AGENDA TITLE: Adopt Resolution Approving the Classification, Job Description and Salary Range
of Fleet Superintendent and Approving the Reclassification of One Fleet
Supervisor to the Position of Fleet Superintendent

RECOMMENDED ACTION:
Adopt resolution approving the classification, job description and
salary range of Fleet Superintendent and approving the
reclassification of one Fleet Supervisor to the position of Fleet
Superintendent.
BACKGROUND INFORMATION: The Human Resources division received a request to conduct a
classification study for a Fleet Supervisor in the Public Works
Department. Human Resource staff conducted a classification
study and recommends the creation of a new classification, salary range and the subsequent
reclassification of one employee to the newly created position of Fleet Superintendent.
The study concluded that the incumbent, Mr. Randy Laney, was performing managerial work that is
above his current job classification. It was evident that Mr. Laney is managing the Fleet Division, not just
acting in the capacity of a Supervisor. The creation of the Fleet Superintendent allows the incumbent to
be properly compensated for the higher level duties being performed and is consistent with other Division
Heads within the Public Works Department.
As part of the reclassification process, Human Resources staff conducted a desk audit of the work being
performed by Mr. Laney. It was determined that Mr. Laney has been performing managerial duties that
were previously performed by the Fleet and Facilities Manager who retired in 2012. The position was left
vacant, as was done with many positions across the City, due to the economic downturn. Mr. Laney has
been performing the majority of these duties for many years now.
Mr. Laney exhibits a significant amount of independent judgment and decision making and works with
minimal direction. Mr. Laney allocates labor and resources, provides direction to staff, and performs
regulatory over site for the City's Fleet Division (responsible for compliance of the air quality requirements
on City fleet based on the California Air Resource Board; responsible for inspections for City's DOT fleet;
and responsible for the fleet division's budget ($1.9 million), including fuel for the entire City fleet,
preventative maintenance and repairs on fleet vehicles (450 pieces); and the purchase and disposition of
equipment). In addition to these managerial duties, Mr. Laney served as the project manager for recent
projects in the Fleet Division including the remodel of the CNG station and the bus wash project.
After a thorough and complete analysis, it is staffs recommendation that a new job classification of Fleet
Superintendent be created in the Mid -Management bargaining unit and that Mr. Laney be reclassified into
this new classification. If approved, this reclassification would result in a change in Bargaining Units for
Mr. Laney, from Maintenance & Operators Unit (AFSCME), to the Lodi City Mid -Management Association
(LCMMA).

In addition, staff conducted a salary study of this position and recommend that the salary be set at 15
percent above that of the supervisor classification. This salary is comparable to other Mid -Management
positions within Public Works; however, it is still below market of external agencies that we surveyed.
The proposed salary range for the Fleet Superintendent is $68,233.41 to $82,938.10. The LCMMA is in
agreement with the new classification and salary range. Additionally, LCMMA and AFSCME concur with
the reclassification of one Fleet Supervisor to Fleet Superintendent.
Staff recommends Council approve the new job description, salary range and reclassification of one Fleet
Supervisor to the newly created classification of Fleet Superintendent, retroactive to August 29, 2016.
FISCAL IMPACT:
FUNDING AVAILABLE:
The fiscal impact in FY 2016/17 would be approximately $7,000 including
benefits.
Increased expenses will be absorbed within existing appropriations.

includes, purpose, responsibilities, and scope of work. Job descriptions are not intended
to reflect all duties performed within the job.
DEFINITION
Responsible for planning, developing and overseeing the work of fleet maintenance
crews and monitoring and assisting in the preparation of the fleet services operating
plan and budget; the operation and maintenance of the City fleet, including a preventive
maintenance program and performs related work as assigned. Under direction, plans,
organizes, and directs the activities of the Fleet Division; performs related work as
assigned.
SUPERVISION EXERCISED AND RECEIVED
Receives direction from higher level staff. Exercises general direction and supervision
over lower level Fleet personnel.
EXAMPLES OF DUTIES
Duties may include, but are not limited to the following:
Perform management -level duties related to position, including budgeting, forecasting,
hiring and supervising staff, service delivery efficiencies and effectiveness, and
customer service standards and processes.
Plan, organize and directs the work of personnel engaged in the maintenance and
repair of City fleet and equipment; directs the day to day operations of the Fleet
Division.
Develop and implement plans to meet environmental goals, including introduction and
evaluation of alternative fueled vehicles; ensure compliance with State and Federal
regulations.
Prepares bidding documents for the purchase of City vehicles and equipment and other
fleet related projects; makes recommendations on the purchase, sale and disposal of
new and used vehicles and equipment; approves requisitions; review and authorizes
payment on invoices, credit card charges and other purchasing documents.
Provides training and development for division employees to develop and maintain a
high performance, customer service-oriented work environment.
Prepares or reviews reports or presentations for the Public Works Director, City
Manager, or City Council; presents reports and or findings to City Council on the
purchase, sale or disposal of fleet vehicles and equipment.

Investigates and prepares reports on accidents involving City personnel and equipment;
may represent the City in court proceedings.
Oversees the preparation and administration of the annual budget for the Fleet Division,
including the procedure for chargebacks to City Departments to recover fleet operation
and replacement costs.
Authorizes and approves work contracted to outside vendors; determines the necessity
for contracting out major repairs; directs and approves purchasing activities.
Develops cooperative and collaborative relationship with internal and external
customers.
Performs other duties related to the operation of the department and the City including
additional duties that enable the department and City to meet the diverse needs of its
community.
MINIMUM QUALIFICATIONS:
Knowledge of:
Principles and practices of management and supervision; basic municipal accounting
and budgeting practices.
Principles and practices of vehicle and equipment maintenance and repair as related to
a large and varied fleet maintenance program.
Safety principles, practices, and procedures.
Report writing techniques.
Codes, ordinances and guidelines pertaining to the Fleet Division.
The uses and operation of heavy equipment and mechanical equipment; materials,
methods, tools, and equipment used in the maintenance of buildings and equipment;
building and equipment maintenance procedures.
Ability to:
Analyze and interpret Federal and State regulations pertaining to the Fleet Division.
Analyze problems, identify alternative solutions, project consequences of proposed
actions and implement recommendations in support of goals.
Plan, organize, assign, and review the work of subordinate personnel.
Organize and conduct division training programs.

EDUCATION AND EXPERIENCE:
Any combination of education and experience that would likely provide the required
knowledges and abilities would be qualifying. A typical combination is:
Education:
Equivalent to a Bachelor's degree from an accredited college with major coursework in
public administration, business administration, or a directly related field is desirable.
Experience:
Five years increasingly responsible work experience in the maintenance and repair of
fleet vehicles and heavy equipment, two years of which were in a supervisory capacity.
LICENSES AND CERTIFICATES:
Possession of a valid Commercial Class A Driver's License issued from the California
Department of Motor Vehicles with the appropriate endorsements, as mandated by the
State of California Commercial Vehicle Code, within 6 months of appointment.
WORKING CONDITIONS
Willingness and ability to work scheduled and emergency overtime and be available on
call as required.
Mobility: frequent performance of heavy manual labor; frequent crawl, bend, stoop,
reach, and climb for long period of time.
Lifting: frequent lifting and maneuvering various tools, equipment and apparatus
weighing up to 75 pounds.
Vision: essential duties require the mental and/or physical ability to read fine print on
labels, manuals, maps, and diagrams and with no color deficiencies to work with color -
coded wires.
Dexterity: frequent grasping, holding, and reaching.
Hearing/Talking: frequent hearing and talking in person. May be required to wear ear
protection or hear in noisy conditions.
Emotional/ Psychological: frequent coworker contact; occasional working alone.
Environmental: frequent exposure to loud noise; frequent exposure to chemicals,
fumes, and other environmental substances; work outdoors under adverse conditions
such as at night, in confined and awkward spaces, in heavy traffic, in heat, cold, and
rain.

NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby
approve the classification and job description for the position of Fleet Superintendent
attached hereto as Exhibit A; and
BE IT FURTHER RESOLVED that the salary range for Fleet Superintendent is
hereby approved and shall be as follows:
