HomeMy WebLinkAboutAgenda Report - April 19, 2017 C-17TM CITY OF LODI COUNCIL COMMUNICATION AGENDA ITEM c-17 AGENDA TITLE: Adopt Resolution Terminating Delta Regional Auto Theft Team (Delta RATT) Memorandum of Understanding Effective June 1, 2017; Authorizing Reassignment of Delta RATT Police Officer (Special Assignment) to Serve as a Community Resource Police Officer (Special Assignment) to Specifically Focus on Community Homeless Issues, and Authorizing Appropriation of Budgeted Part-time Salary Funds from Police Administration to Operations to Fund that Portion of the Officer's Salary No Longer Funded by Delta RATT ($69,830) MEETING DATE: April 19, 2017 PREPARED BY: Police Chief RECOMMENDED ACTION: Adopt resolution terminating Delta Regional Auto Theft Team (Delta RATT) Memorandum of Understanding effective June 1, 2017, authorizing reassignment of Delta RATT Police Officer (Special Assignment) to serve as a Community Resource Police Officer (Special Assignment) to specifically focus on community homeless issues, and authorizing appropriation of budgeted part-time salary funds from Police Administration to Operations to fund that portion of the Officer's salary no longer funded by Delta RATT, in the amount of $69,830. BACKGROUND INFORMATION: The Lodi Police Department, in a joint agreement with the Delta Regional Auto Theft Team (Delta RATT), places one full-time officer on a County -wide auto theft task force. Delta RATT compensates the City of Lodi one-half of the cost of an officer up to $80,000 per year. The City has the ability to terminate the Delta RATT Memorandum of Understanding at any time. After discussion with City officials, City staff, and community leaders, it has become apparent that the City of Lodi is in need of a designated Community Resource Police Officer to preemptively respond to the needs of the homeless community. The Lodi Police Department responded to more than 2,300 calls for service involving homeless complaints from January 2016 through March 2017. Department representatives have met with an officer from the City of Manteca whose job functions are identical to the concept of the proposed Community Resource Police Officer. This officer responds to calls related to homeless complaints, builds relationships with the homeless population, manages contacts with rehabilitation facilities, arranges appointments for hygiene and health, and maintains connections with faith -based and non-profit organizations with resources for the homeless. The City of Manteca officer has also had success permanently relocating homeless citizens by reconnecting them with family members. The Police Department currently has salary savings from the vacant part- time Senior Administration Clerk position, which is not planned to be filled. The Police Department will continue to allocate the salary savings from the unfilled Administrative position to pay a portion of the Community Resource Officer's salary in future fiscal years. Staff recommends that the City Council authorize the termination of the Delta RATT Memorandum of Understanding effective June 1, 2017, and reassign the Delta RATT Police Officer (Special Assignment) to serve as a Community Resource Police Officer (Special Assignment) to specifically focus on community homeless issues. Staff further recommends appropriating budgeted part-time salary funds from Police Administration to Operations as shown on the attached Appropriation Adjustment Request Form. FISCAL IMPACT: FUNDING AVAILABLE: Loss of one month of the remaining reimbursement from the Delta RATT Memorandum of Understanding for one-half of an officer up to $80,000 per year. RESOLUTION NO. 2017-73 A RESOLUTION OF THE LODI CITY COUNCIL AUTHORIZING THE TERMINATION OF THE DELTA REGIONAL AUTO THEFT TEAM (DELTA RATT) MEMORANDUM OF UNDERSTANDING; AUTHORIZING THE REASSIGNMENT OF THE DELTA BATT POLICE OFFICER (SPECIAL ASSIGNMENT) TO SERVE AS A COMMUNITY RESOURCE POLICE OFFICER (SPECIAL ASSIGNMENT); AND FURTHER APPROPRIATING FUNDS WHEREAS, the Lodi Police Department, in a joint Memorandum of Understanding with the Delta Regional Auto Theft Team (Delta RATT), bi-annually sponsors one-half of the cost of a Police Officer (Special Assignment) up to $80,000; and WHEREAS, the Lodi Police Department would like to remove the officer that is currently assigned to Delta RATT and realign the position to focus specifically on the City of Lodi's homeless issues as a Community Resource Police Officer (Special Assignment); and WHEREAS, staff recommends that the City Council authorize the termination of the Delta Regional Auto Theft Team Memorandum of Understanding effective June 1, 2017; and WHEREAS, staff further recommends reassigning the Delta RATT Police Officer (Special Assignment) to serve as a Community Resource Police Officer (Special Assignment) to specifically focus on community homeless issues; and WHEREAS, staff further recommends appropriating budgeted part-time salary funds from Police Administration to Operations to fund that portion of the Officer's salary no longer funded by Delta RATT ($69,830). NOW, THEREFORE, BE IT RESOLVED that the Lodi City Council does hereby authorize the termination of the Delta Regional Auto Theft Team (Delta RATT) Memorandum of Understanding effective June 1, 2017; and BE IT FURTHER RESOLVED that the City Council does hereby authorize the reassignment of the Delta RATT Police Officer (Special Assignment) to serve as a Community Resource Police Officer (Special Assignment) to specifically focus on community homeless issues; and BE IT FURTHER RESOLVED that the City Council hereby authorizes the appropriation of budgeted part-time salary funds from Police Administration (10030001.71003) to Operations (10032000.71001) to fund that portion of the Officer's salary no longer funded by Delta RATT in the amount of $69,830.
