Hutchins, with the Community Improvement Award for February 2000. BACKGROUND INFORMATION: In 1998, Mr. Casalegno leased the site and started on improvements for converting the long vacant dairy product retail outlet into a drive-thru coffee and espresso shop, the Java Stop. In doing so, he rejuvenated the former Milk Stop, a fixture in this community which originally was built in 1957. Unfortunately, in recent years, that fixture had become a source of code enforcement problems due to the occasions when the vacant buildings would become unsecured, graffiti would be sprayed on the buildings or garbage and debris would be left in the lot areas. All standard problems encountered with a vacant property. The opening of the Java Stop, and the related exterior improvements has been a definite improvement to a very visible property located along one of the busiest thoroughfares in Lodi, and worthy of recognition with the Community Improvement Award.
