Repair of Mokelumne River Levee

RECOMMENDED ACTION: Receive update on emergency condition at Lodi Lake Nature Area,
emergency repair of Mokelumne River levee.
BACKGROUND INFORMATION: On April 11, 2017, Park's staff noticed that a portion of the Mokelumne
River levee at the Lodi Lake Nature Area trail has eroded into the river,
at the location shown on Exhibit A. The eroded vertical face of the
levee bank, along with fresh cracks appearing along the levee structure indicated the levee was becoming
unstable and could fail at any time, as shown in Exhibit B.
This portion of the levee was repaired in 2012 by Woodbridge Irrigation District, however, the combination
of sustained high river flows experienced this winter, along with minimal regrowth of vegetation in the repair
area, had caused a substantial portion of the heavily saturated slope to fall into the river. If the levee had
failed, it would have caused flooding in the nature area, potentially killing trees and native plants, and
displacing wildlife.
In response, Staff retained the services of Kjeldsen, Sinnock & Neudeck, Inc. (KSN), a local engineering firm
that specializes in levee maintenance and repair, to assist staff with formulating an expedited plan to repair the
damaged levee section. On April 19, 2017, Council declared a local emergency and authorized the City
Manager to execute the required documents to perform the repairs. Staff conducted an informal bid process
and received the following two bids for this project on May 9, 2017.

The construction work to repair the Mokelumne River levee began on May 10, 2017. During construction, the
contractor found more damage to the levee than was originally believed to exist, requiring a minor design
modification to control costs. The substantial completion date was May 24, 2017 and is shown in Exhibit C.
The remaining work includes portions of the nature trail that was disturbed by the construction work and some
replanting of vegetation in the area of the levee repair. Expenditures as of May 24, 2017 are approximately
$135,000. The total cost is not expected to exceed $175,000 including City staff time and KSN's consulting
fee, which is substantially less than the original appropriation of $250,000.
A timeline of the procurement and construction schedule is reflected below. As noted above, the repairs were
substantially complete on May 24, 2017.

This emergency project is funded using the General Fund Capital Outlay
Fund. Discussions with the Federal Emergency Management Agency (FEMA)
staff indicate the City is eligible to recover up to 75 percent of the project costs
from the Federal Government and 18.75 percent from the State of California.
The City of Lodi is responsible for the remaining funding obligation of 6.25
percent.
FUNDING AVAILABLE: On April 19, 2017, Council appropriated $250,000 from the General Fund
Capital Outlay Fund for this project.
