BACKGROUND INFORMATION: This contract was awarded to A.M. Stephens Construction Company, Inc., of Lodi, in the amount of $118,529, on December 21, 2016. The contract has been completed in substantial conformance with the plans and specifications approved by City Council on August 17, 2016. This project removed the existing non-compliant concrete ramp at the north entrance of the building and replaced it with a new, concrete, Americans with Disabilities Act (ADA) -compliant ramp and stairs for general public access. Three parking stalls were removed to install two concrete, ADA -compliant parking stalls with appropriate signage and striping. A new crosswalk was striped in the existing asphalt and new concrete sidewalk was installed to join the existing sidewalk to the new access ramp. The complete project is shown in Exhibit A. The contract completion date was April 19, 2017, and the actual completion date was May 8, 2017. The time extension was due to rain delays, amendments to the scope of work, and product lead times. The final cost of the project was $134,717.53. The difference between the original contract amount and final contract amount was due to one change order totaling $16,188.53. The City requested changes include a new concrete courtyard area, and hand rail modifications for ADA compliance. Following acceptance by the City Council, as required by law, the City Engineer will file a Notice of Completion with the County Recorder's office. The notice serves to inform vendors and subcontractors that the project is complete and to initiate the 30 -day period to file a stop notice requiring the City to withhold payments from the prime contractor in the event of a payment dispute. FISCAL IMPACT: Completion of this project reduces the City's exposure to ADA claims. FUNDING AVAILABLE: This project was funded by the Community Development Block Grant.
