AGENDA TITLE: Presentation of Certificate of Completion of Executive Fire Officer Program to Deputy Fire Chief Eugene Stoddart MEETING DATE: June 21, 2017 PREPARED BY: Fire Chief RECOMMENDED ACTION: Presentation of Certificate of Completion of Executive Fire Officer Program to Deputy Fire Chief Eugene Stoddart BACKGROUND INFORMATION: The National Fire Academy's (NFA) Executive Fire Officer (EFO) Program provides senior fire officers with a broad perspective on various facets of fire and emergency services administration. As an EFO Program student, Chief Stoddart enhanced his professional development through a series of four graduate and upper -division baccalaureate equivalent courses taken over a four-year period. Each course was two weeks in length. In addition, Chief Stoddart had to complete an Applied Research Project (ARP) that relates to his organization within six months after the completion of each of the four courses. The EFO Program curriculum consisted of the four following courses: Executive Development, Executive Analysis of Community Risk Reduction, Executive Analysis of Fire Service Operations in Emergency Management and Executive Leadership. Chief Stoddart completed four separate ARP's that related specifically to Lodi. Two of Chief Stoddart's ARP's were so well received, they were published by the National Fire Academy and placed in its Learning Resource Center for future fire academy students to learn and benefit from. On June 1, the Lodi Fire Department received notice that Deputy Chief Stoddart had successfully completed his final ARP and was awarded his EFO Program certificate from the Federal Emergency Management Agency (FEMA) and the U.S. Department of Homeland Security, which oversees the U.S. Fire Administration, National Fire Academy and the National Emergency Training Center. The Lodi Fire Department is grateful for Deputy Chief Stoddart's dedication during this arduous undertaking while still performing his many duties as Deputy Chief at an extremely high level. In addition, we are immensely honored by his personal example of hard work, leadership and perseverance. FISCAL IMPACT: Not applicable. FUNDING AVAILABLE: Not applicable.
