HomeMy WebLinkAboutAgenda Report - February 2, 2000 E-07PCITY OF LODI COUNCIL COMMUNICATION LL AGENDA TITLE: Public Benefits Program Grant — United Congregational Church Comprehensive Energy Engineered Analysis ($8,075) MEETING DATE: February 2, 2000 PREPARED BY: Electric Utility Director RECOMMENDED ACTION: That the City Council approve a Public Benefits Program Grant in the amount of $8,075 to fund a Comprehensive Energy Engineered Analysis for a demand-side management project for United Congregational Church. BACKGROUND INFORMATION: United Congregational Church, located at 701 S. Hutchins Street, has elected to pursue a significant tenant improvement project for the facilities sanctuary, office/lobby areas, as well as classroom space. Included in the tenant improvements, is a proposed energy efficiency upgrade project. The purpose of the Comprehensive Energy Engineered Analysis is to identify specific energy conservation measures and the associated energy, maintenance and operational savings that could be implemented as part of United Congregational's overall construction project. The specific energy conservation measures to be included involve retrofitting the HVAC (heating, cooling & ventilation) system, lighting in both the sanctuary and classrooms, and strengthening the classroom roofing, by applying state-of-the-art energy efficiency technology. The Comprehensive Energy Engineered Analysis will be conducted by Energy Masters International, Inc., the City of Lodi's energy services company, in conjunction with the City of Lodi Electric Utility. The full report is targeted for delivery to United Congregational Church in mid-March 2000. Funding for the Comprehensive Energy Engineered Analysis is provided by the City of Lodi Public Benefits Program. After numerous site visits and discussions with representatives of United Congregational Church, the City of Lodi Electric Utility respectfully recommends approval of this funding request as a qualifying component of the Public Benefits Program. Dixon Flynn - City RESOLUTION NO. 2000-12 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE CITY MANAGER TO PROVIDE A PUBLIC BENEFITS PROGRAM GRANT TO FUND A COMPREHENSIVE ENERGY ENGINEERED ANALYSIS FOR UNITED CONGREGATIONAL CHURCH WHEREAS, the State has mandated that beginning January 1, 1998, the City of Lodi is obligated to fund various programs through a Public Benefits Charge (PBC) based on a historical electric revenue requirement; and WHEREAS, the requirement amounts to approximately $1M per year that must be dedicated to qualifying programs such as energy efficiency. A further stipulation is that these efforts must be done on the customer's side of the meter in order to qualify; and WHEREAS, the City of Lodi Electric Utility, in partnership with Energy Masters, International, will complete a Comprehensive Energy Engineered Analysis of United Congregational Church located at 701 S. Hutchins Street. As a result of this assessment, it will identify specific energy conservation measures and the associated energy, maintenance and operational savings that could be implemented as part of United Congregational's overall construction project. The specific energy conservation measures to be included involve retrofitting the HVAC (heating, cooling & ventilation) system, lighting in both the sanctuary and classrooms, and strengthening the classroom roofing, by applying state-of-the-art energy efficiency technology; and WHEREAS, the Electric Utility Department recommends that the City provide a Public Benefits Program Grant of $8,075.00 to fund a Comprehensive Energy Engineered Analysis for United Congregational Church. BE IT RESOLVED, that the Lodi City Council hereby authorizes the City Manager to provide a Public Benefits Program Grant in the amount of $8,075.00 to United Congregational Church for a Comprehensive Energy Engineered Analysis.
