove and replace several signs and a bench to permit equipment access, to remove and replace three areas of asphalt pavement, and regrade the decomposed granite path damaged by the heavy equipment and delivery trucks. A photo of the completed project is shown in Exhibit A. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors that the project is complete and begins their 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: This emergency project was funded using the General Fund Capital Outlay Fund. Discussions with the Federal Emergency Management Agency staff indicate the City is eligible to recover up to 75 percent of the project costs from the Federal Government and 18.75 percent from the State of California. The City of Lodi is responsible for the remaining funding obligation of 6.25 percent. FUNDING AVAILABLE: This project was funded from the General Fund Capital Outlay Fund.
