AGENDA TITLE: Accept Improvements Under Contract for Beckman Park Storm Water Pump
Station Improvement Project

RECOMMENDED ACTION: Accept improvements under contract for Beckman Park Storm
Water Pump Station Improvement Project.
BACKGROUND INFORMATION: This project was awarded to C.E. Cox Engineering, Inc., of
Orangevale, on November 2, 2016, in the amount of $38,500.
The contract has been completed in substantial conformance
with the specifications approved by City Council on September 7, 2016.
Approximately half of the City's storm drainage flows are directed to the Beckman Park Storm Water
Pump Station, located at 1426 West Century Boulevard. The pump station was originally designed to
discharge up to 40 cubic feet per second (cfs) of storm water into the Woodbridge Irrigation canal.
Since master planned storm drain facilities serving The Vine at Vintner's Square subdivision are not
yet available, the conditions of approval for the project require the developer to fund minor
modifications to the City's existing storm drain system. The system modifications are intended to
accommodate the additional storm water flows generated by the subdivision improvements.
One of the required improvements is to modify the outfall structure at the Beckman Park Storm Water
Pump Station. The modification is needed to increase the facility's discharge capacity from 40 cfs to
60 cfs.
The project completion date was May 15, 2017, which was within the contract limit. The final contract
price of $38,500 matched the original contract price. Sample photos are shown in Exhibit A.
Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of
Completion with the County Recorder's office. The notice serves to notify vendors and subcontractors
that the project is complete and begins their 30 -day period to file a stop notice requiring the City to
withhold payments from the prime contractor in the event of a payment dispute.
FISCAL IMPACT:
This project will provide the necessary storm drain system capacity to
serve The Vine at Vintner's Square Subdivision, thereby reducing the
City's exposure to storm drain related claims. There is no impact to the
City's General Fund.
