BACKGROUND INFORMATION In 2014, a 10 -year financial planning model was completed to identify revenue requirements for the Lodi Electric Utility (LEU) through 2024 to address deferred maintenance and capital infrastructure needs of the utility. A five -percent increase was approved by the City Council, as recommended in the model, and implemented effective January 2, 2015 across all electric utility rate classes. In addition, staff recommended annual inflationary increases of no more than two percent through 2019 to be brought back to the City Council for consideration as the financial model was updated and the need arose; it was noted at the time that the Council also preferred smaller inflationary increases. After learning of scheduling conflicts, staff is requesting the public hearing be continued to April 19, 2017 so that all Council Members will be present for the public hearing. FISCAL IMPACT: The proposed rate increase is anticipated to provide an additional $11.7 million in rate revenue through 2025. Actual revenue realized will depend on cus omer growth and energy sales.
