HomeMy WebLinkAboutAgenda Report - April 5, 2017 I-01CITY OF LoDI COUNCIL COMMUNICATION TM AGENDA ITEM AGENDA TITLE: Adopt Resolution Approving Salary Adjustment for the Senior Electrical Engineering Technician Classification MEETING DATE: April 5, 2017 SUBMITTED BY: Human Resources Manager RECOMMENDED ACTION: BACKGROUND INFORMATION: Adopt Resolution Approving Salary Adjustment for the Senior Electrical Engineering Technician classification. The Electric Utility Department (EUD) has a need to fill its vacant Senior Electrical Engineering Technician position. This position is an advanced journey level position responsible for performing technical engineering office and field work involving laying out plans for construction and maintenance of electrical facilities, preparing cost estimates, and obtaining easements and rights-of-way. The City has historically experienced difficulty in recruiting for positions in EUD and recent recruitments for the classification of Senior Electrical Engineering Technician have been unsuccessful in attracting qualified applicants at the current salary. Over the past several years, recruitments for positions in Electric Utility have been challenging to fill. These positions are highly competitive in the marketplace; incumbents and prospective applicants for these positions and many others in the electric utility field remain in high demand. The City has conducted three recruitments to fill the vacant position over the past 12 months and is currently recruiting for this position on an open and continuous basis right now due to the difficulty in finding a pool of candidates who possess the necessary knowledge and experience in electric utility distribution systems. Research indicates the City's compensation for this position is not competitive in the market. Among comparable agencies, the salary is approximately 4 to 11 percent below market; depending on if we include Bay Area salaries in the salary survey. To better position the City of Lodi to attract qualified candidates, staff recommends that the City Council approve an adjustment to the Senior Electrical Engineering Technician classification of 8 percent. Staff believes that this increase will make the City more competitive in the marketplace and assist the City in attracting qualified applicants. Staff also reviewed internal salaries and the proposed increase will not cause any compaction issues with other Electric Utility salaries. Staff discussed the proposed increase with representatives from IBEW and they concur with the proposed salary adjustment for this position. This request is consistent with the City's approach in adjusting salaries for positions that are challenging to recruit and retain qualified applicants/employees. FISCAL IMPACT: At top step, the aggregate difference in base pay for the recommended salary adjustment is $15,000 per year.
