BACKGROUND INFORMATION: Parks, Recreation and Cultural Services (PRCS) requests Council set two new fees and increase one. The two new requested fees are for a seasonal swim pass and a special event parking fee at various PRCS facilities. The fee change is an increase to the Saturday rental fee at Kirst Hall at Hutchins Street Square. The Parks and Recreation Commission recommends approval of the new fees. The seasonal swim pass would be $30 for adults and $20 for children 17 and under, and be good for unlimited admission to the Lodi Lake beach and Blakely Park pool. The season begins Memorial Day weekend and concludes Labor Day. Staff believes a seasonal pass would be convenient for our existing customers, as well as encourage more use of the beach, which recently was refreshed with 500 tons of new sand. Daily fees for the facilities would remain unchanged. The special event parking fee would be $5 and applicable to various PRCS facilities, such as the Softball Complex and Grape Bowl parking lots, Hutchins Street Square and the west side of Lodi Lake Park. The PRCS Strategic Plan, adopted in early 2016, identified special event parking fees as a potential revenue generator. The fee would not apply to regular PRCS programs or youth activities, or Lodi Unified School District football games, but could apply to special events and tournaments in and near PRCS facilities. Council also is asked to approve an increase in the Saturday rental fee for Kirst Hall at Hutchins Street Square, from $3,150 to $3,250 for most users and $2,200 to $2,400 for nonprofits. Demand remains strong for our premier indoor facility with most Saturdays booked a year in advance, which provides an opportunity for PRCS to generate additional income to reinvest in our facilities. The rates for other days of the week would remain unchanged. FISCAL IMPACT: An estimated increase of approximately $10,000 annually. FUNDING AVAILABLE: Not applicable. JH:tI Jeff Hob Parks, Recreation and Cultural Services Director APPROVED: n Schvvabaity Manager RESOLUTION NO. 2017-93 A RESOLUTION OF THE LODI CITY COUNCIL SETTING PARKS, RECREATION AND CULTURAL SERVICES FEES WHEREAS, the Parks, Recreation and Cultural Services (PRCS) Department regularly examines its department fees to ensure they reflect a balance of market rates and cost -recovery objectives; and WHEREAS, the proposed fees, which received Recreation Commission support, were crafted through a combination of staff recommendations, public comment, and Commission debate; and WHEREAS, the City Council -approved PRCS Strategic Action Plan recommends establishing a $5 Special Event Parking fee; and WHEREAS, the Special Event Parking fees shall apply to the parking lots located at the Softball Complex, the Grape Bowl, Hutchins Street Square, the west side of Lodi Lake Park, and any PRCS facility where special events and tournaments are situated; and WHEREAS, for all other special events that take place in or near PRCS facilities, it shall be at the discretion of the Parks, Recreation and Cultural Services Director or designee, as to if the Special Events Parking fee shall be charged. NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby approve the revised fees for Saturday rental of Kirst Hall at Hutchins Street Square, a new Special Event Parking fee, and a seasonal swim pass fee as follows: Seasonal Swim Pass — Adult Seasonal Swim Pass — Children (17 and under) $30 $20 Special Event Parking (Does not apply to regular PRCS programs or youth activities, or Lodi Unified School District football games) $5 Base Rate LKirst Hall — Saturday Rental $3,250 Non -Profit $2,400 BE IT FURTHER RESOLVED by the Lodi City Council that the above -referenced fees shall take effect upon adoption of this Resolution.
