BACKGROUND INFORMATION: The Parks Division with Parks, Recreation and Cultural Services (PRCS) currently has three Park Maintenance Worker III's and five Park Maintenance Worker II's, compared to five and 11 in 2007. As the Parks Division becomes more reliant on part-time laborers to perform the day-to-day maintenance duties, PRCS utilizes full-time staff to provide supervision and direction to the part-time seasonal employees. However, regular oversight and supervision of part-time employees is not within the job description of a Park Maintenance Worker II. Unlike the Park Maintenance Worker II class, the III's regularly lead field crews and are expected to perform the most technically complex maintenance tasks, and to act as Park Supervisor in his/her absence. Last year, PRCS management conducted a brainstorming session with several seasoned parks employees to discuss ways to improve operations within the Parks Division. The discussions included ways to improve morale, productivity, and performance; including possible realignment and staffing changes. Those parks employees felt that increasing the number of Park Maintenance Worker Ills would benefit the department by providing operational flexibility in the performance of complex maintenance tasks and the supervision of staff. There is no increase to budgeted headcount and PRCS will attempt to fill this position from existing Parks staff through a promotional recruitment. Staff recommends Council approve the requested changes to the PRCS budgeted positions to provide for an additional Park Maintenance Worker III and one fewer Park Maintenance Worker II. FISCAL IMPACT: Additional annual cost of about $8,000 FUNDING AVAILABLE: If the position is filled in Fiscal Year 2016-17, there is sufficient budget authorization in PRCS to absorb any increased cost. The additional $8,000 cost is included in the Fispral Year 2016-17 budget recommendation.
